Book excerpt: During his successful campaign to become Conservative Party leader in the spring of 2004, Stephen Harper said of the Maritime provinces, "We will see the day when the region is not the place where you visit your grandparents, but instead more often than not the place where you visit your grandchildren." In Visiting Grandchildren, esteemed policy analyst and scholar Donald J. Savoie explores how Canadian economic policies have served to exclude the Maritime provinces from the wealth enjoyed in many other parts of the country, especially southern Ontario, and calls for a radical new approach in how Canadian governments determine policies that affect the different regions. Savoie advocates a 'ratchet effect' for national economic policies, whereby regions take turns at high growth, with the slow-growth region of one period becoming the high-growth region of the next, with none moving from slow-growth to decline. He demonstrates how this pattern has been effective in countries undergoing long-term regional convergence and how it would recognize that what is good for the Maritimes is good for Canada no less than what is good for Ontario is good for Canada. Visiting Grandchildren looks to history, accidents of geography, and to the workings of national political and administrative institutions to explain the relative underdevelopment of the Maritime provinces. Savoie argues that the region must strive to redefine its relationship with the national government and with other regions, that it must ask fundamental questions of itself about its own responsibility for its present underdevelopment, develop a cooperative mindset, and embrace the market, if it is to prosper in the twenty-first century. Savoie's work serves as the blueprint for a new way of envisioning the Maritime region.

In The Guardian, a multidisciplinary group of contributors examines the Ministry of Finance of Ontario since the Second World War. During the last sixty years the Ministry was transformed from a relatively small 'Treasury' to a sophisticated policy machine. What started as a modest bookkeeping operation evolved into a key bureaucratic and policy agency as the government of Ontario assumed a leadership position in developing the province. These essays reveal Ontario's 'finance' as a dynamic policy issue shaped by the personalities of premiers and ministers, the energies of public servants at all levels, and a critical dialogue between political and administrative worlds. Drawing on different methodologies, this collection profiles a ministry as policy entrepreneur, spender, revenue generator, capacity builder, budget director, program manager, and intergovernmental agent. The Guardian fills a significant gap in public administration literature and in so doing describes how Ontario's Ministry of Finance defined its role as 'guardian.'

Book excerpt: Aid and Ebb Tide: A History of CIDA and Canadian Development Assistance examines Canada’s mixed record since 1950 in transferring over $50 billion in capital and expertise to developing countries through ODA. It focuses in particular on the Canadian International Development Agency (CIDA), the organization chiefly responsible for delivering Canada’s development assistance. Aid and Ebb Tide calls for a renewed and reformed Canadian commitment to development co-operation at a time when the gap between the world’s richest and poorest has been widening alarmingly and millions are still being born into poverty and human insecurity.

Available in PDF, EPUB and Kindle. Book excerpt: Collected in this volume are selections from addresses by His Excellency, General Georges P. Vanier, one of the most eminent public figures of Canada. His broad interests and deep involvement in all aspects of Canadian life are reflected in these speeches. A life-long concern with the importance of the family is evident in his opening talk at the Canadian Conference on the Family in 1964: "...the best and surest way of developing generous and idealistic hearts, of giving the community men and women who are well-balanced and conscious of their responsibilities to their country, is to protect the family, for the family...is capable of giving to the universe the human beings who are prepared to put justice and truth before their own personal interests." From this conference emerged the Vanier Institute of the Family. Closely allied to the Governor-General's dedication to the family was his interest in the youth of the country. During his time of office he strove continually to bring Canadians to a fuller realization of the importance of their young people: "Tell me the character of a nation's young people and I will tell you the future of the nation." The book also includes the core of the Governor General's statements on education, reflections that have special meaning for every teacher and educator in Canada. His views on public life and on the democratic ideal, and his great desire for better understanding between English and French Canadians and for the essential unity of the Canadian nation, also hold a place of prominence in these excerpts. The final section of the book is devoted to his intense concern for the spiritual side of man's existence, for the ideals and values that set man apart and allow him to hope for a better world. Dr Wilder Penfield, head of the Vanier Institute of the Family, who was a close friend of the Governor General, and Claude Ryan, editor of Le Devoir, have written forewords for the volume.

Book excerpt: In Blue-Green Province, Mark Winfield takes a long overdue look at the crucial relationship between Ontario’s environmental policy and its politics and economy. Covering the period from the Progressive Conservative "dynasty" that dominated Ontario politics from the mid-1940s to the mid-1980s, through the subsequent Peterson, Rae, Harris, Eves, and McGuinty governments, Winfield offers a trenchant analysis of the effects on Ontario’s environment and politics of these administrations’ dramatically different ideologies. Timely and original, Blue-Green Province is the first comprehensive study of environmental policy in Ontario. It will be welcomed by anyone with an interest in Ontario’s environmental and economic future.

Book excerpt: Since Confederation, Canadian prime ministers have consciously constructed the national story. Each created shared narratives, formulating and reformulating a series of unifying national ideas that served to keep this geographically large, ethnically diverse, and regionalized nation together. This book is about those narratives and stories. Focusing on the post–Second World War period, Raymond B. Blake shows how, regardless of political stripe, prime ministers worked to build national unity, forged a citizenship based on inclusion, and defined a place for Canada in the world. They created for citizens an ideal image of what the nation stood for and the path it should follow. They told a national story of Canada as a modern, progressive, liberal state with a strong commitment to inclusion, a deep respect for diversity and difference, and a fundamental belief in universal rights and freedoms. Ultimately, this innovative history provides readers with a new way to see and understand what Canada is, and what holds us together as a nation.
