Book excerpt: Using a new conceptual framework, this study documents and analyses the underlying convictions of influential Canadians, explains why there were such varied degrees of support for NATO, and shows why different leaders either supported or rejected nuclear weapons and the stationing of the Canadian Forces in Europe. Examples taken from previously classified documents illustrate how the underlying convictions of leaders such as Prime Minister John Diefenbaker and Prime Minister Pierre Trudeau significantly shaped defence policy. Behind-the-scenes maneuvering and competing beliefs about nuclear weapons, deterrence strategy, and possible entrapment in a nuclear war led some to defend and others to criticize Canada's approach to both NATO and the bomb. Despite the technological ability and resources to develop its own nuclear weapons - or to acquire them from the United States - Canada ultimately chose not to become a nuclear power. Why did some Canadian leaders defend the nuclear option and urge the deployment of the Canadian Forces in Europe? Why did others condemn the country's nuclear commitments and call for an end to the arms race? Simpson shows that some leaders rejected prevailing American defence strategy and weapons systems to pursue alternative approaches to managing Canada's complex bilateral and multilateral defence relationships.

In Cigarette Nation, Daniel Robinson examines the vibrant and contentious history of smoking to discover why Canadians continued to light up despite the publicized health risks. Highlighting the prolific marketing and advertising practices that helped make smoking a staple of everyday life, Robinson explores socio-cultural aspects of cigarette use from the 1930s to the 1950s and recounts the views and actions of tobacco executives, government officials, and Canadian smokers as they responded to mounting evidence that cigarette use was harmful. The persistence of smoking owes to such factors as product development, marketing and retailing innovation, public relations, sponsored science, and government inaction. Domestic and international tobacco firms worked to furnish Canadian smokers with hope and doubt: hope in the form of reassuring marketing, as seen with light and mild cigarette brands, and doubt by means of disinformation campaigns attacking medical research and press accounts that aligned cigarettes with serious disease. Why was the little screen so enthusiastically welcomed by Canadians? Was television in its early years more innovative, less commerical, and more Canadian than current than current offerings? In this study of what is often called the 'golden age' of television, Paul Rutherford has set out to dispel some cherished myths and to resurrect the memory of a noble experiment in the making of Canadian culture. He focuses on three key aspects of the story. The first is the development of the national service, including the critical acclaim won by Radio-Canada, the struggles of the CBC's English service to provide mass entertainment that could compete with the Hollywood product, and the effective challenge of private television to the whole dream of public broadcasting. The second deals with the wealth of made-in-Canada programming available to please and inform vviewers - even commercials receive close attention. Altogether, Rutherford argues, Canadian programming reflected as well as enhanced the prevailing values and assumptions of the mainstream. The final focus is on McLuhan's Question: What happens to society when a new medium of communications enters the picture? Rutherford's findings cast doubt upon the common presumptions about the awesome power of television. Television in Canada, Rutherford concludes, amounts to a failed revolution. It never realized the ambbitions of its masters or the fears of its critics. Its course was shaped not only by the will of the government, the power of commerce, and the empire of Hollywood, but also by the desires and habits of the viewers.
