Book excerpt: Following on from a report by the Northern Ireland Audit Office (NIAO) (HCP 736, session 2002-03; ISBN 010292452X) published in July 2003, the Committee's inquiry examines the incidence and management of sickness absence taken by industrial civil servants in Northern Ireland, which is amongst the highest in the UK. The Department for Regional Development is the major employer of industrial civil servants in Northern Ireland, mostly employed in its two executive agencies: the Roads Service and the Water Service. The Committee's report finds that the high levels of sickness absence were due to the lack of effective management over a long period of time which helped to create a culture of absenteeism. Although best practice guidelines were in place, there was a consistent and widespread failure to implement them, particularly at senior management level. However, action taken by the Department to implement the NIAO's recommendations has led to significant reductions in absence levels, as well as improvements in management information and monitoring targets set.
