Book excerpt: Genetic tissue samples were collected from Chinook salmon harvested in the Northern District commercial set gillnet fishery and the Tyonek subsistence fishery during 2016–2017 to determine stock composition of marine harvests in Northern (Upper) Cook Inlet. Samples from the commercial harvest represented all (100%) of the commercial harvests in both 2016 and 2017. Samples from the subsistence harvests represented 98% of the subsistence harvest in 2016 and 100% of the subsistence harvest in 2017. Genetic mixed-stock analysis produced stock composition and stock-specific harvest estimates for each fishery by 6 reporting groups: 1) West, 2) Susitna, 3) Deshka, 4) Yentna, 5) Knik-Turnagain, and 6) Kenai Peninsula. For the General Subdistrict–south, harvest contributions were 34–36% Susitna in both 2016 and 2017, 24% West in 2016, followed by 19% Yentna and 14% Deshka. In 2017, harvest contributions were similar among West (19%), Yentna (17%), and Deshka (18%). For the General Subdistrict–north, harvest contributions were most (66–72%) from Knik-Turnagain in both years. For the Eastern Subdistrict, harvest contributions in both years were greatest from Knik-Turnagain (48–60%) followed by Susitna (21–23%). Overall Northern District commercial harvest contributions in 2016 and 2017 were greatest from Knik-Turnagain (32–35%), followed by Susitna (27–28%). Remaining harvest contributions were similar among West (13–14%), Deshka (11–14%), and Yentna (12–13%). In the 2016 Tyonek subsistence fishery, the largest contributions to harvest were from Susitna (32%) and West (29%) followed by Yentna (17%), Deshka (12%), and Knik-Turnagain (10%). In 2017, the Tyonek subsistence harvest was dominated by Susitna (38%) followed by Yentna (18%), West (17%), and Knik-Turnagain (16%); Deshka contributed 10%. In 2016 and 2017, harvest contributions of the Kenai Peninsula reporting group ranged from 0–2% across all 3 commercial areas and across commercial and subsistence fisheries.

Book excerpt: Chinook salmon Oncorhynchus tshawytscha stocks support important fisheries in Cook Inlet, Alaska. Many Chinook salmon stocks in Alaska have been in decline since 2007. Stock-specific harvest of Chinook salmon in the Cook Inlet marine sport fishery was identified as one of many information gaps hindering an understanding of the reasons for these declines. Here we report genetic baseline evaluation tests for mixed stock analysis and select mixed stock analysis results using genetic and coded wire tag data (gcMSA) from Chinook salmon harvested in the Cook Inlet marine sport fishery from 2014 to 2017. Results of the baseline tests indicated adequate genetic variation to distinguish among 4 reporting groups of interest to management (Outside CI, Northern CI, Kenai, and S. Kenai Pen.). The gcMSA results were obtained from 4,780 Chinook salmon sampled from the Cook Inlet marine sport fishery. Stock composition and stock-specific harvests were estimated for the Upper Cook Inlet early fishery and Lower Cook Inlet summer and winter fisheries for all 4 years and Upper Cook Inlet late fishery for 2016 and 2017 only. The Outside CI reporting group dominated all fisheries. The contribution of Cook Inlet Chinook salmon stocks was greatest in Upper Cook Inlet and ranged from 10.1% to 24.7% in the early fishery and from 3.5% to 18.0% in the late fishery. In Lower Cook Inlet, Cook Inlet stocks contributed 1.0 to 3.9% in the summer fishery and less than 1.0% of the harvest in the winter fishery in all 4 years.

In both years of the study, NCI Northwest, Susitna-Matanuska, and Knik-Turnagain reporting groups composed over 98% of the total harvests in both the Northern District commercial and Tyonek subsistence fisheries. The NCI Northwest and Susitna-Matanuska reporting groups composed a majority of harvests in the General Subdistrict (south) (88-96%), and the Knik-Turnagain reporting group composed the majority of harvests in the General Subdistrict (north) (71-89%) in both years. The NCI Northwest, Susitna-Matanuska, and Knik-Turnagain reporting groups composed over 98% of the Eastern Subdistrict commercial harvest in both years, with similar contributions of the 3 reporting groups in 2014 (28-36%) and higher contributions from the Knik-Turnagain reporting group in 2015 (56%). In the Tyonek subsistence fishery, the NCI Northwest (56%) and Susitna-Matanuska (39%) reporting groups composed the majority of the harvest in 2014, and the NCI Northwest reporting group made up most of the harvest in 2015 (79%). These results represent the first mixed-stock analysis using genetic information from Chinook salmon captured in NCI fisheries.

Book excerpt: During 2016–2018, an instream video weir enumerated the entire run of Ninilchik River Chinook salmon with average wild and hatchery escapements of 1,121 and 895, respectively. Enumerating the entire run allowed ADF&G to establish a sustainable escapement goal (SEG) based on total escapement versus an SEG based on an index period from 3 to 31 July. The current SEG of 750–1,300 Chinook salmon was met during all 3 years of the study (2016–2018). The current average wild escapement was below the average from when the run was last fully enumerated (1999–2015), but above the average from when the run was expanded based on weir counts (2006–2015). In contrast, the current average hatchery escapement was above the average from 1999–2015. Age-sex-length compositions were assessed during broodstock collection in 2016–2018. Wild Chinook salmon were predominantly ocean age 2 or 3, whereas hatchery-reared were predominantly ocean age 1 or 2. On average, wild Chinook salmon were larger than their hatchery-reared components of the same sex and age class. The sex composition of the wild Chinook salmon run ranged from 18% to 61% female, whereas the hatchery-reared sex composition ranged from 27% to 42% female. Approximately 150,000 age-0 smolt were stocked annually upstream of the weir (RKM 25.8) during 2016–2018, continuing the supplementation of the Ninilchik River with hatchery-reared Chinook salmon. The stocking occurred during the third week in May in 2016 and 2018. In 2017, smolt were stocked in early May at RKM 7.7. The broodstock collection goal to restock the Ninilchik River was met in all years. In 2017, instead of using Ninilchik River broodstock to stock Kachemak Bay terminal fisheries, broodstocks from other Cook Inlet locations were used. In 2018, extra Ninilchik River broodstock was collected to make up for regional broodstock shortfalls. Stocking in Halibut Cove Lagoon was discontinued after 2017 in favor of increased stocking at Nick Dudiak Fishing Lagoon where adaptive stocking methods were used in all years to avoid mortality associated with Chaetoceros spp. diatoms.

In 2015, the total reported harvest was 7,781 Chinook salmon, with an estimated composition of 5,988 (77%) Kenai River mainstem, 1,564 (20.1%) Kasilof River mainstem, 211 (2.7%) Cook Inlet other, and 19 (0.2%) Kenai River tributaries stocks. Kenai River mainstem fish have composed on average 69.1% of the harvest since 2010. Nearly all the remainder of the harvest was composed of Kasilof River mainstem fish. The overall age composition of the sample was 14.2% age-1.1 fish, 37.4% age-1.2 fish, 24.3% age-1.3 fish, 23.8% age-1.4 fish, and 0.3% age-1.5 fish. The sex composition was 69% males and 31% females. Average mid eye to tail fork (METF) length of the sample was 742 mm.

Book excerpt: Escapements of Chinook salmon have fallen below the lower bound of the current BEG range for Chilkat River in 3 of the past 5 years, for King Salmon River in 4 of the past 5 years, and for the Taku River in 5 of the past 5 years. In response to guidelines established in the Policy for the management of sustainable salmon fisheries (SSFP), the Alaska Department of Fish and Game (department) recommended the Chilkat and King Salmon River Chinook salmon (Oncorhynchus tshawytscha) stocks be designated as stocks of “management concern” in 2017 followed by approval from the Alaska Board of Fisheries at the 2018 Southeast and Yakutat Finfish and Shellfish meeting. In October 2020, the department recommended the continuation of stock of management concern status for the Chilkat and King Salmon Rivers and to add the Taku River Chinook salmon stock at 2021 Southeast Alaska and Yakutat meeting. A “management concern” is defined as “a concern arising from a chronic inability, despite use of specific management measures, to maintain escapements for a salmon stock within the bounds of the SEG [sustainable escapement goal], BEG [biological escapement goal], OEG [optimum escapement goal], or other specified management objectives for the fishery.” Since 2012, the department has implemented conservative management measures to reduce the harvest of the Chilkat River stock of Chinook salmon and increase escapement. Through these measures, and from actions taken to reduce the harvest of the Taku River stock of Chinook salmon, by extension, harvest on the stock of Chinook salmon from the King Salmon River may likewise have been reduced. Although these management actions have been effective at reducing overall harvest rates, the poor runs have been so low that achievement of BEGs has been problematic.

During event 2, adult Chinook salmon will be sampled for missing adipose fins, coded wire tags, age, sex, and length in Chilkat River fishwheels and drift gillnets, which are operated in the lower Chilkat River as part of a separate adult mark-recapture project. Adult Chinook salmon will be also sampled for missing adipose fins, coded wire tags, and age, sex, and length during Chilkat River drainage spawning grounds surveys to complete event 2 sampling. Coho salmon will also be sampled as adults during event 2 in the lower Chilkat River fishwheels. Age composition of Chinook salmon adults will be estimated by scale ageing techniques; age composition of coho salmon smolt and adults will also be estimated. The Alaska Department of Fish and Game uses these data to make local and regional management decisions. Chilkat Chinook salmon is a Pacific Salmon Commission exploitation rate and escapement indicator stock and has recently been added to the base model of abundance indicator stocks for the Chinook Technical Committee, which influences coastwide management.

Book excerpt: An ongoing coded wire tag project, used as part of a stock assessment program for Chilkat River Chinook salmon Oncorhynchus tshawytscha and coho salmon O. kisutch, will be conducted during fall 2022 and spring 2023 to provide estimates of smolt abundance and marine harvest for Chinook and coho salmon. This project uses modified Peterson 2-event mark–recapture methods to estimate smolt abundance, and port sampling of coded wire tags in mixed stock commercial and sport fisheries to estimate marine harvest for both species. Juvenile salmon will be measured for length and weight, marked with adipose fin clips, and tagged with coded wire tags in fall 2022 (juvenile Chinook salmon) and spring 2023 (Chinook and coho salmon smolt) as event 1 of the mark–recapture study. During event 2, adult Chinook salmon will be sampled for missing adipose fins, coded wire tags, age, sex, and length in Chilkat River fishwheels and drift gillnets, which are operated in the lower Chilkat River as part of a separate adult mark–recapture project. Adult Chinook salmon will be also sampled for missing adipose fins, coded wire tags, and age, sex, and length during Chilkat River drainage spawning grounds surveys to complete event 2 sampling. Coho salmon will also be sampled as adults during event 2 in the lower Chilkat River fishwheels.
