Employing qualitative and quantitative analysis, it presents empirical evidence suggesting persistent economic growth. The research highlights improvements in infrastructure, health care, education, poverty alleviation as well reductions in infant mortality rate. The impact of this economic growth has however had led to only slight improvements in the plight of the poor. The author argues that, while significant steps have been achieved with measurable economic gains, there are still undeniable obstacles within the federal system: prevailing patron-client relationships, constraints on state capacity to efficiently and effectively implement policy, and bureaucratic rent-seeking in the provision of public goods. The author concludes that these problems will have to be resolved before Ethiopia’s political economy can achieve the stage of sustainable development

Modern Insurgencies and Counterinsurgencies: A Global History shows that the insurgents can wage a variety of conflicts: at times conventional war which lies at the high end of their spectrum, and terrorism which is located at the lowest end of their scale. When insurgencies reach a certain critical threshold, the insurgents shift their strategy from guerrilla (irregular) war to conventional (regular) war, and at that point the level of conflict escalates to the level of civil war. When the insurgents face intense state repression, they revert to terrorist activities. When the insurgents wage guerrilla war, they can be called guerrillas. The variety of wars conducted by the insurgents is termed as unconventional war. This volume demonstrates that the insurgents in the modern world had been motivated by a trinity: greed, grievances and ideology. Kaushik Roy traces the origin of modern insurgencies and COIN from the sixteenth century by focusing on regions outside Western Eurasia. He also touches on the twin interrelated phenomena of modern insurgencies and COIN metastasising into something new at the beginning of the Information Revolution at the end of the twentieth century. This volume will be of interest to researchers and research students of history, British Empire, imperial studies, Asian studies, security studies, strategic studies, and war and conflict studies.

Book excerpt: Unfree Lives illuminates Yemen’s forgotten history of slavery, as well as the transregional dimensions of slave trading in the Red Sea and wider Indian Ocean world. By analyzing Arabic narrative and administrative sources, Magdalena Moorthy Kloss reconstructs the lives of women and men who were trafficked to Yemen as children and then placed in various subaltern positions — from domestic servant to royal concubine, from quarryman to army commander. In this first in-depth study of unfree lives in Yemen, Moorthy Kloss argues that slaves and former slaves made significant contributions to social, economic and political processes in the medieval period. She highlights the gendered nature of slavery through a nuanced examination of the social identities of eunuchs and concubines. Unfree Lives also includes detailed information on slave trading between the Horn of Africa and Yemen in the 13th century, as well as an account of the little-known Najahid dynasty that was founded by Ethiopian slaves.

Ethiopia is also a regional superpower with political influence across East Africa and the Horn. Furthermore, the African Union has its headquarters in the capital Addis Ababa, which further underscores the country’s growing international profile. On top of everything, since 1995 Ethiopia has a federal constitution explicitly committed to granting political autonomy to all ethnic groups within the country. Ethiopia’s federalism has also direct relevance to the country’s neighbours, Eritrea, Somalia, Kenya, South Sudan, and Djibouti who have ethnic kin across the borders with Ethiopia. Yet, despite the generous promises to the country’s ethnic groups stated in the constitution, not everything is well. As marked by the recent unrest throughout various regions of the country, the federal constitution’s promises and the reality do not always perfectly align. But there is a shortage of even-handed scholarly analyses of this complex country, and in particular, its unique federal system. This book, written by a former state official who served in a number of important positions in Selassie’s government, tells both the story of the emperor’s life and the story of modern Ethiopia. After a struggle for the throne in 1916, the young Selassie emerged first as regent and then as supreme leader of Ethiopia. Over the course of his nearly six-decade rule, the emperor abolished slavery, introduced constitutional reform, and expanded educational opportunity. The Italian invasion of Ethiopia in the 1930s led to a five-year exile in England, from which he returned in time to lead his country through World War II. Selassie was also instrumental in the founding of the Organization of African Unity in 1963, but he fell short of the ultimate goal of a promised democracy in Ethiopia. The corruption that grew under his absolute rule, as well as his seeming indifference to the famine that gripped Ethiopia in the 1970s, led finally to his overthrow by the armed forces that he had created. Haile Selassie was an enlightened monarch in many ways, but also a man with flaws like any other. This short biography is a sensitive portrayal of Selassie as both emperor and man, by one who knew him well.

Book excerpt: This book takes stock of political reform in Ethiopia and the transformation of Ethiopian society since the adoption of multi-party politics and ethnic federalism in 1991. Decentralization, attempted democratization via ethno-national representation, and partial economic liberalization have reconfigured Ethiopian society and state in the past two decades. Yet, as the contributors to this volume demonstrate, ‘democracy’ in Ethiopia has not changed the authority structures and the culture of centralist decision-making of the past. The political system is tightly engineered and controlled from top to bottom by the ruling Ethiopian Peoples’ Revolutionary Democratic Front (EPRDF). Navigating between its 1991 announcements to democratise the country and its aversion to power-sharing, the EPRDF has established a de facto one-party state that enjoys considerable international support. This ruling party has embarked upon a technocratic ‘developmental state’ trajectory ostensibly aimed at ‘depoliticizing’ national policy and delegitimizing alternative courses. The contributors analyze the dynamics of authoritarian state-building, political ethnicity, electoral politics and state-society relations that have marked the Ethiopian polity since the downfall of the socialist Derg regime. Chapters on ethnic federalism, 'revolutionary democracy', opposition parties, the press, the judiciary, state-religion, and state-foreign donor relations provide the most comprehensive and thought-provoking review of contemporary Ethiopian national politics to date. Book excerpt: Christian Zionism—a movement based on the belief that support of Israel, and Israeli ownership of and residence in Jerusalem, is a prerequisite for Christ’s return—has been a significant substratum within theologies and ecclesiologies of many churches in the US and Europe for centuries. Since the 1970s, US-based Christian Zionism organizations, encouraged by and collaborating with the Israeli government, have used a significant amount of resources to spread the movement into other regions of the world, including Africa. In many African countries, Christian Zionism combines perniciously with Prosperity Gospel preaching, interpreting Genesis 12:3 as a divine map to gain blessings—material and otherwise—through complete and uncritical support for the modern-day State of Israel. Many African governments have come to understand that this support is lucrative--and coercive. African officials working with Israel learn that openly supporting Palestine will result in their partnerships with Israel being discontinued. Contributors to this interdisciplinary volume analyze the meaning and ramifications of the emergence of Christian Zionist ideologies in Africa and its churches, in interfaith work, in politics, in law, and in the use and abuse of power between peoples of different races, histories, economic strength, and influence on the international stage.
