Available in PDF, EPUB and Kindle. Book excerpt: Following the death of Kim Jong Il, North Korea has entered a period of profound transformation laden with uncertainty. This authoritative book brings together the world's leading North Korea experts to analyze both the challenges and prospects the country is facing. Drawing on the contributors' expertise across a range of disciplines, the book examines North Korea's political, economic, social, and foreign policy concerns. Considering the implications for Pyongyang's transition, it focuses especially on the transformation of ideology, the Worker's Party of Korea, the military, effects of the Arab Spring, the emerging merchant class, cultural infiltration from the South, Western aid, and global economic integration. The contributors also assess the impact of North Korea's new policies on China, South Korea, the United States, and the rest of the world. Comprehensive and deeply knowledgeable, their analysis is especially crucial given the power consolidation efforts of the new leadership underway in Pyongyang and the implications for both domestic and international politics. Contributions by: Nicholas Anderson, Charles Armstrong, Bradley Babson, Victor Cha, Bruce Cumings, Nicholas Eberstadt, Ken Gause, David Kang, Andrei Lankov, Woo Young Lee, Liu Ming, Haksoon Paik, Kyung-Ae Park, Terence Roehrig, Jungmin Seo, and Scott Snyder.

Available in PDF, EPUB and Kindle. Book excerpt: Viewed from afar, North Korea may appear bizarre, or positively irrational. But as Nicholas Eberstadt demonstrates in this meticulously researched volume, there is a grim coherence to North Korea's political economy, and a ruthless logic undergirding it--one that unreservedly subordinates economic welfare to augmentation of political power. Thus, paradoxically, even as official policies and practices consign the DPRK economy to a perilous realm between crisis and catastrophe, the country's leadership maintains unchallenged domestic control and has actually managed to increase its international influence.Through painstaking collection of hard-to-uncover data and careful analysis, Eberstadt provides a quantitative tableau of North Korea's terrible failure in its economic race against South Korea; its stubborn adherence to policies all but guaranteed to stifle growth and undermine economic performance; and the longstanding official effort to ignore, or mitigate, pressures for economic reform.Eberstadt is skeptical of optimistic accounts from South Korea and elsewhere suggesting that the North Korean leadership is interested in resolving the current nuclear impasse, and getting on with the business of reform and development. So long as Pyongyang's rulers entertain the ambition of reunifying the Korean peninsula on its own terms, Eberstadt argues, economic reforms worthy of the name will be subversive of state authority--and vigilantly resisted by Pyongyang's rulers. This authoritative volume has received widespread attention from Asian specialists, well as those concerned with nuclear proliferation and world peace, and international relations professionals in general.

The United States has never had formal diplomatic relations with the Democratic People's Republic of Korea (the official name for North Korea), although contact at a lower level has ebbed and flowed over the years. Negotiations over North Korea's nuclear weapons program have occupied the past three U.S. administrations, even as some analysts anticipated a collapse of the isolated authoritarian regime. North Korea has been the recipient of over $1 billion in U.S. aid (though none since 2009) and the target of dozens of U.S. sanctions.

Available in PDF, EPUB and Kindle. Book excerpt: This report provides an overview of the economy of the Democratic People's Republic of Korea (DPRK) or North Korea, its external economic relations, attempts at reform, and U.S. policy options. The economy of North Korea is of interest to Congress because the it provides the financial and industrial resources for Pyongyang to develop its military, constitutes an important push factor for potential refugees seeking to flee the country, creates pressures for the country to trade in arms and illegal drugs, is a rationale for humanitarian assistance, is tied to Pyongyang's program to develop nuclear energy and bombs, and creates instability that ultimately affects the economy of South Korea. The North Korean threat to sell nuclear weapons material could be driven in part by its need to generate export earnings. The dismal economic conditions also foster forces of discontent that potentially could turn against the Kim regime especially if knowledge of luxurious lifestyle of communist party leaders becomes better known or as the poor economic performance hurts even Pyongyang's elite. The North Korean economy also is a target of economic sanctions. Along with the United States, North Korea's major trading partners China, Japan, South Korea, and Russia form the so-called Six Parties. In the current Six-Party Talks, economic assistance (including fuel oil) is a major bargaining chip in seeking the complete dismantling of the DPRK's nuclear program. Economic policy options include normalizing relations with Pyongyang, negotiating a trade agreement, lifting economic sanctions, allowing the DPRK to join international financial institutions, and removing the country from the terrorism list. This report will be updated as conditions warrant. (Cataloger's note of 2/8/07: This report was updated 24 Jan 2006.).

Available in PDF, EPUB and Kindle. Book excerpt: This timely, pathbreaking study of North Korea’s political history and culture sheds invaluable light on the country’s unique leadership continuity and succession. Leading scholars Heonik Kwon and Byung-Ho Chung begin by tracing Kim Il Sung’s rise to power during the Cold War. They show how his successor, his eldest son, Kim Jong Il, sponsored the production of revolutionary art to unleash a public political culture that would consolidate Kim’s charismatic power and his own hereditary authority. The result was the birth of a powerful modern theater state that sustains North Korean leaders’ sovereignty now to a third generation. In defiance of the instability to which so many revolutionary states eventually succumb, the durability of charismatic politics in North Korea defines its exceptional place in modern history. Kwon and Chung make an innovative contribution to comparative socialism and postsocialism as well as to the anthropology of the state. Their pioneering work is essential for all readers interested in understanding North Korea’s past and future, the destiny of charismatic power in modern politics, the role of art in enabling this power.

Available in PDF, EPUB and Kindle. Book excerpt: Victor D. Cha and David C. Kang’s Nuclear North Korea was first published in 2003 amid the outbreak of a lasting crisis over the North Korean nuclear program. It promptly became a landmark of an ongoing debate in academic and policy circles about whether to engage or contain North Korea. Fifteen years later, as North Korea tests intercontinental ballistic missiles and the U.S. president angrily refers to Kim Jong-un as “Rocket Man,” Nuclear North Korea remains an essential guide to the difficult choices we face. Coming from different perspectives—Kang believes the threat posed by Pyongyang has been inflated and endorses a more open approach, while Cha is more skeptical and advocates harsher measures, though both believe that some form of engagement is necessary—the authors together present authoritative analysis of one of the world’s thorniest challenges. They refute a number of misconceptions and challenge the faulty thinking that surrounds the discussion of North Korea, particularly the idea that North Korea is an irrational actor. Cha and Kang look at the implications of a nuclear North Korea, assess recent and current approaches to sanctions and engagement, and provide a functional framework for constructive policy. With a new chapter on the way forward for the international community in light of continued nuclear tensions, this book is of lasting relevance to understanding the state of affairs on the Korean peninsula.

Book excerpt: Two excellent reports are reproduced in this book: Military and Security Developments Involving the Democratic People's Republic of Korea and North Korea's Nuclear Weapons Development and Diplomacy. Military and Security Developments Involving the Democratic People's Republic of Korea - latest available report to Congress pursuant to the National Defense Authorization Act from the Department of Defense (DoD). Contents: Executive Summary * Chapter One: Assessment Of The Security Situation * Key Developments In North Korean And Peninsular Security North Korean Security Perceptions * Chapter Two: Understanding North Korea's Strategy * Strategic Goals * National Strategy * Regional Objectives And Behavior * Chapter Three: The Capabilities And Modernization Goals Of North Korea's Military Forces * Overview * An Aging Force...With Emerging Capabilities * Chapter Four: Weapons Of Mass Destruction * Programs And Proliferation * North Korea's Weapons Of Mass Destruction (WMD) Programs * Proliferation * Conventional Arms And Missile Sales Nuclear Proliferation Interdicted Transfers. The Democratic People's Republic of Korea (DPRK or North Korea) remains one of the most critical security challenges for the United States and the broader international community. In particular, North Korea's willingness to undertake provocative and destabilizing behavior, including attacks on the Republic of Korea (ROK), its continued development of nuclear weapons and long-range ballistic missiles, and its proliferation of weapons in contravention of United Nations Security Council resolutions (UNSCRs) pose a serious threat to the United States, the region, and the world. Since assuming control in December 2011, Kim Jong Un has solidified his grip on power by embracing the coercive tools used by his father and grandfather. His regime has used force and the threat of force combined with inducements to quell domestic dissent and strengthen internal security; co-opt the North Korean military and elites; develop strategic military capabilities to deter external attack; and challenge the ROK and the U.S.-ROK Alliance. In April 2013, Kim announced the "byungjin" policy, which emphasizes the parallel development of the country's economy and nuclear weapons program, to reinforce his regime's domestic, diplomatic, economic, and security interests. North Korea's Nuclear Weapons Development and Diplomacy - North Korea's Nuclear Test and Withdrawal from the Six Party Talks * Bush Administration-North Korean Agreements and Failure of Implementation * Implementation Process * Verification Issue * Kim Jong-il's Stroke and Political Changes Inside North Korea * Issues Facing the Obama Administration * North Korea's Nuclear Programs * Plutonium Program * Highly Enriched Uranium (HEU) Program * International Assistance * Nuclear Collaboration with Iran and Syria * North Korea's Delivery Systems * State of Nuclear Weapons Development
