Book excerpt: Abstract: The Nordic Council of Ministers appointed, via the Globalization Initiative, the Nordic finance ministers to launch a joint Nordic project regarding the international carbon market. The purpose of the project was to identify and exchange Nordic experiences from the Joint Implementation and Clean Development Mechanism credit market as well as to discuss prospects for future cooperation. The result of the project is presented in three reports from workshops held during 2010, as well as this synthesis report that summarizes previous reports. The project was initiated in light of the expected negotiations on the future mechanisms after 2012 in COP 15, including as input for discussions on opportunities and prospects for participation in a future carbon market. The results have been presented at the meetings of the Nordic Council of Energy, Environment and Finance ministers during October and November 2010

We analyze ten different scenarios through 2020, varying the global emission caps and the REDD rules. An inclusion of REDD credits without any adjustments in the global cap will lower carbon prices significantly and cause crowding out. The cap must move towards the 2 degrees climate target if REDD inclusion is to maintain high carbon prices and strong incentives for emissions reductions in other sectors. At the same time, reaching the 2 degree target without full REDD inclusion will increase global mitigation costs by more than 50%.

Book excerpt: Carbon leakage is a situation in which a policy-induced reduction in CO2 emissions domestically is followed by increased emissions abroad. We investigate from a Nordic perspective what industries are at risk of carbon leakage. We find that aluminum and copper, basic iron and steel and paper, all having energy intensities over 40 per cent, have the highest risk of carbon leakage. The policy of giving free emissions allowances to industries at risk of carbon leakage is relatively equally spread out, leaving industries at high risk “undercompensated” and industries at low risk “overcompensated”. We find that the leakage rates for the energy intensive industry from unilateral ambitious EU targets could be as high as 70%, and even as high as 85% if the Nordic countries unilaterally adopt more ambitious targets. The key to limit the risk of carbon leakage is collective global action.
