The purpose is to enhance co-operation based on the political agendas of the Nordic countries, including the Faroe Islands, Greenland and Åland. With regard to education and research, the vision is of a region that continues to be a world leader in knowledge and welfare. The Nordic Council of Ministers for Education and Research focuses on three strategic areas – education, research and language – and on further developing existing initiatives and forms of co-operation, as well as identifying new ones.

Book excerpt: According to the strategy for Nordic co-operation in education and research the Nordic countries should remove obstacles for free movement for students and researchers in the Nordic region. One goal with this report has been to identify obstacles for organizing joint programmes on master level. The Nordic Council of Ministers has until now financed, in co-operation with universities, 23 Nordic Master Programmes. Minimum of three higher education institutions develop joint programmes, that will attract both Nordic and non-Nordic students. The report gives an overview of the legislation in relation to joint degrees in the Nordic countries. It also has recommendations for the Nordic Master Programme and offers separate thematic documents like a template for a joint diploma. The report will hopefully serve as practical guide book for those in the process of planning or building up joint master programmes. Hopefully, the report also makes a contribution to developing other international joint programmes.

Book excerpt: Available online: https://pub.norden.org/politiknord2021-731/ The Nordic energy ministers present a new Nordic energy policy co-operation programme for the period 2022–2024. The Nordic Region wants to be the most sustainable and integrated region in the world by 2030, and that is also the overall vision for co-operation on energy. A green transition of the Nordic societies will not be possible without a substantial green energy transition. As the Nordic energy systems are closely linked, working together on joint initiatives will lead to a green transition that is more cost-effective and socially sustainable than if the countries were each to achieve the goals individually. In 2020, the Nordic Council of Ministers for Energy Policy (MR-E) adopted seven focus areas as input into the action plan for Our Vision 2030. These will structure Nordic energy co-operation during the period covered by the programme and be at the heart of all of the work: - The green transition of the energy sector - Closer collaboration on research to aid the green transition - Nordic co-operation in the electricity market - Energy efficiency, technology and behavioural change - Working together on EU/EEA-related energy questions - Social acceptance of new energy plants and the green transition - The green transition of the transport sector.

Book excerpt: For many years, the Nordic countries have worked together successfully on the environment and climate, which has contributed to significant progress both in the Nordic Region and internationally. However, in recent years, the challenges we face have grown in size and quantity, making co-operation increasingly important. Between 2019 and 2024, the Nordic countries will work together to bring about sustainable development in the Nordic Region, the EU, and internationally. Together, the countries will pursue the ambitious implementation of international agreements on the environment and climate – in particular the Paris Agreement – and work together to strengthen the EU’s regulatory framework regarding the environment and climate. The Nordic countries will continue to be front-runners in terms of bringing about change. Nordic co-operation on the environment and climate seeks to halt the loss of biodiversity and bring about the sustainable use of natural resources. Together, we will work to accelerate the transition to a circular economy that limits our consumption and production to the capacity of nature. Other important areas of co-operation include efforts to minimise the risks posed by chemicals and hazardous substances, and stop the discharge. Compared with previous programme periods, there is a stronger emphasis on co-operation on sustainable cities, climate adaptation, and green financing.

Book excerpt: Available online: https://pub.norden.org/politiknord2022-724/ In 2019, the Nordic prime ministers adopted a vision for the Nordic Region to be the most sustainable and integrated region in the world by the year 2030. The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.

Book excerpt: Available online: https://pub.norden.org/politiknord2022-709/ The co-operation programme fleshes out the Nordic Council of Ministers’ action plan for Vision 2030 and its 12 goals and describes what Nordic co-operation on working life will seek to achieve by 2024. The Nordic Council of Ministers is committed to labour markets that match the requirements of the green transition and progress toward digitalisation and that support freedom of movement in the Nordic Region. The Nordic models for working life are based to a large extent on gender equality, social security and dialogue between the social partners. However, the Nordic labour markets also face significant changes as a result of, for example, new technology and the digitalisation of workplaces, demographic trends and new forms of employment. The co-operation programme identifies the challenges faced and looks at how best Nordic co-operation can help address them.

Book excerpt: On 27 October 2015, the Nordic Council of Ministers for Business, Energy and Regional Policy (MR-NER) decided to carry out a strategic review of Nordic co-operation on energy and how it could be developed over the next 5–10 years. The strategic review is part of the Nordic Council of Ministers’ reform project initiated by its Secretary General, Dagfinn Høybråten. Strategic reviews have previously been conducted on foreign and security policy, health and labour-market co-operation. The remit was to present 10–15 concrete proposals that would further enhance co-operation in areas in which significant positive outcomes have been achieved over the past two decades. The Paris Climate Change Conference of December 2015 and the EU’s goal of working towards a European Energy Union make this review particularly timely. It is also based on the Nordic countries’ own reviews of their national climate and energy policies. The geopolitical landscape is currently in a state of flux – global trade and climate policies are under pressure, and nationalist tendencies are emerging in many countries. This presents many challenges to Nordic energy co-operation, which has achieved ground-breaking results based on cross-border co-operation. Various studies have also shown that the Nordic Region has made similarly dramatic gains in terms of welfare. The time has come to assess how the Nordic countries can build on this success, despite adverse international trends. This review seeks to identify these challenges, present proposals for how the Nordic countries can move forward, and inspire further discussion and debate. Book excerpt: The Nordic countries have collaborated in setting guidelines for dietary composition and recommended intakes of nutrients for several decades through the joint publication of the Nordic Nutrition Recommendations (NNR). This 5th edition, the NNR 2012, gives Dietary Reference Values (DRVs) for nutrients, and compared with earlier editions more emphasis has been put on evaluating the scientific evidence for the role of food and food patterns contributing to the prevention of the major diet-related chronic diseases. Recommendations on physical activity are included and interaction with physical activity has been taken into account for the individual nutrient recommendations wherever appropriate. A chapter on sustainable food consumption has been added. A Nordic perspective has been accounted for in setting the reference values. The NNR 2012 has used an evidence-based and transparent approach in assessing associations between nutrients and foods and certain health outcomes. Systematic reviews form the basis for the recommendations of several nutrients and topics, while a less stringent update has been done for others. The systematic reviews and individual chapters have been peer reviewed and the systematic reviews are published in the Food & Nutrition Research journal. The draft chapters were subject to an open public consultation. Recommendations have been changed only when sufficient scientific evidence has evolved since the 4th edition. The primary aim of the NNR 2012 is to present the scientific background of the recommendations and their application. A secondary aim is for the NNR 2012 to function as a basis for the national recommendations that are adopted by the individual
