Book excerpt: A New Yorker Best Book of the Year A Foreign Affairs Best Book of the Year An Atlantic Best Book of the Year A Financial Times Best Politics Book of the Year How a new breed of dictators holds power by manipulating information and faking democracy Hitler, Stalin, and Mao ruled through violence, fear, and ideology. But in recent decades a new breed of media-savvy strongmen has been redesigning authoritarian rule for a more sophisticated, globally connected world. In place of overt, mass repression, rulers such as Vladimir Putin, Recep Tayyip Erdogan, and Viktor Orbán control their citizens by distorting information and simulating democratic procedures. Like spin doctors in democracies, they spin the news to engineer support. Uncovering this new brand of authoritarianism, Sergei Guriev and Daniel Treisman explain the rise of such “spin dictators,” describing how they emerge and operate, the new threats they pose, and how democracies should respond. Spin Dictators traces how leaders such as Singapore’s Lee Kuan Yew and Peru’s Alberto Fujimori pioneered less violent, more covert, and more effective methods of monopolizing power. They cultivated an image of competence, concealed censorship, and used democratic institutions to undermine democracy, all while increasing international engagement for financial and reputational benefits. The book reveals why most of today’s authoritarians are spin dictators—and how they differ from the remaining “fear dictators” such as Kim Jong-un and Bashar al-Assad, as well as from masters of high-tech repression like Xi Jinping. Offering incisive portraits of today’s authoritarian leaders, Spin Dictators explains some of the great political puzzles of our time—from how dictators can survive in an age of growing modernity to the disturbing convergence and mutual sympathy between dictators and populists like Donald Trump.

Available in PDF, EPUB and Kindle. Book excerpt: This volume aims to enhance the current understanding of clinical features, treatment and pathogenic aspects in necrotizing soft tissue infections. Various representative case studies are discussed to enhance the readers’ understanding of these complex diseases. Necrotizing soft tissue infections are rapidly spreading infections that may cause extensive soft tissue or limb loss, multiorgan failure and are associated with a considerable fatality rate. It is undisputed that rapid diagnosis and prompt intervention is directly related to survival. The initial presentation may be limited to unspecific symptoms such as tenderness, swelling, erythema and pain. Thus, diagnosis and management are challenging due to heterogeneity in clinical presentation, in co-morbidities, in microbiological aetiology, as well as in the pathogenic mechanisms. An international and multidisciplinary consortium, INFECT, has for the last 6 years been pursuing research aimed to advance the understanding of the clinical and pathogenic aspects of these infections. A central part has been to create a comprehensive clinical registry and associated biobank which have also formed the basis for the experimental studies. Using the INFECT patient cohort, as well as an integrated systems biology approach in patients and clinically relevant experimental models, an advanced insight of diagnostic features, causative microbial agents, treatment strategies, and pathogenic mechanisms (host and bacterial disease traits and their underlying interaction network) has been obtained.

For this special occasion, the Steering Committee has prepared a commemorative book, with essays and contributions from the key actors and institutions instrumental to the work of the Vienna Initiative since its inception. This volume provides a unique window on the Vienna Initiative's innovative crisis mitigation activities, its subsequent evolution and its current scope. At the time of the Lehman crisis, international institutions, national authorities and international commercial banks collaborated closely, taking full responsibility for their strategies in the CESEE region and voluntarily providing firm commitments on their activities. In the form of the Vienna Inititive, they built a functioning coordination platform, capable of transforming and evolving according to changing needs. Ten years later, this coordination platform remains an important of effective inter-institutional and private-private sector cooperation. The establishment of the Vienna Initiative was far from easy. However, given the size of euro area banks' cross-border operations in CESEE, a disorderly deleveraging would have been very costly for both CESEE countries and the foreign banks. With this in mind, the main stakeholders eventually got together to participate in the Vienna Initiative and achieve its main objective. The foreign banking groups committed to maintain their presence in the region, while the EIB, EBRD and the World Bank Group provided substantial financing to banks and the real economy. These efforts had a major positive impact on the region. They helped curb liquidity disruptions and restore confidence in the banking system, while alleviating balance of payments pressures. This coordinated response from commercial banks and IFIs was a prerequisite for the success of the IMF-funded macroeconomic adjustment programs in several CESEE countries. Over time, the Vienna Initiative has transformed itself from a crisis mitigation instrument to a broader coordination platform, dealing with the unique challenges of widespread cross-border banking with regulatory and supervisory interdependence, while supporting the emergence of an efficient, deep and sound banking and financial sector that supports growth in the region. In particular, with CESEE countries on a solid recovery path, the focus has shifted to tackling the legacy problem of high NPLs, or to dealing with the impact of the EU's upgraded institutional framework – particularly the creation of the Banking Union – on the host countries, most of which do not participate in the Banking Union. With the region needing to transform, up-scale its innovation capabilities and adjust to technological change, a dedicated working group has been set up to propose measures that could improve access to finance for innovative firms which typically lack tangible assets and thus may have hard time obtaining standard bank loans in a system that still offers limited alternatives. The Vienna Initiative has been a major achievement of international coordination and an important instrument for the future of the CESEE region.

Book excerpt: Land consolidation is a highly effective land management instrument that allows for the improvement of the structure of agricultural holdings and farms in a country, which increases their economic and social efficiency and brings benefits both to right holders as well as to society in general. Since land consolidation gives mobility to land ownership and other land rights, it may also facilitate the allocation of new areas with specific purposes other than agriculture, such as for public infrastructure or nature protection and restoration. Land consolidation instruments necessitate a thoroughly elaborated legal regulation that is integrated into the national legal framework. This legal guide provides detailed guidance on legislative issues regarding land consolidation in ways that align with Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security and international human rights law. It focuses on land consolidation in rural areas and is based on regional good land consolidation legislative practices in Europe, primarily on analysis of the regulatory practices in Denmark, Finland, Germany, Lithuania, the Netherlands, Serbia, Spain (Galicia) and Turkey. It also uses land consolidation regulatory practices in other European countries as a source of information. This legal guide is published in collaboration with the FAO Regional Office for Europe and Central Asia.

This book was released on 2023-09-07 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 2014, North Macedonia has developed into the flagship country for FAO support to land consolidation in Europe and Central Asia. The first small technical assistance project began in 2014. During 2017–2022, support to the national land consolidation programme was scaled up with European Union IPA funding through the FAO-implemented MAINLAND project. In August 2022, a second EU IPA-funded and FAO-implemented project “Enhancing land consolidation in North Macedonia” was launched and will continue until 2026 in close collaboration with the Ministry of Agriculture, Forestry and Water Economy. From the beginning, the Government of North Macedonia’s vision has been to build up and implement a fully operational national land consolidation programme. In addition to the mentioned core land consolidation activities and projects, FAO has in North Macedonia in the same period provided technical assistance to a number of land policy-related activities, including to the privatization of state-owned agricultural land, addressing land abandonment and supporting the development of agricultural land markets. This publication aims to document the lessons learned from the introduction of a land consolidation instrument in North Macedonia during the period 2014–2023. The purpose is to share the experiences with land consolidation, which will also be of great relevance for other countries in Europe and Central Asia and beyond that are in the process of introducing land management instruments such as land consolidation and land banking. The structural problems in agriculture with small average farm sizes, excessive land fragmentation, water scarcity, need for modern irrigation systems and weak agricultural land markets are also present in several countries in North Africa, the Near East and South East Asia. In some of these countries, there is also an increased interest in the introduction of land consolidation instruments.

Growth has firmed up in many European economies and the forecast is for more of the same. Real GDP increased by 2.8 percent in 2017, up from 1.8 percent in 2016. The expansion is largely driven by domestic demand, with investment increasingly contributing. Credit growth has finally picked up, which is helping Europe’s banks to rebuild profitability. While leading indicators have recently begun to ease, they remain at high levels. Accordingly, the forecast is for growth to stay strong, reaching 2.6 percent in 2018 and 2.2 percent in 2019. Amid the good times, however, fiscal adjustment and structural reforms efforts are flagging.

This book was released on 2022-02-08 with total page 106 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many countries in Western Europe have a long tradition of applying land banking as part of the integrated toolbox of land management instruments. As with land consolidation, the traditional purpose of land banking has been to support agriculture and rural development by reducing land fragmentation and facilitating the enlargement of farms. In Western Europe, the objectives of land banking have developed over the last decades, and today, in several countries, the instrument is applied in a multi-purpose approach together with land consolidation. In most countries, land banking shares the objectives of land consolidation, which in addition to continued agricultural development, supports the implementation of public projects in rural areas where private landowners and farmers are requested to give up agricultural land, for example, in connection with the construction of infrastructure projects such as highways and railways or for the implementation of public projects related to nature restoration, afforestation or climate change adaptation and mitigation. In a few Western European countries, land banking is also applied on use rights, where a lease facilitation approach connects owners of agricultural land not using their land and often leaving it abandoned, with local farmers interested in farming more land. This study first analyses and identifies good European practices on land banking, discusses experiences from the introduction of land banking instruments in countries in Central Europe. Finally, it provides policy recommendations for the introduction of land banking, with a focus on countries in Eastern Europe and Central Asia.
