Die Sozial-Konstrukte Staat und Wirtschaft bezeichnet man in der Volkswirtschaft als ersten und zweiten Sektor. Der dritte Sektor – Nonprofit Organisationen – sieht sich als Ergänzung oder Alternative zu den erstgenannten Bereichen Staat und Wirtschaft. Maßgeblich dient der dritte Sektor der „Lückenfüllung“, da der Staat teilweise – gebunden durch die Wählerschaft oder mangelnde finanzielle Mittel – gar keine Möglichkeit hat, alle erforderlichen Sektoren abzudecken. Unterstützt durch ehrenamtliche Mitglieder kann eine Nonprofit Organisation somit auf Arbeitskräfte bzw. Helfer zurückgreifen, die ohne Bezahlung z. B. einen Verein oder eine Stiftung unterstützen und die Ideologie der Organisation vertreten und weitergeben. Spendengelder und staatliche Fördermittel sind die Grundlagen für die Existenz von Nonprofit Organisationen. Gleichwohl bedarf es jedoch auch in jeder Nonprofit Organisation passgenauer Führung und Steuerung. In den letzten drei Jahrzehnten wurden Managementstrategien und Vorgehensweisen aus den For-Profit-Organisationen eingebunden. Jedoch nicht die Gewinnsteigerung steht im Mittelpunkt der Arbeit einer Nonprofit Organisation, sondern die gerechte Verteilung von knappen Gütern unter denjenigen, die der Hilfe und Aufmerksamkeit bedürfen.

Dort gingen bei missglückten Finanzgeschäften Spendengelder in Millionenhöhe verloren. Im Jahr 2016 machte die Organisation World-Vision auf sich aufmerksam, weil ein Angestellter 45 Millionen Dollar einer terroristischen Organisation, die sich Hamas nennt, zugespielt hat. Zu solchen Vorfällen kommt es nicht nur auf internationaler Ebene, sondern auch hier in Deutschland. Im Rheingau Taunus Kreis in Hessen wurden beim Arbeiter Samariter Bund, über zehn Jahre hinweg, Kosten für Kindertageseinrichtungen zu hoch berechnet. Dadurch ist es zu einem Schaden in Millionen Höhe gekommen. Dies berichtete die Hessenschau am 12.02.2020 um 10:04 Uhr. Ein weiteres Beispiel aus Hessen hat sich in Frankfurt am Main ereignet. Hier wurde der Leiterin einer Kindertagesstätte ein viel zu hohes Gehalt und ein Dienstwagen gezahlt. Kritisiert wurde ebenfalls, dass die Leiterin die Ehefrau des amtierenden Oberbürgermeister Peter Feldmann war. Nachzulesen ist dies in der Frankfurter Allgemeine Zeitung vom 11. Januar 2020. Nie standen Nonprofit-Organisationen so kritisch unter Beobachtung der Öffentlichkeit wie heute, was durch solche Beispiele, wie oben genannt verstärkt wird.

Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.

For this purpose an index is constructed which measures the similarity of investment portfolios. The idea is that financial portfolio choice has an impact on business cycles and contributes to convergence via the consumption-wealth linkage. The background of the analysis is the International Asset Pricing Model (IAPM). The results of fixed effects GMM TSLS estimations confirm the linkage. The effect is higher for country-pairs that are built by one euro area member and one member outside the euro area.
