Book excerpt: Little attention has been paid to the importance of consistency between the specifications of the income and the equivalence scales used in measuring economic well-being when noncash income is included in the definition of income. This article finds that inconsistency between the income and needs sides of a comparison can be important when some types of noncash income are included. An upward bias in the measured economic status of the aged when Medicare is included in income and an ordinary equivalence scale is used is presented as an example of the important effects of this consistency problem.

Book excerpt: The economic well-being of subgroups of the population usually is measured by comparing resources and needs. The measure of resources often includes noncash income. Equivalence scales are used to adjust for differential needs. Little attention, however, has been paid to the desirability of consistency between the specifications of the resources and the equivalence scales in these comparisons. This exploratory paper suggests that a lack of consistency between the definitions used on the income and the needs sides can be important for the assessment of the economic well-being of subgroups when some types of noncash income are included in the definition of income. The measured economic status of the aged in the United States when Medicare noncash income is included in the definition of income is used as an example of this consistency problem. Some previous estimates have used equivalence scales that probably understated the relative needs of the aged by omitting needs associated with Medicare. The measured economic well-being of the aged relative to that of other age groups could be overestimated substantially as a result of this consistency problem. The basic problem is not confined to the treatment of Medicare or to the United States, but is much broader in nature.

Available in PDF, EPUB and Kindle. Book excerpt: Our measure of economic well-being is motivated by the conviction that there is substantial room for improving existing official measures of the level and distribution of household economic well-being. The definition of the scope of our measure is guided by an extended concept of income that fundamentally reflects the resources that a household can command for facilitating current consumption or acquiring financial and physical assets. In the contemporary United States, three main institutions - markets, the government, and the household - mediate such command. The measure therefore attempts to integrate the following components: Money income, wealth, noncash transfers from the business and government sectors, some forms of public consumption, and household production. We discuss conceptual issues relevant to each of the components and outline an approach for combining them.

Available in PDF, EPUB and Kindle. Book excerpt: What new theories, evidence, explanations, and policies have shaped our studies of income distribution in the 21st century? Editors Tony Atkinson and Francois Bourguignon assemble the expertise of leading authorities in this survey of substantive issues. In two volumes they address subjects that were not covered in Volume 1 (2000), such as education, health and experimental economics; and subjects that were covered but where there have been substantial new developments, such as the historical study of income inequality and globalization. Some chapters discuss future growth areas, such as inheritance, the links between inequality and macro-economics and finance, and the distributional implications of climate change. They also update empirical advances and major changes in the policy environment. The volumes define and organize key areas of income distribution studies Contributors focus on identifying newly developing questions and opportunities for future research The authoritative articles emphasize the ways that income mobility and inequality studies have recently gained greater political significance

Available in PDF, EPUB and Kindle. Book excerpt: The persistence of poverty in advanced welfare states casts doubt on the fundamental operating procedures of income distribution and redistribution. What are the reasons for this apparent failure of the welfare state in alleviating poverty? Why are some countries more effective than others in this respect and what can explain these variations in effectiveness? Addressing one of the major puzzles in comparative welfare state research, this volume examines why there is income poverty in highly developed welfare states. Focusing on the basic safety net of the welfare state, it offers a systematic analysis of the effectiveness of minimum income schemes in a comparative study across three highly developed welfare states: Germany, Sweden and the United Kingdom. Blending insights from a combination of institutional information and quantitative data from income surveys, the author evaluates the causal mechanisms for the persistence of income poverty in highly developed welfare states and derives conclusions for political reforms
