Book excerpt: When lorry drivers in Northampton slapped the stickers on their cabs declaring "No truck with the Chilean Junta!" they were participating in more than an isolated threat to boycott. They were expressing their identity as internationalists; upholding union traditions of internationalism; and showing support for union policy. Still, there was more: they were taking part in a symbiotic relationship with a social movement. Union action on extra-industrial campaigns is both a longstanding ideological imperative and a practice that predates the resurgence of social movements in the 1960s. Yet since its inception, the Chile solidarity movement had encouraged, planned for, enabled and used trade unions. This thesis compares two such movements in Australia and Britain from 1973-1980. Drawing upon a wide array of archival material and other sources in conjunction with extensive interviewing, this thesis places trade unions at the centre of the solidarity story. It records the actions that unions took for political gain external to their organisation and nation. Social movements, in this case Chile Solidarity Campaigns, were connected to unions by a range of social and institutional ties and organised their activities in an attempt to harness and maximise union support and power.

It gives the most complete picture to date of British arms sales, military visits and diplomatic links with the Argentine and Chilean military regimes before the Falklands war. It also provides new evidence that Britain had strategic and economic interests in the Falkland Islands and was keen to exploit the oil around the Islands. It looks at the impact of private corporations and social movements, such as the Chile Solidarity Campaign and human rights groups, on foreign policy. By analyzing the social background of British diplomats and tracing the informal social networks between government officials and the private sector, it considers the pro-business biases of state officials. It describes how the Foreign Office tried to dissuade the Labour governments of 1974-79 from imposing sanctions on the Pinochet regime in Chile and discusses whether un-elected officials place constraints on politicians aiming to pursue an ‘ethical’ foreign policy.

In 1959 Labour had been beaten at the polls for the third successive time – with political commentators claiming that class politics in Britain were dead. By 1974 a mobilised trade union movement had forced a Conservative government from office, compelled the abandonment of its anti-trade union legislation, released imprisoned dockers from Pentonville prison and twice provided the miners with the solidarity required for victory. The climax in 1974 was Labour victory in the 1974 general election with a programme calling for an irreversible shift of wealth and power in favour of working people. This volume of the TGWU’s centenary history documents the role of Britain’s biggest union in this transformation. Two remarkable general secretaries, Frank Cousins and Jack Jones, provided leadership. However, it was the TGWU’s members who achieved it: the women and men in the factories, transport depots and docks, who forged the new class unity. The book records their voices. It brings together their struggles from Clydeside, Dublin and Belfast to Longbridge, Dagenham and Heathrow – and it does so with a wealth of new material revealing the tactics of government and employers and the complexity of the struggles for sex equality and against racial discrimination that helped cement the new class unity.
