Book excerpt: The post-Cold War world has produced a global consensus on the devastation caused by corruption in society. However, in spite of the growing awareness of the danger that corruption constitutes to democracy and development, and the growing number of anti-corruption agencies in Africa in the last decade, there is yet no elaborate scholarly focus on these agencies, most of which were created in the wake of the recent expansion of multi-party democracy in Africa. As a corrective to this, Authority Stealing chronicles the story of Nuhu Ribadu, arguably Africa''s most courageous and most successful anti-corruption Czar and former head of Nigeria''s Economic and Financial Crimes Commission (EFCC). The book places the anti-graft exploits of Ribadu in post-military Nigeria on a larger canvass of the crisis of nationhood in a country in which public office is regarded as an ''eatery.'' This revealing and riveting narrative of one of Africa''s biggest cesspools of graft explains how the systemic or structural crisis which reproduces a thieving ruling class in a typical postcolonial state has pushed a country with an abundance of human and material resources to the bottom of the global human development index. This crisis has also led to the phenomenon of the advance-fee fraud, otherwise known globally as ''Nigerian 419'' or ''Nigerian Scam.'' While focusing on the era of democracy in Nigeria, the book uses biographical, structural and historical perspectives covering fifty years of Nigeria''s existence, illuminating the paradoxes of anti-corruption campaign in Africa. This book, which is based on ethnographic and archival materials, supplemented with interviews with key dramatis personae, will appeal to a variety of audiences and disciplines, including Africanists, anthropologists, political scientists, sociologists, historians, economists, policy makers, international development experts, criminologists and investigators of international crime syndicates, global anti-graft agencies and activists, and lay readers interested in the issue of corruption around the world. This book is part of the African World Series, edited by Toyin Falola, Jacob and Frances Sanger Mossiker Chair in the Humanities, University of Texas at Austin. "The reader will find him or herself ... cringing at the extent of debauchery that has enveloped Africa''s most populous state. Adebanwi''s writing appears most fluent and concise when he tackles head-on the corrosive nature of political decadence and corruption, and the multifaceted vision employed by [Nuhu] Ribadu and his contemporaries at the EFCC to rid the nation of this cancer.... [A] salient document depicting an important crusader for justice..." -- Professor Chinua Achebe, author of Things Fall Apart, and David and Marianna Fisher University Professor, Brown University "An excellent, richly detailed source for readers with little knowledge of--but great interest in--the micro-underpinnings of the more visible macro-phenomenon of prebendal politics in Nigeria over the last decade, drawn primarily upon local media reporting and interviews with principals." -- African Studies Review "Will the cesspools of corruption in Nigeria be forever drained and will this great nation discover a path to democratic prosperity? That is the question which confronts us on almost every page of Adebanwi''s searing exposé." -- Richard Joseph, John Evans Professor of International History and Politics, Northwestern University "Authority Stealing documents how discovering, documenting, publicizing, and gesturing at eradicating corruption have constituted the most common methods with which regimes have been compromised, and regime changes have been justified, in Nigeria since independence. When Adebanwi concludes that corruption seems to have become a key instrument of state policy in Nigeria, he cannot be faulted. This book provides the evidence to theorize corruption discourse as the main instrument with which Nigerian rulers invent legitimacy, induce consent from the governed, nurture public goodwill, and sustain continuation. Governance in Nigeria thrives on corruption!" -- Adeleke Adeeko, Humanities Distinguished Professor, The Ohio State University "Readers will be rewarded with a thorough education in the personalities, practices, and political culture that allow billions of dollars of Nigerian state revenues to disappear every year." -- Foreign Affairs "Wale Adebanwi has written an important and illuminating account of Nigeria''s anti-corruption war during Nuhu Ribadu''s courageous leadership of the Economic and Financial Crimes Commission (EFCC) ... Adebanwi is good at navigating the thickets of conflicting information that emanated from each high-profile corruption case." -- Journal of Modern African Studies

The authorities quickly implemented two major reforms: removing fuel subsidies and unifying the various official foreign exchange windows. Growth is lackluster, inflation high and accelerating, and pressures on the naira persist. With widespread poverty and rising food insecurity, social demands for government support are growing. The external environment—access to financing, food prices—remains difficult, high oil and gas prices notwithstanding.

Available in PDF, EPUB and Kindle. Book excerpt: Nigeria matters. It is Africa’s largest economy, and it is projected to become the third most populous country in the world by 2050, but its democratic aspirations are challenged by rising insecurity. John Campbell traces the fractured colonial history and contemporary ethnic conflicts and political corruption that define Nigeria today. It was not—and never had been—a nation-state like those of Europe. It is still not quite a nation because Nigerians are not yet united by language, religion, culture, or a common national story. It is not quite a state because the government is weak and getting weaker, beset by Islamist terrorism, insurrection, intercommunal violence, and a countrywide crime wave. This deeply knowledgeable book is an antidote to those who would make the mistakes of Vietnam, Afghanistan, and Iraq—mistakes based on misunderstanding—in Nigeria. Up to now, such mistakes have largely been avoided, but Nigeria will soon—and Campbell argues already does—require much greater attention by the West.

Available in PDF, EPUB and Kindle. Book excerpt: In The Struggles of Post-Independence Nigeria, Ucheoma Nwagbara argues that despite Nigeria’s oil wealth and arable agricultural land, Nigerians are not any better today than they were before independence. Nwagbara examines Nigeria’s struggles with corruption, reckless government spending, poverty, inequality, crime, and violent insurgency to show how successive Nigerian leadership has failed to utilize the country’s enormous natural and human resources to improve citizens’ lives, eradicate poverty, and deliver broadly shared prosperity, especially to the middle class and the poor. Through his analysis, Nwagbara demonstrates that the nationalist ideals of dedicated and accountable leadership behind the struggle for independence in Nigeria have been betrayed as the emergent post-colonial leadership cared only for personal survival and gain. Despite these failures, Nwagbara reveals that Nigeria may still have a chance to improve and recover if Nigerians unite and demand real change through political and social activism.

Book excerpt: Despite concerns linked to short-term and cyclical risks, including unequal development, policy uncertainty, declining oil prices and localised unrest, the longer-term growth fundamentals are clear. Following the presidential elections in March 2015, the newly elected government of President Muhammadu Buhari will face a host of challenges, ranging from high levels of rural poverty to concerns over governance and an insurgency in the north. The outcome of the presidential elections gave Nigeria its first peaceful handover of power in more than 16 years, as well as a boost of momentum that, along with its economic fundamentals, places it on the cusp of potentially long-term, broad-based growth.

Available in PDF, EPUB and Kindle. Book excerpt: This book assesses the effectiveness of Nigeria’s counterterrorist policies against Boko Haram. It takes a critical review of the interventionist strategies adopted by the Nigerian government, highlights the motivations behind the choice of strategies, and proffers a deeper understanding of the factors responsible for the state’s inability, thus far, to rid the country of terrorism. Specifically, it evaluates the NACTEST policy framework that guides the Nigerian state’s counterterrorist strategies, which contains both hard and soft power approaches. Adopting historical and case study approaches which put the Nigerian state and occurrences of violent conflict in context, it takes cognizance of the politics of ethno-religious diversity which reinforce violent conflicts among groups and against the state, and reviews the socio-economic and political realities that led to the emergence and sustenance of Boko Haram. The volume concludes by suggesting practical policy options for combating Boko Haram and other similar armed insurrection. This book is appropriate for researchers and students interested in African politics, conflict, security, peace studies, terrorism, and counterterrorism, as well as policy makers and government departments dealing with terrorism and counterterrorism.
