Book excerpt: This report firstly presents an analysis of the Nigerian economy as the environment within which the solid minerals sector is situated. It discusses the economy in terms of its distinguishing characteristics, structure and related issues, such that the place of the sold minerals sector can be appreciated. An examination of policy issues and economic reforms to aid the development process is also presented. This study, carried out between February and April 2007, specifically addresses the prospects of developing an industrial mining sector in Nigeria. The current mining sector is dominated by small-scale operations, working below their full potential and literally scratching the surface. Preliminary investigations indicated a lack of up to date information on deposits and lack of microeconomic information on the feasibility of extraction. The study is considered to be important from two different perspectives. First, solid mineral resources are economically, socially and environmentally crucial for Nigeria. There are key knowledge gaps in the sector. In addition the utilization of solid mineral resources is well aligned with the Bank's country partnership strategy, which is placing a strong focus on nonoil growth sectors of the economy. The other perspective comes from the environmental sector; the Bank has just completed the CEA (Country Environmental Analysis) and the idea is to continue the policy dialogue with the mining sector, and to help strengthen its links to the economic sectors where the environment is important. This study provides a major opportunity to carry this out. The primary objective of the study is to assess the prospects of an industrial mining sector emerging in Nigeria given what is known about the country's geology and mineral endowment as well as economic, institutional and other factors.

In 2005, a working group dedicated to formulating a national agricultural land policy began the process with a comprehensive articulation of the challenges facing Nigeria's agricultural land. The litany included recognition that: 1) agricultural land use in the country has been unsustainable, resulting in no fewer than eleven types of extensive land degradation and significant degradation of water resources; 2) the country has not classified its land - including its prime agricultural land - according to its use capabilities, and thus has no foundation for allocating land among uses or creating the mechanisms and processes for such allocation; 3) the majority of Nigeria's farmers are smallholders relying on subsistence-level cultivation practices; 4) the country's agricultural labor pool is shrinking, and practices that promote better conservation of natural resources have been too limited; and 5) the rural areas of the country lack of basic and necessary infrastructure, including roads, water, and health and educational facilities. This part of the report analyzes how Nigeria's land policy and legal framework can support efforts to meet the country's expressed land policy goal of sustainable productivity and additional goals of equity and conflict avoidance. Section two makes a brief overview of the links between land tenure systems, agricultural productivity, and equity; section three makes a review of the customary and formal land tenure systems in Nigeria, and section four makes the same for the formal land tenure system. Section five summarizes the existing legal framework and its impact on productivity, equity and potential for conflict. The last section concludes with specific recommendations for unlocking the potential in the country's rural land to meet the needs of its entire people.

We show this result to be very robust. The Nigerian experience provides telling confirmation of this aspect of natural resources. Waste and poor institutional quality stemming from oil appear to have been primarily responsible for Nigeria's poor long-run economic performance. We propose a solution for addressing this resource curse which involves directly distributing the oil revenues to the public. Even with all the difficulties that will no doubt plague its actual implementation, our proposal will, at the least, be vastly superior to the status quo. At best, however, it could fundamentally improve the quality of public institutions and, as a result, durably raise long-run growth performance.

This then raise the questions if female poverty has negative relationship with environmental sustainability. The study tackled this assertion through analyzing the effect of socio-economic, demographic, institutions [actors in RNRs] management/degradation especially women. The study also quantified and valuate the actual relationships of RNRs to economic growth, poverty reduction and female influence using secondary and primary data from Nigeria with the help of ordinary least square (OLS), rotational correlation analysis and stepwise regression using aggregate yield index for selected crop. Grain equivalent was developed and regressed against poverty, arable and per farming population, female literacy, fertilizer use [Kg/ha], agricultural labour, female share of agriculture population and annual rainfall 1986-2004. The study found that female influence contributes negatively to environmental sustainability and improvement in female literacy rate is an important factor towards environmental sustainability in Nigeria. The study concluded that strategic actions needed for sound environmental management require a holistic, multidisciplinary and inter-sectoral approach hence women's participation and leadership are essential to every aspect of that approach.

This study, therefore, recommends a more comprehensive holistic and sustainable development path, and strategies and policies that integrate rural development and renewable natural resources management in order to tackle the complex, diverse and deeply rooted issues underlying the worsening resource degradation in Nigeria and improve the nation's bio-capacity.
