Available in PDF, EPUB and Kindle. Book excerpt: Around the world each year, millions of citizens turn out to vote but leave their ballots empty or spoil them. Increasingly, campaigns have emerged that promote “invalid” votes like these. Why do citizens choose to cast blank and spoiled votes? And how do campaigns mobilizing the invalid vote influence this decision? None of the Above answers these questions using evidence from presidential and gubernatorial elections in eighteen Latin American democracies. Author Mollie J. Cohen draws on a broad range of methods and sources, incorporating data from electoral management bodies, nationally representative surveys, survey experiments, focus groups, semi-structured interviews, and news sources. Contrary to received wisdom, this book shows that most citizens cast blank or spoiled votes in presidential elections on purpose. By participating in invalid vote campaigns, citizens can voice their concerns about low-quality candidates while also expressing a preference for high-quality democracy. Campaigns promoting blank and spoiled votes come about more often, and succeed at higher rates, when incumbent politicians undermine the quality of elections. Surprisingly, invalid vote campaigns can shore up the quality of democracy in the short term. None of the Above shows that swings in blank and spoiled vote rates can serve as a warning about the trajectory of a country’s democracy.

Available in PDF, EPUB and Kindle. Book excerpt: A free open access ebook is available upon publication. Learn more at www.luminosoa.org. Until the Storm Passes reveals how Brazil's 1964–1985 military dictatorship contributed to its own demise by alienating the civilian political elites who initially helped bring it to power. Based on exhaustive research conducted in nearly twenty archives in five countries, as well as on oral histories with surviving politicians from the period, this book tells the surprising story of how the alternatingly self-interested and heroic resistance of the political class contributed decisively to Brazil's democratization. As they gradually turned against military rule, politicians began to embrace a political role for the masses that most of them would never have accepted in 1964, thus setting the stage for the breathtaking expansion of democracy that Brazil enjoyed over the next three decades.

Book Synopsis Historical Gloss and Foreign Affairs by : Curtis A. Bradley
Download or read book Historical Gloss and Foreign Affairs written by Curtis A. Bradley and published by Harvard University Press. This book was released on 2024-10-08 with total page 289 pages. Available in PDF, EPUB and Kindle. Book excerpt: A new interpretation of the constitutional law of foreign affairs, as it has been developed throughout its history by presidents and by Congress. In the more than 230 years since the Constitution took effect, the constitutional law governing the conduct of foreign affairs has evolved significantly. But that evolution did not come through formal amendments or Supreme Court rulings. Rather, the law has been defined by the practices of Congress and the executive branch, also known as “historical gloss.” Curtis A. Bradley documents this process in action. He shows that expansions in presidential power over foreign affairs have often been justified by reference to historical gloss, but that Congress has not merely stepped aside. Belying conventional accounts of the “imperial presidency” in foreign affairs, Congress has also benefited from gloss, claiming powers for itself in the international arena not clearly addressed in the constitutional text and disrupting claims of exclusive presidential authority. Historical Gloss and Foreign Affairs proposes a constitutional theory that can make sense of these legal changes. In contrast, originalist theories of constitutional interpretation often ignore influential post-Founding developments, while nonoriginalist theories tend to focus on judicial decisions rather than the actions and reasoning of Congress and the executive branch. Moreover, the constitutional theories that do focus on practice have typically emphasized changes at particular moments in time. What we see in the constitutional law of foreign affairs, however, is the long-term accumulation of nonjudicial precedents that is characteristic of historical gloss. With gloss confirmed as a prime mover in the development of foreign affairs law, we can begin to recognize its broader status as an important and longstanding form of constitutional reasoning.
