Book excerpt: California's alternative education options for youth vulnerable to dropping out of school have been established at different historical points and for different student age and target populations. For purposes of this brief, "alternative school" is defined as belonging to one of six legislatively authorized types of public (non-charter) schools that meet the definitions of the Alternative School Accountability Model (ASAM). These schools are operated by different local agencies--school districts, county school boards, or juvenile justice agencies and the courts--and governed by overlapping and sometimes legislatively superseded or otherwise inoperative portions of the state Education Code. Currently, the California Department of Education (CDE) is considering the development of a new accountability system for alternative schools that aligns with Local Control Accountability Plans (LCAP) for all public schools. This report considers how other states are approaching accountability for alternative schools, focusing attention on Colorado, Kentucky, New York, North Carolina, New Jersey, Oregon, and Wisconsin. These states all use multiple indicators including school-level performance on state tests as well as indicators of enrollment, attendance, completion, and graduation in their accountability systems. These state systems have two key features in common: (1) They allow alternative schools to select the indicators that local school leaders believe are most appropriate for their education program or school; and (2) These states hold schools accountable for improvement and/or performance trends rather than to absolute performance standards. In developing an accountability system for California's alternative schools, the State Board of Education (SBE) may consider indicators or metrics adopted by other states that align with or can be nested within the design of the evolving statewide system for all public schools. This report reviews that evolving state accountability system as it may inform options for alternative schools. The report concludes with a discussion of challenges and opportunities that alternative schools face.

Book excerpt: The purpose of this technical assistance paper is to provide a description of the procedures used to determine school improvement ratings for alternative schools and ESE centers for the most recently completed school year. School improvement ratings are part of Florida's school accountability system, which originated with the Florida Legislature's passage of Assistance Plus (A+) legislation in 1999. Florida is one of the few states that can track student demographic information from year to year and is the first to track annual student learning gains based on the state's academic standards. School improvement ratings are calculated as defined in Florida Administrative Code Rule 6A-1.099822, under the authority of sections 1008.341 and 1008.345, Florida Statutes. Based on statutory criteria, alternative schools and ESE centers are identified by the Florida Department of Education with input from Florida's school districts. Once these schools are identified for the reporting year, the administration of each school is provided the opportunity to choose, for an annual accountability evaluation, either a regular school grade (using criteria applicable to traditional schools receiving school grades) or a school improvement rating (using criteria described in Rule 6A-1.099822) for the applicable reporting year. If the administration of an alternative school does not choose either option, the school will by default be assigned a school improvement rating. Schools that elect a school improvement rating in lieu of a school grade will have the rating based on a comparison of current-year and prior-year learning gains for eligible students in reading and mathematics. This paper contains two sections: I. Overview, and II. Process for Calculating School Improvement Ratings. These sections describe procedures for determining a school's final rating and are intended for audiences who are interested in the details of determining school improvement ratings for alternative schools and ESE centers. In order to illustrate the variety of innovative approaches to accountability that states are exploring, this report provides examples of next-generation accountability concepts implemented by states. While this study provides an overview of the landscape, it is not fully representative of the variety of state approaches to accountability. CCSSO notes, looking beyond "No Child Left Behind," understandings of innovation at the state level will inform and shape the conversation around accountability systems moving forward. This paper is the first in a series of work from the "Center for American Progress" on accountability, as they partnered with "Council of Chief State School Officers" on this project in order to bring greater transparency and recognition to the innovative work being done at the state level.
