Book excerpt: The purpose of this study is to appraise a personal belief that in the contemporary society of rural Newfoundland, the Catholic Church has not generally been an effective agent of authentic human development. To achieve this purpose, I have examined changes in five outport communities since 19^9 in the areas of community government, housing and Catholic Church activity. Throughout this examination, the Catholic Church was the prominent point of focus. My problem was to relate these changes to dependency patterns, and to determine whether the changes have contributed to the reduction or promotion of dependency. The data used in this determination include: views and sentiments of residents of the five communities; observations of others knowledgeable about outport Newfoundland; and my own knowledge as a Catholic priest resident in four of the five communities since 1959 - Development, in the sense of authentic human development, is understood as "a process through which an individual is capable of personal growth and fulfillment." Dependency is understood as "reliance on another," with the literature placing emphasis on the economic component while recognizing the implications for all areas of human activity. The findings of this study indicate that the patterns of dependency relationships in the three areas of interest have changed greatly since 1949, and are reflective of the effects of modernization and secularization on communities, institutions and individuals invo1ved. The traditional dependence on the Church and the central government in matters of community interest has been largely replaced by a self-reliance through local representative government. In housing, dependence on external financing has replaced traditional self-reliance, although there is now greater choice and flexibility relative to styles and plans in house construction. The traditional dependency relationship between parishioners and the local priest in matters both spiritual and secular has been greatly modified. There is no longer any dependency on the priest in temporal matters. In parish and religious matters, there has been a general lessening of dependence on the priest and the Church. The major variables here are the age of the people involved, and the personality, attitudes and ability of the individual priest. Older people tend generally to consider the priest as the only voice on religious matters in the parish except where parish councils have been put into effect. In these latter instances, dependence on the priest is limited to sacramental functions reserved to an ordained minister. Younger people (under age forty) seem to have little dependence on the priest or the Church. Modernization, with its effects on communities, institutions and individuals, is considered to have caused most of the changes in the dependency patterns. The inconsistency of the pattern in the area of Catholic Church activity stems from a combination of factors: most particularly, the ineffective implementation of Church policy, and the individualistic nature of the Catholic priest. On the basis of the findings and my past experience in these communities, I have stated a number of implications and made a number of suggestions aimed at promoting further dependency reduction in the three areas of interest.
