This change is being driven by the pervasiveness of data, which today are generated everywhere at an unpreceded pace because several technologies are currently reaching maturity. Data shape the world around us, in a trend that is commonly referred to as “digitalization”. This trend is apparent in every aspect of our lives, ranging from our personal environment and health to transportation, energy generation and management, and industry. Digitalization itself generates value, enabling the creation of new products and services. Book excerpt: Returning to the fundamentals of political science, namely power and governance, this book studies the relationship between information technologies and global politics. Key issue-areas are carefully examined: security (including information warfare and terrorism); global consumption and production; international telecommunications; culture and identity formation; human rights; humanitarian assistance; the environment; and biotechnology. Each demonstrates the validity of the view now prevalent within international relations research—the shifting of power and the locus of authority away from the state. Three major conclusions are offered. First, the nation-state must now confront, support, or coexist with other international actors: non-governmental and intergovernmental organizations; multinational corporations; transnational social movements; and individuals. Second, our understanding of instrumental and structural powers must be reconfigured to account for digital information technologies. Finally, and perhaps most importantly, information technologies are now reconstituting actor identities and issues.

The human past provides examples of long-term millennial and century-scale successes followed by undesired transitions (“collapse”), and rapid failure of collaborative management cooperation on the decadal scale. Management of scarce resources and common properties presents a critical challenge for planners attempting to avoid the "tragedy of the commons" in this century. Here, anthropologists, human ecologists, archaeologists, and environmental scientists discuss strategies for social well-being in the context of diminishing resources and increasing competition. The contributors in this volume revisit “tragedy of the commons” (also referred to as “drama” or “comedy” of the commons) and examine new data and theories to mitigate pressures and devise models for sustainable communal welfare and development. They present twelve archaeological, historic, and ethnographic cases of user-managed resources to demonstrate that very basic community-level participatory governance can be a successful strategy to manage short-term risk and benefits. The book connects past-present-future by presenting geographically and chronologically spaced out examples of communal-level governance strategies, and overviews of the current cutting-edge research.
