Book excerpt: This book is the second collection of systematic case studies describing national environmental policies in 17 countries in terms of capacity building (see Appen dix). The OECD defines environmental capacity building as "a society's ability to identify and solve environmental problems. " While various institutions, including UNEP, FAO, World Bank and OECD, have hitherto used the terms environmental capacity and capacity building almost exclusively with reference to developing countries, we have extended the concepts to industrialized countries, as well. The first collection, edited by Martin Janicke, Helge Joergens (both Free University Berlin) and Helmut Weidner (Social Science Research Center Berlin), was pub lished in 1997 under the title "National Environmental Policies - A Comparative Study of Capacity-Building" (Berlin, etc. : Springer Verlag). It included 13 studies of countries. As in the first volume, chapter I presents the conceptual framework underlying the national case studies. It is a slightly shorter version of the corresponding chap ter in volume I. The design of all case studies in the two volumes is largely con gruent with this conceptual framework. Although the various sections of the stud ies do not always have identical titles and subtitles, the central elements of the capacity-building approach have been applied in all cases.

Since the publication of path-breaking contributions on the governance of environmental resources in the early 1990s, many political initiatives have been taken, numerous governance experiments have been conducted, and a large multi-disciplinary field of research has opened up. This interdisciplinary book takes stock of the knowledge that has accumulated to date, and addresses new challenges in the provision of environmental goods. It focuses on three essential dimensions with respect to governance. First, it addresses the issue of designing governance solutions through analyzing systems of rules, and levels of organization, in the governance and management of environmental issues. Second, it draws renewed attention to the negotiation processes among stakeholders playing a crucial role in reaching agreements over issues and solutions, and in choosing and implementing particular policy instruments. Finally, it shows that compliance depends on a combination of formal rules, enforced by recognized authorities, and informal obligations, such as social and individual norms. The evolution of the research frontiers on environmental governance shows that more legitimate and informed processes of collective decision, and more subtle and effective ways of managing compliance, can contribute to more effective policy. Governments, business and industry have, therefore, come to recognize that scientific knowledge about the changing global environment - as yet incomplete but rapidly evolving - is becoming indispensable for wise long-term policy making, the goal being to design preventive, adaptive and remedial measures. Thus global change science and policy making are engaged in a process of forming a new partnership that is taking shape as further insights evolve. Effective continuous interactions between the partners requires mutual understanding: decision-makers need to understand the unique potential but also the limitations of the results of scientific research in progress while scientists must take into account the priorities and constraints of policy-makers in designing and implementing policies that will promote long-term sustainability of life on this planet. This book contributes in a unique manner to this mutual understanding: It gives an overview of the ongoing relevant research focusing on the two major international programmes, the International Geosphere-Biosphere Programme and the World Climate Research Programme. These are described in terms understandable to the interested lay reader. The results of the latest review of the Intergovernmental Panel on Climate Change (IPCC) are included. This is followed by an analysis of the response process that is in progress with respect to governments - singly and multilaterally - by business and industry and by public interest groups. This process is leading to interactive structures, assessment procedures and legislation, nationally and internationally. Business and industry are changing from mere watchfulness to recognition of new opportunities for products and processes. People acting together locally can have a cumulative impact on environmental quality that is significant, long lasting, and widespread. The comparative case studies of environmental activism in Northern California, Hungary, and Indonesia (the latter written by Judith Mayer) illustrate one of the central premises of this book: that local action is linked increasingly to globe-spanning networks of knowledge and practice, in what Lipschutz calls global civil society.
