Book excerpt: This study of civil delay and congestion in the Los Angeles Superior Court since the early twentieth century is an effort to provide an empirical basis for determining the extent to which these problems have worsened over the years. It considers (1) whether civil delay has increased steadily; (2) whether sources of delay are the same now as in the past; (3) effectiveness of innovations the court has introduced in the past to improve the situation; (4) larger institutional or political forces that may have influenced the effectiveness of any procedural innovation; and (5) how delay in Los Angeles courts compares with that of other metropolitan trial courts. The authors do not find a conclusive explanation for the recent increases in civil delay in Los Angeles, but believe that changes in the characteristics of the civil caseload may have contributed to increased delay, and find that this conclusion applies to other metropolitan areas as well. They conclude that the court should focus its delay-reduction efforts on adding to its existing resources and more effectively allocating the resources it does have to its most time-consuming cases.

Book excerpt: The essential civil litigation handbook devoted to the "HOW TO's " of California procedure. The California Code of Civil Procedure, California Rules of Court, and Judicial Council forms are combined so that the reader learns for any given task: which form to use, how to complete it, and how and when to file and serve it. This step-by-step litigation handbook is used by attorneys, paralegals, and legal secretaries both as a quick reference and as a training tool, and has been adopted as a text by several California college paralegal and legal secretarial programs. Additionally, law librarians of numerous California county law libraries keep it on reserve to help self-represented litigants. Updated at least annually to reflect new rules and forms, the book contains over 390 pages explaining the various phases of a California civil case. Chapters include: Appearance by Plaintiff (preparing the Complaint and all required forms, filing and serving by all allowable methods); Filing and Service (filing and serving documents throughout the case); Default by Defendant (entering a default and obtaining default judgment); Appearance by Defendant (preparing, filing, and serving answers and cross-complaints); Motions (preparing regular motions, discovery motions, ex parte applications, demurrers, and motions to strike); Discovery (setting up depositions of parties and non-parties, preparing, serving, and responding to requests for admission, interrogatories, and requests for production); Settlement and Dismissal (notifying the court of settlement and dismissing the case); Pre-Trial (preparing case management documentation and subpoenaing witnesses); and Judgment and Enforcement (placing liens on real estate, noticing judgment debtor exams, obtaining costs of suit).

Book excerpt: What? Los Angeles was the original wine country of California, leading the state's wine production for more than a century? Los Angeles County was the agricultural center of North America until the 1950s? And where today's freeways soar, cows calmly chewed their cud? How could that be? Los Angeles, the capital of asphalt and Klieg lights, was once a paradise filled with grapevines and bovines, so abundant with Nature's gifts that no one could imagine a more pastoral place? Los Angeles County was the center of an agricultural empire. Today, it is the nation's most populous urban metropolis. What happened? Where did the green go? As Americans connect with gardens, farmers markets, and urban farms, most are unaware that each of these activities have deep roots in Los Angeles, and that the healthy food they savor literally had its roots in L.A. This book is for all who treasure the country's agrarian history.
