Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

This book was released on 2005 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United Nations estimates that more than 2 billion people in over 40 countries are negatively affected by water shortages. Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. As public health, development, economy and nature suffer, ensuring access to clean water is rising towards the top of government agendas. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

Available in PDF, EPUB and Kindle. Book excerpt: Australia’s Water Resources seeks to explore the circumstances underpinning the profound reorientation of attitudes and relationships to water that has taken place in Australia in recent decades. The changing emphasis from development to management of water resources continues to evolve and is reflected in a series of public policy initiatives directed towards rational, efficient and sustainable use of the nation's water. Australia is now recognised as a pacesetter in water reform. Administrative restructuring, water pricing, water markets and trade, integrated water resources management, and the emergence of the private sector, are features of a more economically sound and environmentally compatible water industry. It is important that these changes are documented and their rationale and effectiveness explained. This timely work provides an important synthesis of these issues. This revised paperback edition is a fully corrected reprint of the hardback edition.

Book excerpt: This book discusses different aspects of water resources, ranging from hydrology and modeling to management and policy responses. Climate changes and the uncertainty of future hydrological regimes make sustainable water resources management a difficult task, requiring a set of approaches that address climate variability and change. The book focuses on three main themes: hydrological changes, adaptive decision-making for water resources, and institutional analysis and risk management. It discusses the applications and limitations of climate change models and scenarios related to precipitation projection, which predicts to the future availability of water. It also offers interesting examples from around the globe to describe the policy options for dealing with climate change. Addressing emerging issues that need to be resolved and techniques that can be applied for sustainable climate-change-sensitive water resources protection and management, this practical, state-of-the-art reference book is a valuable resource for researchers, students and professionals interested in sustainable water resources management in a changing climate.

Available in PDF, EPUB and Kindle. Book excerpt: Better water management will be crucial if we are to meet many of the key challenges of this century - feeding the world's growing population and reducing poverty, meeting water and sanitation needs, protecting vital ecosystems, all while adapting to climate change. The approach known as Integrated Water Resources Management (IWRM) is widely recognized as the best way forward, but is poorly understood, even within the water sector. Since a core IWRM principle is that good water management must involve the water users, the understanding and involvement of other sectors is critical for success. There is thus an urgent need for practical guidance, for both water and development professionals, based on real world examples, rather than theoretical constructs. That is what this book provides. Using case studies, the book illustrates how better water management, guided by the IWRM approach, has helped to meet a wide range of sustainable development goals. It does this by considering practical examples, looking at how IWRM has contributed, at different scales, from very local, village-level experiences to reforms at national level and beyond to cases involving trans-boundary river basins. Using these on-the-ground experiences, from both developed and developing countries in five continents, the book provides candid and practical lessons for policy-makers, donors, and water and development practitioners worldwide, looking at how IWRM principles were applied, what worked, and, equally important, what didn't work, and why. Academics can and should take the lead in this process. This book collects over 50 discrete law reform recommendations, encapsulated in short, digestible essays written by leading Australian scholars. It emerges from a major conference held at The Australian National University in 2016, which featured intensive discussion among participants from government, practice and the academy. The book is intended to serve as a national focal point for Australian legal innovation. It is divided into six main parts: commercial and corporate law, criminal law and evidence, environmental law, private law, public law, and legal practice and legal education. In addition, Indigenous perspectives on law reform are embedded throughout each part. This collective work—the first of its kind—will be of value to policy makers, media, law reform agencies, academics, practitioners and the judiciary. It provides a bird’s eye view of the current state and the future of law reform in Australia.

Book excerpt: In a world facing a growing water crisis, conflicts regarding water sharing and environmental issues are expected to grow, especially in transboundary river basins, where 40% of the world's population lives. This book represents one of the first attempts to bring together methodologies and analytical tools from socio-economic, international policy, engineering, and water management specialists dealing with transboundary water resources. The book is divided into three parts. Part I introduces state--of-the-art concepts in institutional policy and conflict analysis. Part II presents engineering approaches and models for transboundary water management and conflict resolution. Part III analyzes cases in international river basins and enclosed seas.
