However, these opportunities require new responsibilities, which have to be taken seriously. These developments in the Arctic partake an increasing position in the international environmental discussion. The present book contains a comprehensive analysis of the current problems with regar.

Available in PDF, EPUB and Kindle. Book excerpt: Bringing together interconnected discussions to make explicit the complexity of the Arctic region, this book offers a legal discussion of the ongoing territorial disputes and challenges in order to frame their impact into the viability of different governance strategies that are available at the national, regional and international level. One of the intrinsic features of the region is the difficulty in the determination of boundaries, responsibilities and interests. Against this background, sovereignty issues are intertwined with environmental and geopolitical issues that ultimately affect global strategic balances and international trade and, at the same time, influence national approaches to basic rights and organizational schemes regarding the protection of indigenous peoples and inhabitants of the region. This perspective lays the ground for further discussion, revolving around the main clusters of governance (focusing on the Arctic Council and the European Union, with the particular roles and interest of Arctic and non-Arctic states, and the impact on indigenous populations), environment (including the relevance of national regulatory schemes, and the intertwinement with concerns related to energy, or migration), strategy (concentrating in geopolitical realities and challenges analysed from different perspectives and focusing on different actors, and covering security and climate change related challenges). This collection provides an avenue for parallel and converging research of complex realities from different disciplines, through the expertise of scholars from different latitudes.

Book excerpt: The Arctic is particularly affected by climate change; over the past few decades, temperatures in this area have risen twice as fast as the mean global rate. The most prominent effect of global climate change in the region is the melting sea ice in the Arctic Ocean, which enables a multitude of ocean uses to be initiated and extended, such as shipping, fishing and oil and gas extraction. Unlike in the Antarctic, there is currently no single comprehensive legal regime for governance of the Arctic. Instead, the region is regulated by a patchwork of international treaties, above all the United Nations Convention on the Law of the Sea (UNCLOS), various regional and sub-regional agreements, national laws and soft-law agreements. This treatise provides an evaluation of the governance regime that regulates the use of the Arctic marine environment and its readiness to protect these fragile ecosystems in light of the consequences of climate change.

Available in PDF, EPUB and Kindle. Book excerpt: Global warming has had a dramatic impact on the Arctic environment, including the ice melt that has opened previously ice-covered waterways. State and non-state actors who look to the region and its resources with varied agendas have started to pay attention. Do new geopolitical dynamics point to a competitive and inherently conflictual “race for resources”? Or will the Arctic become a region governed by mutual benefit, international law, and the achievement of a widening array of cooperative arrangements among interested states and Indigenous peoples? As an Arctic nation Canada is not immune to the consequences of these transformations. In Canada and the Changing Arctic: Sovereignty, Security, and Stewardship, the authors, all leading commentators on Arctic affairs, grapple with fundamental questions about how Canada should craft a responsible and effective Northern strategy. They outline diverse paths to achieving sovereignty, security, and stewardship in Canada’s Arctic and in the broader circumpolar world. The changing Arctic region presents Canadians with daunting challenges and tremendous opportunities. This book will inspire continued debate on what Canada must do to protect its interests, project its values, and play a leadership role in the twenty-first-century Arctic. Forewords by Senator Hugh Segal and former Minister of Foreign Affairs and of National Defence Bill Graham.

Available in PDF, EPUB and Kindle. Book excerpt: This seminal book results from a NATO Advanced Research Workshop at the University of Cambridge with Russian co-directorship, enabling the first formal dialogue between NATO and Russia about security issues in the Arctic Ocean. Involving interdisciplinary participation with experts from 17 nations, including all of the Arctic states, this workshop itself reflects progress in Arctic cooperation and collaboration. Interests now are awakening globally to take advantage of extensive energy, shipping, fishing and tourism opportunities in the Arctic Ocean as it is being transformed from a permanent sea-ice cap to a seasonally ice-free sea. This environmental state-change is introducing inherent risks of political, economic and cultural instabilities that are centralized among the Arctic states and indigenous peoples with repercussions globally. Responding with urgency, environmental security is presented as an "integrated approach for assessing and responding to the risks as well as the opportunities generated by an environmental state-change." In this book – diverse perspectives on environmental security in the Arctic Ocean are shared in chapters from high-level diplomats, parliamentarians and government officials of Arctic and non-Arctic states; leaders of Arctic indigenous peoples organizations; international law advisors from Arctic states as well as the United Nations; directors of inter-governmental organizations and non-governmental organizations; managers of multi-national corporations; political scientists, historians and economists; along with Earth system scientists and oceanographers. Building on the “common arctic issues” of “sustainable development and environmental protection” established by the Arctic Council – environmental security offers an holistic approach to assess opportunities and risks as well as develop infrastructure responses with law of the sea as the key “international legal framework” to “promote the peaceful uses” of the Arctic Ocean. With vision for future generations, environmental security is a path to balance national interests and common interests in the Arctic Ocean for the lasting benefit of all.

Book excerpt: The Arctic is an increasingly important region faced with major challenges caused not only by the effects of climate change, but also by a growing interest in its living and non-living resources, its attraction as a new destination for tourism, and as a route for navigation. It is not only the eight Arctic States that have paid an increased level of attention to the region; several non-Arctic actors from Asia and Europe also seek to gain more influence in the High North. At the same time, the evolving law and policy architecture for the Arctic region has recently played a more prominent role in the political and academic debate. Unlike Antarctica, where the coherent Antarctic Treaty System governs international cooperation, the legal regime of Arctic affairs is based on public international law, domestic law, and 'soft law'. These three pillars intersect and interact making Arctic governance multi-faceted and highly complex. This book provides an analytical introduction, a chronology of legally relevant events, and a selection of essential materials covering a wide range of issues-eg delineation and delimitation of maritime boundaries, environmental protection, indigenous peoples' rights, shipping, and fisheries. Included are multilateral and bilateral treaties, UN documents, official statements, informal instruments, domestic laws, and diplomatic correspondence.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents the latest scientific views on resource use conflicts in the Arctic seas. The main areas of focus are the biological resources of Arctic seas vs. exploitation of oil and gas resources, and the conflicts in between. In addition, climate change is presented as a stressor, which both limits and facilitates the economic availability of resources in the Arctic. The book is divided into five parts. Part 1 examines Arctic ecosystems, resilience of the marine environment and possible conflicts between industrial sector and biological world. The focus of Part 2 is on transport infrastructure along the northern routes. Issues such as Arctic maritime operations, black carbon and unmanned aerial vehicles are considered. Part 3 focuses on resource use conflicts in Arctic seas and on the most recent threats in terms of Arctic oil and gas exploration, offshore logistics operations as well as transportation of oil and oil products. Discussions in Part 4 of the book are concentrated around social aspects and involvement of local communities. Tourism development, preservation of indigenous culture, engagement of communities on relevant Arctic issues, search and rescue in the cold marine environment are examples of questions raised. The book reviews Arctic-specific petroleum regulations, the state of preparedness to oil spill accidents in the region as well as the latest developments in oil spill response technologies and their limitations. Search and rescue operations are reviewed and how working in this harsh Arctic environment affects the ability of rescue technicians to perform the required technical skills. Part 5 considers the sustainability challenges arising from the marine resource exploitation. The focus is on the vulnerability of Arctic ecosystems to disturbance – both natural and anthropogenic.
