Economies of agglomeration mean that production is most efficient when concentrated in leading areas. So how can the region reduce spatial disparities in well-being without compromising growth? The solution to spatial disparities lies in matching the policy package to a lagging area s specific characteristics. Key questions include: is the lagging area problem really as serious as one thinks; is it a problem of low economic opportunity or of poor human development; are lagging area populations close enough to agglomerations to benefit from spillovers; and is there manifest private investor interest? Drawing on the World Bank s 2009 World Development Report, Reshaping Economic Geography, the book proposes 3 policy packages. First, all lagging areas can benefit from a level playing-field for development and investment in people. Geographic disparities in the policy environment are a legacy of MENA s history, and gaps in human development are a major component of spatial disparities. Smart policies for the investment environment, health, education, social transfers and urban development can therefore close spatial gaps in living standards. Second, lagging areas that are close to economic agglomeration can benefit from spillovers - provided that they are connected. MENA s expenditure priority is not necessarily long-distance primary connections, but infrastructure maintenance and short-distance connections such as rural roads and peri-urban networks. Public-private partnerships can also bring electronic connectivity to lagging areas. Third, shifting regional development policy away from spatial subsidies towards the facilitation of cluster-based growth will increase the chance of cost-effective impacts. The final chapter of the book examines the institutional prerequisites for effective spatial policy. It argues that MENA s centralized/sectoral structures are not always adapted to governments spatial development agendas, and describes alternative institutional options.

This book fills a gap in understanding of what creates disadvantage, and of how to achieve development. It revives the idea of the state as an active leader in creating developmenta role incompatible with still dominant neo-liberal policies. It shows that, with the right state strategies, the aim of no more gaps can become reality. No More Gaps analyses the regional impacts of free-market ideology that has dominated Australian government policy during the past thirty years. It argues that neo-liberal economic theories have produced rapid growth of obscene wealth and increased inequality. Growing gaps between rich and poor, between the well-served and the under-served, are prominent features of economic change in America, Australia, Britain, and a number of poor countries. No More Gaps advocates a return to economic development strategies that worked well in past, particularly in the thirty years from 1945 to 1975. But it does not simply look back to that time of stronger economic growth. It supports new economic approaches such as local food processing for food security. It promotes accounting for environmental impacts of business. It supports policies for reduced fossil fuel consumption. It advocates new industries that use sustainable energy sources. This books extensive cross-disciplinary critique of policies is unusual in an era of narrow knowledge specialisation. Its analysis ranges between local, regional, national and global levels. Few recent books attempt to integrate knowledge disciplines and strategic responses as ambitiously. The author presents a holistic focus on whats required to overcome location-based disadvantage in Australia. Strategies to overcome extreme disadvantage in Australia provide a link between regional under-development and national macro-economic policy. The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader.
