Book excerpt: Once restricted to exotic locations like Las Vegas, Macau, and Monte Carlo, casinos are now operating in many cities nationally and internationally from the Maryland waterfront to Ho Chi Minh City. This expansion of the gaming industry, both geographically and economically, raises new and important policy questions about the role of government in gaming regulation, the obligations and opportunities for casinos, and public support for gambling and gaming tax revenue. The contributors to this book have decades of experience in gaming regulation and business and are optimistic about the future of gaming and casinos. Each author critically engages the subject and offers his or her insight into what works and what does not in the gaming business and gaming regulation. Whether a jurisdiction is considering legalizing gaming or deciding how to regulate an existing gaming industry, it should engage in a careful cost-benefit analysis informed by available data and the jurisdiction's particular public policy goals. Each chapter in this book considers a key component of this process. The chapters collect and analyze gaming research from a wide variety of disciplines, including law, business, social sciences, economics, and tax to explain the many approaches a jurisdiction might take to identify and address important policy goals and to suggest emerging issues that require additional research and data. The chapters also incorporate extensive industry experience and examples to investigate the effects of different regulatory practices on the gaming industry, industry stakeholders, and the public. With almost 200 pages in new content, this second edition adds a new chapter on Casino Organization and Operations and updates and expands many of the other chapters.

Available in PDF, EPUB and Kindle. Book excerpt: No attorney has played a greater role in the rise of the casino industry and how it is regulated than has Robert D. Faiss. In this oral memoir, Faiss gives an eloquent, eyewitness account of crucial events and moments in the history of gaming regulation and gaming law in Nevada. Two years after Democrat Grant Sawyer took office as governor in 1959, Bob Faiss became assistant executive secretary of the Nevada Gaming Commission, where he created the first state publication on the history, economics, and control of the gaming industry. In 1963, Sawyer brought Faiss to the governors office as executive assistant, with duties that included acting both as press secretary and chief speechwriteran appointment that began a relationship that shaped Faisss life. In a quest for respectability and economic development, Sawyer changed how the gaming industry was regulated. Faiss played a role in these changes, including the creation of the Nevada Gaming Commission and the List of Excluded Persons. He spent eight years working for the Nevada state government, and he later worked at the federal level, including service as White House staff assistant during President Johnsons last year in office. When Faiss completed his law degree from American University in Washington, D.C., he returned to Las Vegas as an attorney for Nevadas largest law firm, Lionel Sawyer & Collins. In his three decades as an administrative attorney, Bob Faiss represents gaming clients and deals with regulatory boardsmostly related to gaming, but also in other realms of business. More than anyone else in his profession, Faiss has made gaming law important and respected. He is responsible for many important parts of the Nevada Revised Statutes and the regulations that the Nevada Gaming Commission and the Nevada Gaming Control Board use. He also was a key attorney in the growth of several major Nevada gaming corporations. For three decades, Faiss has represented the gaming industry at the state legislature. From 1998 to 2003, he served on the U.S. Treasury Departments Bank Secrecy Act Advisory Board as the representative of the U.S. casino industry, and he was a charter trustee and president of the International Association of Gaming Attorneys. The state of Nevada and its most important industry are far better for Bob Faisss hard work and loyalty.

Book excerpt: Roll the Bones tells the story of gambling: where it came from, how it has changed, and where it is now. This is the new Casino Edition. which updates and expands the global history of gambling to include a greater focus on casinos, from their development in European spas to their growth in Reno and Las Vegas. New material chronicles in greater depth the development of casino resorts on the Las Vegas Strip and their spread throughout the United States. A new chapter better places Atlantic City's casinos into their correct context, and new material accounts for the rise of casinos in Asia and online gaming. From the first modern casino in Venice (1638), casinos have grown incredibly. During the 18th and 19th century, a series of European spa towns, culminating in Monte Carlo, hosted casinos. In the United States, during those same years, gambling developed both in illegal urban gambling halls and in the wide-open saloons of the western frontier. Those two strands of American gambling came together in Nevada's legal casinos, whose current regime dates from 1931. Developing with a healthy assist from elements affiliated with organized crime, these casinos eventually outgrew their rough-hewn routes, becoming sun-drenched pleasure palaces along the Las Vegas Strip. With Nevada casinos proving successful, other states, beginning with New Jersey in 1976, rolled the dice. From there, casinos have come to America's tribal lands, rivers, and urban centers. In the last decade, gambling has moved online, while Asia--with multi-billion dollar projects in Macau and Singapore--has become a new casino frontier. Reading Roll the Bones, you'll get a better appreciation for how long casinos and gambling have been with us--and what they mean to us today.

Available in PDF, EPUB and Kindle. Book excerpt: Whether by court decision or legislative change, gambling's next expansion in the United States will be sports wagering. However, state and federal policymakers and regulators have limited experience in addressing the many issues that are presented by regulated sports wagering. The challenges they will face are complicated by the fact that sports betting is a global industry encompassing both legal and illegal markets. This book first provides a detailed explanation of the scope and economics of the sports wagering industry and a description of how sportsbooks operate. It then describes the evolving legal landscape for sports wagering in the U.S., culminating in the Supreme Court case that considered New Jersey's challenge to the federal law that has limited sports betting to the state of Nevada. With this foundation, the book turns to an examination of the range of issues that legislators and regulators must consider in establishing regulated sports wagering, such as the need to protect the integrity of sporting events from corruption by criminal elements. Other important topics discussed include the level of regulation needed for sportsbook operators, the proper role of the federal and state governments, taxation, international cooperation, preventing illegal wagering, the role of data collection and analysis, and how to maximize innovation and patron engagement. Legalization is only the beginning of the journey of offering sports betting in the U.S. The authors offer guidance to policymakers as they take up the daunting task of building a regulatory structure for sports wagering. As the book illustrates, the decisions made on how to regulate sports betting will go a long way toward determining the success of this popular form of gambling.
