[...] This paper shows income level and social background can play very important roles in country ́s ICT development. Within Asian region, South Korea represents the developed group, China and Vietnam characterize the developing group. China and Vietnam have similar political structure but the first is much bigger than the latter. Therefore, ICT implementation is different between these 2 countries. This paper is organized as follow, first, short overviews of ICT development as well as the advantages of ICT. Second, 3 countries (South Korea, China and Vietnam) are described in details in both national characteristics and ICT performance. In this section, the ICT industry and development of each country are analyzed in terms of what they have done to adopt ICT as well as how much progress has been made. In section 4, the information about popular ICT ranking indices are given. The 10 three chosen indices are Networked Readiness Index, Digital Economy Ranking and ICT Development Index. The empirical research of cluster building for 12 selected countries is presented in Section 5. In the final section, the guidelines for better ICT adoption are presented. In particularly, Vietnam and China are discussed in more details and their political recommendation is drawn. The data used in this paper are mostly from World Bank, Information Technology Union. The indicators and indexes provided are for 2010 or 2011. Because the crisis from 2007-2009 could affect negatively in the world economy and ICT particularly, GNI per capita and GDP growth rate of 2010 present relatively better research result.

China is now the world's largest Information and Communication Technology (ICT) exporter, having overtaken Japan and the European Union in 2003 and the United States in 2004. China's ICT industry is also the largest manufacturing sector within the Chinese economy. This book examines how China has attained this leading position and presents one of the first accounts of China’s ICT development model with specific reference to the experiences of East Asian 'tigers'. It shows how the development of the industry was military-driven before 1978, and how subsequently Chinese policymakers, struggling with domestic market reform and challenged by trade liberalisation and globalisation, managed to push through ICT development strategies. Overall, it discusses the debates between policymakers as to the most appropriate economic development strategy for 'catching-up' and demonstrates how China moved away from the across-the-board protectionist and interventionist industrial policies pursued by many developing countries, but has not wholeheartedly followed the neo-liberal free trade and market polices favoured by the World Bank, WTO and IMF. By doing so, it sheds light on the limitations of China’s strategies moving forward, and identifies policy lessons for other developing countries.

The development of ICTs is a major driver of economic growth. It is also an accelerator for innovation and change. FAO has been promoting the use of ICTs in agriculture and has focused on ICT innovation in improving agricultural production and value chains. However, innovation is an elusive combination of people, processes and technologies. Many projects put technology alone at the core of proposed solutions intended to address emerging and existing challenges, but this is not a sustainable solution in many cases. Recently, FAO and the International Telecommunication Union, have jointly prepared a National e-Agriculture Strategy Guide which aims to help countries mainstream ICTs into agriculture and develop or revitalize e-agriculture strategies in line with agricultural goals and priorities. This paper is intended to assist policy-makers and stakeholders of e-agriculture in transition economies to map the policy and technological environment in their countries, would show case e-agriculture initiatives in Central and Eastern Europe and Central Asia and provide with recommendations on formulation of e-agriculture strategies.
