Book excerpt: It is now widely accepted that the world is likely to face a major water crisis unless the present management practices are improved very significantly. Promoted extensively by donors and international institutions over the past 15 years, integrated water resources management (IWRM) has been assumed explicitly to be "the" solution for managing the limited water resources of the world. Hundreds of millions of dollars have now been spent in promoting IWRM in developing countries. However, no serious and objective analysis has ever been undertaken as to whether IWRM has made water management more efficient and equitable in any region of the world than otherwise may have been the case. This pioneering analysis indicates that IWRM has not only been unsuccessful in Latin America, but also is highly unlikely to succeed in the future. The reasons and constraints for this failure are outlined. This book previously appeared as a special issue of the International Journal of Water Resources Development.

Although the book takes a regional approach, covering a vast of data pertaining to most of the LAC region, some chapters focus on seven countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico and Peru). A full understanding of LAC’s trends progress requires framing this region in the global context: an ever more globalized world where LAC has an increasing geopolitical power and a growing presence in international food markets. The book’s specific objectives are: (1) exploring the improvements and links between water and food security in LAC countries; (2) assessing the role of the socio-economic ‘megatrends’ in LAC, identifying feedback processes between the region’s observed pattern of changes regarding key biophysical, economic and social variables linked to water and food security; and (3) reviewing the critical changes that are taking place in the institutional and governance water spheres, including the role of civil society, which may represent a promising means to advancing towards the goal of improving water security in LAC. The resulting picture shows a region where recent socioeconomic development has led to important advances in the domains of food and water security. Economic growth in LAC and its increasingly important role in international trade are intense in terms of use of natural resources such as land, water and energy. This poses new and important challenges for sustainable development. The reinforcement of national and global governance schemes and their alignment on the improvement of human well-being is and will remain an inescapable prerequisite to the achievement of long-lasting security. Supporting this bold idea with facts and science-based conclusions is the ultimate goal of the book.

Book excerpt: Within this framework, the European Commission, through the Directorate General for Development and Cooperation - EuropeAid (DG DEVCO) and the Directorate General Joint Research Centre, in close collaboration with the governments of Latin American countries, are implementing the RALCEA program (Latin American Network of Centers of Excellence in Water). The objectives of this program are: a) to strengthen South-South cooperation, b) to promote the development of skills and scientific and technical cooperation of research institutions in the water sector in order to c) increasing the efficiency of support for decision makers at the national and regional levels.^RALCEA partners (Centers of Excellence and Government Representatives - Focal Points - Latin America and Cuba) identified three priority areas in which to focus and implement activities: 1) Analysis of Mapping actors involved in the management of Integrated Water Resources Management (IWRM) and their participation, 2) Analysis of the variability of Regional Water Balance components, and 3) Water Quality and Sanitation. The last thematic area includes, among the proposed activities by RALCEA partners, the development of a strategy to strengthen and expand capabilities related to water quality and sanitation in the region and the development of a manual on best practices and technologies. The present document consists of 29 case studies submitted by the Centers of Excellence and Focal Points. This guidance is, therefore, one of the first tools delivered by RALCEA with destination to governmental, social, technical and research actors.^The development of this first RALCEA document on Water Quality and Sanitation was coordinated by Fundación Chile and has demonstrated the synergy that is developing between different Latin American institutions and their focal points. This also contributes to the effectiveness of the South-South cooperation that should exist in a strategic sector such as Water. This document can be found online on AQUAKNOW.NET which is a virtual collaboration tool that the European Commission has made available for the RALCEA partners for wider distribution and dissemination of program results.
