The workshop was supported by the National Science Foundation of the USA (INT-9215114) and by the Swedish National Road Administration, the Swedish Council for Building Research, the Swedish Transport and Communications Research Board and the Swedish Council for Planning and Coordination of Research. This support is gratefully acknow ledged. The collaboration started as a bilateral u.S.-Swedish endeavour but was soon widened to other scholars in Europe, Asia, Australia and South-America. Network Infrastructure and the Urban Environment is a policy area of growing importance. Sustainable cities and sustainable transport systems are necessary for attaining a sustainable development. The research and policy field, represented in this volume, comprises a number of challenging contrasts: - the contrast between infrastructure investments, mobility and environmental sustainability; - the contrast between policy contexts, modelling traditions and available decision support systems in various parts of the world; - the contrast between available best practice methods and the majority of models applied in planning; the contrast between static models of cross-sectionary equilibria and dynamic models of disequilibrium adjustments; and the contrast between state-of-the-art operationalland-use/transport models and new demands for land-use/transportlenvironment models due to changing policy contexts. Bridging some of these gaps constitutes important research tasks, that are discussed in the twenty-two chapters of this book. A number of emerging research directions are identified in the introduction and summary chapter.

Their fleets consisting of different aircraft types provide transport capacity for serving demand including air passengers and freight/cargo shipments. The ATC/ATM includes the controlled airspace, traffic management and control facilities and equipment on the ground, space, and on board aircraft, and the ATC Controllers). They all provide capacity to handle demand consisting of the flights between origin and destination airports carried out by airline aircraft. The outcome from the interrelationships between demand and capacity at these components materializes as the quality of services. At airports and airlines this is generally expressed by congestion and delays of aircraft, air passengers, and freight/cargo shipments. At ATC/ATM, this is expressed by delays, horizontal and vertical in-efficiency, and safety of flights. Economics of each component relate to its revenues, costs, and profits from handling demand, i.e., providing services of given quality. The sustainability of air transport system has become increasingly important issue for many internal and external actors/stakeholders involved to deal with. This has implied increasing the system’s overall social-economic effects/benefits while reducing or maintaining constant impacts/costs on the environment and society at both global and regional/local scale under conditions of continuous medium- to long term growth.

This sets a number of restrictions to its capability to explain empirical economic phenomena. A huge part of the scientific discourse takes place within this equilibrium framework. This is also true for new approaches like e.g. the New Economic Geography and models operating with market structures of oligopoly. This is why it is a courageous effort to try to cross the apparently unalterable borders set by equilibrium modelling. Most certainly this cannot be an end in itself. Especially the pure theory of international economics is still in many fields lacking adequate possibilities to deal with phenomena in space and time. These two dimensions have in common that they make the introduction of specific facets of movement, change, evolution - and therefore "mobility" - possible. Besides this "dynamic" component a point of view that includes space and time challenges us to find new possibilities to model heterogeneous agents. If these ideas are not so revolutionary in their content, the attempt to introduce them into a formal model is a big challenge. Moreover, it poses the question about the role of a theory of "international" economics in such a wider framework.
