Book excerpt: An ambitious account of the corrosion of liberal democracy in rich and poor countries alike, arguing that antidemocratic sentiment reflects fear of material and cultural loss, not a critique of liberalism’s failure to deliver equality, and suggesting possible ways out. The retreat of liberal democracy in the twenty-first century has been impossible to ignore. From Wisconsin to Warsaw, Budapest to Bangalore, the public is turning against pluralism and liberal institutions and instead professing unapologetic nationalism and majoritarianism. Critics of inequality argue that this is a predictable response to failures of capitalism and liberalism, but Pranab Bardhan, a development economist, sees things differently. The problem is not inequality but insecurity—financial and cultural. Bardhan notes that antidemocratic movements have taken root globally in a wide range of demographic and socioeconomic groups. In the United States, older, less-educated, rural populations have withdrawn from democracy. But in India, the prevailing Hindu Nationalists enjoy the support of educated, aspirational urban youth. And in Europe, antidemocratic populists firmly back the welfare state (but for nonimmigrants). What is consistent among antidemocrats is fear of losing what they have. That could be money but is most often national pride and culture and the comfort of tradition. A World of Insecurity argues for context-sensitive responses. Some, like universal basic income schemes, are better suited to poor countries. Others, like worker empowerment and international coordination, have broader appeal. But improving material security won’t be enough to sustain democracy. Nor, Bardhan writes, should we be tempted by the ultimately hollow lure of China’s authoritarian model. He urges liberals to adopt at least a grudging respect for fellow citizens’ local attachments. By affirming civic forms of community pride, we might hope to temper cultural anxieties before they become pathological.

It also erects a garish theater of civic morality on whose stage political elites can orchestrate the public vituperation of deviant figures—the teenage “welfare mother,” the ghetto “street thug,” and the roaming “sex predator”—and close the legitimacy deficit they suffer when they discard the established government mission of social and economic protection. By bringing developments in welfare and criminal justice into a single analytic framework attentive to both the instrumental and communicative moments of public policy, Punishing the Poor shows that the prison is not a mere technical implement for law enforcement but a core political institution. And it reveals that the capitalist revolution from above called neoliberalism entails not the advent of “small government” but the building of an overgrown and intrusive penal state deeply injurious to the ideals of democratic citizenship. This new phase of capitalism greatly enriched the top 5 percent of Americans, including capitalists and financial managers, but at a significant cost to the country as a whole. Declining domestic investment in manufacturing, unsustainable household debt, rising dependence on imports and financing, and the growth of a fragile and unwieldy global financial structure threaten the strength of the dollar. Unless these trends are reversed, the authors predict, the U.S. economy will face sharp decline.Summarizing a large amount of troubling data, the authors show that manufacturing has declined from 40 percent of GDP to under 10 percent in thirty years. Since consumption drives the American economy and since manufactured goods comprise the largest share of consumer purchases, clearly we will not be able to sustain the accumulating trade deficits.Rather than blame individuals, such as Greenspan or Bernanke, the authors focus on larger forces. Repairing the breach in our economy will require limits on free trade and the free international movement of capital; policies aimed at improving education, research, and infrastructure; reindustrialization; and the taxation of higher incomes.

This dissertation evaluates the contributions that the theory of social reproduction can give to understanding of the divide inside societies in relationship with economic transformations. Departing from the theoretical and experimental work of Jodhka, Souza and Rehbein, this research tests the hypothesis of a growing separation between the subgroups of the fighter class, aspiring and defensive, as a result of the neoliberal reforms of the late XX Century. Germany and Colombia being used as cases of study. This dissertation presents the similarities between the impact of reforms in both countries and their relation to the spread of neoliberalism across the globe. This research shows that there have been transformations as a result of the reforms inside each society and that they had an opposite effect for each subgroup of the fighter class. On one side favoring the traits and capitals that more closely associate with the members of the aspiring fighters while simultaneously negatively affecting the traits and capitals that are associated with the defensive fighters. This research also shows the interconnection of the internationalization of the production chain, precarization of work, the rising commodification of social life and the growing divide inside societies. Ultimately, the dissertation proves that social reproduction theory is a valid tool for understanding the impact of economic reforms and explaining the observed increasing inequality and segregation inside societies.

Ronaldo Munck offers a sober appraisal of how globalization has created a new global working class through the massive acceleration of capital accumulation and, concomitantly, increased the insecurity and precarious nature of most employment. The so-called "precariat" may be seen as a novel and threatening idea for the northern hemisphere, but for workers of the South this is what might be deemed the default condition. Munck suggests that we are now moving beyond categories of North and South as workers of the world share the impacts of global capitalism and the lessons to be learned. And it is this new global class of workers that lies at the heart of the future globalization project and its possible alternatives, such as the "decent work" agenda of official institutions and the "social movement unionism" articulated by the alter-globalization movements. In some ways the book poses a "return to the future," drawing parallels with the birth of the labor and democratic movements before the consolidation of nation states.
