Through the decades, theoretical debate has formed an eclectic set of possible perspectives, without finding, in our opinion, a coherent paradigmatic framework which can adequately guide the interpretation and action in urban planning. The hypothesis of this book is that the attempts of founding an autonomous planning theory are inadequate if they do not explore two interconnected fields: architecture and public policies.The book critically reviews a selected set of current practices and theoretical founding works of modern and contemporary urban planning by highlighting the continuous search for the epistemic legitimization of a large variety of experiences. The distinctive contribution of this book is a documented critique to the eclecticism and abstraction of the main international trends in current planning theory. The dialogic relationship with the traditions of architecture and public policy is proposed here in order to critically review planning theory and practice. The outcome is the proposal of a paradigmatic framework that, in the authors’ opinion, can adequately guide reflections and actions. A pragmatic and interpretative heritage and the project-orientated approach are the basis of this new spatial planning paradigm.

The effects of the COVID-19 pandemic and reflections on the future of cities have lately shed light on the concept of proximity, which is intended as the relationship between communities and urban functions and as relations among people, built spaces, and open spaces. The proximity is a historic and fertile field of interest for American and Northern European urban studies; it is a spatial and social program seemingly surpassed by the styles and rhythms of contemporary city life, but today it is back in vogue with different purposes. Meanwhile, the action research developed by the Department of Architecture and Urban Studies at the Politecnico di Milano for the Municipality of Milan reached its conclusion (2018–2020). The research work focused on contextualizing the new M4 Metro line stations under construction, and jointed mobility flows and places, long-range networks and local ones, boosting the idea of metro stations as regenerative urban thresholds and urban platforms for enabling environmental, sustainable settlement, and active mobility systems. In other words, the action research for Milan shows how to achieve the concept of proximity in the urban design practice in a dense, stratified, and complex urban context.

Tale proliferazione ha comportato nuove problematiche relative non solo all’uso del territorio e allo sviluppo delle città (si pensi all’introduzione del recente concetto di “sviluppo sostenibile”), ma anche al rapporto tra leggi (statali e regionali) e piani urbanistici, nonché al rapporto tra piani dello stesso “livello”, di natura uguale o di natura differente. It explores how local practice, land governance and markets interact to shape the ways that people at society's margins access land to build their livelihoods. The authors argue that the problem is not with markets per se, but in the unequal ways in which market access is structured. They make the case for more equal access to urban land markets, not only for ethical reasons, but because it makes economic sense for growing cities and towns. If we are to have any chance of understanding and intervening in predominantly poor and very unequal African cities, we need to see land and markets differently. New migrants to the city and communities living in slums are as much a part of the real estate market as anyone else; they're just not registered or officially recognised. Trading Places highlights the land practices of those living on the city's margins, and explores the nature and character of their participation in the urban land market. It details how the urban poor access, hold and trade land in the city, and how local practices shape the city, and reconfigures how we understand land markets in rapidly urbanising contexts. Rather than developing new policies which aim to supply land and housing formally but with little effect on the scale of the need, it advocates an alternative approach which recognises the local practices that already exist in land access and management. In this way, the agency of the poor is strengthened, and households and communities are better able to integrate into urban economies.
