Book excerpt: This report provides estimates of investment costs, both public and private, required to eliminate chronic dietary energy deficits, or to achieve zero hunger by 2030. This target is consistent with achieving both the Sustainable Development Goal 2, to eliminate hunger by 2030, and the Sustainable Development Goal 1, to eradicate poverty. The report adopts a reference “baseline” scenario, reflecting a “business-as-usual” situation, to estimate the additional investment requirements. In this scenario, around 650 million people will still suffer from hunger in 2030. The investment requirements to eliminate hunger by 2030 are then estimated. Hunger is eliminated through a combination of social protection and targeted “pro-poor “ investments. The first component aims to bring the poor immediately above the extreme poverty line through social protection by a “transfer to cover the poverty gap” (PGT) The second component involves additional investment required to stimulate and to sustain higher pro-poor growth of incomes and employment than in the business-as-usual scenario. This would, in turn, reduce the need for social protection to cover the PGT. The analysis is complemented by looking at alternative ways to achieve zero hunger by 2030.

The first two concern movement between the countries of the region, one for general labour and one for sexual exploitation. The third concerns the smuggling of migrants from the region to the rich countries of the West, and the last focuses on migrants smuggled through the region from the poor and conflicted countries of South and Southwest Asia. Drug trafficking: The production and use of opiates has a long history in the region, but the main opiate problem in the 21st century involves the more refined form of the drug: heroin. In addition, methamphetamine has been a threat in parts of East Asia for decades (in the form of yaba tablets), but crystal methamphetamine has recently grown greatly in popularity. Virtually every country in the region has some crystal methamphetamine users, and some populations consume at very high levels.Resources: Resource-related crimes include those related to both extractive industries, such as the illegal harvesting of wildlife and timber, and other crimes that have a negative impact on the environment, such as the dumping of e-waste and the trade in ozone-depleting substances. In all cases, the threat goes beyond borders, jeopardizing the global environmental heritage. These are therefore crimes of inherent international significance, though they are frequently dealt with lightly under local legislation.Counterfeit goods: The trade in counterfeit goods is often perceived as a "soft" form of crime, but can have dangerous consequences for public health and safety. Fraudulent medicines in particular pose a threat to public health, and their use can foster the growth of treatment resistant pathogens.

Book excerpt: Recent crime and criminal justice system trends in the countries of Europe and North America are reported, based on data in the sixth through the ninth United Nations Surveys on Crime Trends and the Operations of Criminal Justice Systems (CTS). The CTS is the main source of worldwide data on national recorded crime rates and criminal justice system operations. Data for the years 1995-2004 were obtained from official agencies in Canada, the U.S. and more than 30 countries in Europe, and were analyzed by a working group of international experts. The biggest strength of this dataset is that it allows the study of crime and criminal justice systems over a full ten-year period. Book excerpt: Little is know about the Chittagong Hill Tracts of Bangladesh (CHT), an area of approximately 5,089 square miles in southeastern Bangladesh. It is inhabited by indigenous peoples, including the Bawm, Sak, Chakma, Khumi Khyang, Marma, Mru, Lushai, Uchay (also called Mrung, Brong, Hill Tripura), Pankho, Tanchangya and Tripura (Tipra), numbering over half a million. Originally inhabited exclusively by indigenous peoples, the Hill Tracts has been impacted by national projects and programs with dire consequences. This book describes the struggle of the indigenous peoples of the Chittagong Hill Tracts region to regain control over their ancestral land and resource rights. From sovereign nations to the limited autonomy of today, the report details the legal basis of the land rights of the indigenous peoples and the different tools employed by successive administrations to exploit their resources and divest them of their ancestral lands and territories. The book argues that development programs need to be implemented in a culturally appropriate manner to be truly sustainable, and with the consent and participation of the peoples concerned. Otherwise, they only serve to push an already vulnerable people into greater impoverishment and hardship. The devastation wrought by large-scale dams and forestry policies cloaked as development programs is succinctly described in this report, as is the population transfer and militarization. The interaction of all these factors in the process of assimilation and integration is the background for this book, analyzed within the perspective of indigenous and national law, and complemented by international legal approaches. The book concludes with an updateon the developments since the signing of the Peace Accord between the Government of Bangladesh and the Jana Sanghati Samiti (JSS) on December 2, 1997.
