The squadron is intended to implement a new concept called sea basing, under which forces would be staged at sea and used to conduct expeditionary operations ashore with little or no reliance on nearby land bases. For FY2007, the Navy is requesting $297 million in advance procurement funding for a ninth LPD-17 class amphibious ship to be procured in FY2008, and $1,136 million in procurement funding for LHA-6, an amphibious assault ship to be procured in FY2007 using split funding in FY2007 and FY2008. Although the Navy's proposed force of 31 amphibious ships includes 10 LPD-17 class ships, the Navy is planning to end LPD-17 procurement in FY2008 with the ninth ship. Accelerating the procurement of the ninth LPD-17 class ship from FY2008 to FY2007 is an item on the Navy's FY2007 unfunded requirements list (URL) -- its "wish list" of items desired but not funded in the FY2007 budget. Potential oversight issues for Congress include the amphibious-ship force-level goal, the potential affordability and cost-effectiveness of the sea basing concept, and Navy and Marine Corps coordination with other services in developing the concept. FY2007 Defense Authorization Bill (H.R. 5122/S. 2766). Sections 123 and 124 of H.R. 5122 would limit the procurement costs of LHA-6 and LPD-17 class ships. The Senate Armed Services Committee, in its report (S.Rept. 109-254 of May 9, 2006) on S. 2766, expresses concerns about the planned reduction in amphibious ships, the sea basing concept, and the MPF(F) program, and requires a report on sea basing and the MPF(F) program. FY2007 Defense Appropriations Bill (H.R. 5631). The House Appropriations Committee, in its report (H.Rept. 109-504 of June 16, 2006), recommends approving the Navy's request for FY2007 procurement funding for a ninth LPD-17 class ship in FY2008, and the Navy's request for FY2007 procurement funding for LHA-6. The report recommends reducing the Navy's request for FY2007 funding to complete LPD-17 class ships procured in prior years. The report recommends approval of the FY2007 request for funding for the National Defense Sealift Fund (NDSF), including the requested amount for procurement of a TAKE-1 class cargo ship. The Senate Appropriations Committee, in its report (S.Rept. 109-292 of July 25, 2006) on H.R. 5631, recommends approving the Navy's request for FY2007 advance procurement funding for a ninth LPD-17 class ship in FY2008, and the Navy's request for FY2007 procurement funding for LHA-6 (page 114). The report recommends disapproval of the request within the NDSF for funding to procure a TAKE-1 class cargo ship. This report will be updated as events warrant.

Book excerpt: Navy and Marine Corps Sea Basing concepts envision the development of capabilities that will allow the rapid deployment, assembly, command, projection, reconstitution, and re-employment of expeditionary forces from the sea. The RAND Corporation assessed alternative structures for the proposed Maritime Prepositioning Force (Future), or MPF(F), squadron and how these changes would affect abilities to support a Marine Expeditionary Brigade (MEB) in operations ranging from counterinsurgency to special operations to major combat operations. This assessment of the capabilities of alternative structures for the MPF(F) considers the need for both logistics support and casualty evacuation and care in assessing MPF(F) capabilities. Most of the variations considered entail removing large-deck ships from the squadron. RAND researchers also explored the possibility of an MPF(F) construct where only surface connectors, and no aircraft, could be used for supporting a MEB. The researchers found that degradation to logistics throughput resulting from eliminating large-deck ships from the MPF(F) could be offset by substituting CH-53K helicopters for MV-22s, with air connectors from other ships also helping provide adequate throughput capacity. Although eliminating all large-deck ships would also eliminate major medical capabilities, the squadron would otherwise retain the ability to provide logistics support for a full range of major combat, counterinsurgency, and special operations.

Our landings at North Africa in November 1942, at Sicily and Italy in July and September 1943, and at Normandy and Southern France in June and September 1944 ended in the defeat of the German armies in Western Europe by the Allied Expeditionary Force in May 1945. The Pacific offensive, which began in the South Pacific with the landings at the Solomons in August 1942 and in the Central Pacific at the Gilberts in November 1943, carried us 3,000 miles to the Philippine Islands and 5,000 miles through to the inner defenses of the empire in the Volcano and Ryukyu Islands....Amphibious warfare was the primary offensive tactic in our conduct of global war. The tactics and techniques of our landing operations represent a new and significant development in the art of war. Although military history contains many instances of landing operations conducted by both military and navy forces in all parts of the world, from the early time man first crossed the sea to wage war, the landings were generally either limited in scope and purpose or unopposed. The feasibility of amphibious raids, in which assault forces landed from the sea are withdrawn after limited operations, and of unopposed landings, relying on surprise and conducted for the purpose of subsequent military operations ashore, has long been recognized. Until the recent war, however, the effect of modern defensive weapons was considered too decisive to permit successful assault from the sea. The development of radar, aviation, coast defense guns, torpedoes, submarines, mines, defensive obstructions and obstacles, automatic weapons, highly mobile reserves, and the necessary communication facilities to coordinate and control them seemed to present insurmountable difficulties to amphibious attack.

Operations Desert Shield/Desert Storm (Southwest Asia), Restore Hope (Somalia), and Iraqi Freedom have proven the value of our prepositioning programs. By prepositioning key warfighting equipment and supplies in support of forward presence, global reach, and crisis response, we have significantly reduced the time and strategic lift required to complete force closure of powerful and integrated warfighting capabilities for employment by Combatant Commanders.
