The Navy has identified the Columbia class program as the Navy's top priority program. The Navy wants to procure the first Columbia-class boat in FY2021, and the $773.1 million in AP funding requested for FY2017 represents the initial procurement funding for that boat. A March 2016 GAO report assessing selected major DOD weapon acquisition programs states that the estimated total acquisition cost of the Columbia class program is about $97.0 billion in constant FY2016 dollars, including about $12.0 billion in research and development costs and about $85.1 billion in procurement costs. The Navy as of February 2015 estimated the procurement cost of the lead boat in the program at $14.5 billion in then-year dollars, including $5.7 billion in detailed design and nonrecurring engineering (DD/NRE) costs for the entire class, and $8.8 billion in construction costs for the ship itself. (It is a traditional budgeting practice for Navy shipbuilding programs to attach the DD/NRE costs for a new class of ships to the procurement cost of the lead ship in the class.) In constant FY2010 dollars, these figures become $10.4 billion, including $4.2 billion in DD/NRE costs and $6.2 billion in construction costs for the ship itself. The Navy in January 2015 estimated the average procurement cost of boats 2 through 12 in the Columbia class program at about $5.2 billion each in FY2010 dollars, and is working to reduce that figure to a target of $4.9 billion each in FY2010 dollars. Even with this cost-reduction effort, observers are concerned about the impact the Columbia class program will have on the Navy's ability to procure other types of ships at desired rates in the 2020s and early 2030s.

Book excerpt: During the Cold War the United States developed the Trident class ballistic missile submarine (SSBN) to replace the aging fleet of forty-one Poseidon ballistic missile submarines. Each of the eighteen Trident class submarines built to carry the mantle of strategic nuclear deterrence was extremely large and quiet with tubes for twenty-four ballistic missiles. Following the breakup of the Soviet Union and the end of the Cold War, the United States conducted a review of its nuclear posture, which determined that only fourteen of these submarines were necessary to meet the needs of U.S. national security. Since these submarines are due for nuclear core refueling and overhaul and thus are no longer required to support U.S. nuclear policy, these submarines will be deactivated or refueled and converted to other purposes. These submarines are only halfway through their design life of forty-two years, and once refueled could be used for other missions. Furthermore, their large size makes these ships a prime candidate for conversion to a large variety of missions that require space, stealth, and endurance, This excess capability has convinced the U.S. Navy that it should develop a concept for converting the first four Trident class ballistic missile submarines into guided missile submarines (SSGN). This program would equip these submarines both for cruise missile operations and as special operations force insertion platforms. Each submarine could carry more than 100 Tomahawk cruise missiles and up to sixty-six special operations personnel with dual Dry Deck Shelter or two Advanced SEAL Delivery System mini-submarines for SEAL deployment.

As a result of the deferment of the procurement of the lead boat from FY2019 to FY2021, the Navy's SSBN force will drop to 11 or 10 boats for the period FY2029-FY2041. The Navy says the decline to 11 or 10 boats during this period will be acceptable in terms of meeting strategic nuclear deterrent mission requirements because none of the 11 or 10 boats during that period will be encumbered by lengthy maintenance actions. The Navy in June 2014 estimated the procurement cost of the lead ship in the program at $12.4 billion in constant 2014 dollars, including $4.8 billion in detailed design and nonrecurring engineering (DD/NRE) costs for the entire class, and $7.6 billion in construction costs for the ship itself. The Navy in April 2014 estimated the average procurement cost of boats 2 through 12 in the Ohio replacement program at about $5.36 billion each in FY2010 dollars, and is working to reduce that figure to a target of $4.9 billion each in FY2010 dollars.
