U.S. military forces are one tool used to shape the security environment and, when necessary, to respond to crises when shaping fails. This paper examines the requirement for military forces present forward and the role that U.S. Naval Forces play in accomplishing the mission of forward presence. It reviews the available National guidance, identifies present and future Naval forward-presence platforms and capabilities, and explores alternatives to the use of Naval assets in conducting forward presence roles. This study assumes that all branches of the U.S. Armed Forces will participate in conducting forward presence operations. However, only Naval assets can passively operate in a non-permissive environment. The Air Force would have to fly long distances or establish a base near the region of instability, which would require host nation permission. Similarly, the Army would require permission before inserting a land force. Afloat Naval assets are sovereign territories of the United States. They can remain in international waters and still fulfill their presence role. No permission from or concessions to a host nation are required. This unique capability ensures that the Navy/ Marine Corps team will always be involved in conducting forward presence.

The Obama administration has announced a “rebalancing” of the U.S. military posture in the region, in reaction primarily to the startling improvement in Chinese air and naval capabilities over the last decade or so. This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.

Finally, the complexities and acrimony of Mediterranean politics calls for the United States Navy to support a variety of missions from "stability and support" to "Small-Scale Contingencies" (SSCs) or potentially more conventional operations. However, the political, economic and geographic characteristics of the Mediterranean make it very difficult for military forces to operate there.

Book excerpt: Naval forward presence has been a mainstay of U.S. national security strategy since the end of World War II providing global presence, deterrence, and crisis response. Forward deployed Naval forces have consistently been stationed in the world s hotspots and are usually the first on the scene for emergent crises giving credence to the oft quoted line Where are the carriers? Operations ENDURING FREEDOM and IRAQI FREEDOM both featured the striking power of the aircraft carrier and the surface combatants and submarines that comprise the carrier strike groups. These operations highlighted the inherent mobility and efficacy of U.S. Naval forces operating on the high seas and their unmatched ability to project power ashore. The U.S. Navy provided upwards of three aircraft carriers for Operation ENDURING FREEDOM and seven aircraft carriers were deployed during Operation IRAQI FREEDOM. These were monumental feats but were accomplished at great cost in current and future readiness. These operations led to the development of the Fleet Response Plan to provide the U.S. with consistent, credible, combat power that is inherently mobile and free to operate from the maritime domain. For the Fleet Response Plan to be effective and achieve its goals requires changing the Navy s personnel tempo of operations program/policy in order for the Navy to fight and win the Global War on Terrorism.

The study developed a defense-in-depth framework as the organizing principle for the report. The report contains information as described in 5 U.S.C. 552(b) and therefore could not be released to the public in its entirety. The public version consists of an executive summary that presents an assessment of the transformation of naval forces for addressing the GWOT; a brief description of the defense-in-depth framework; and a list of findings and major recommendations.

Book excerpt: In support of its mission to deter conflict or fight in wars if necessary, the Navy considers it a core responsibility to maintain a forward presence-to keep some of its fleet far from U.S. shores at all times in areas that are important to national interests. Toward that end, at any given time, about one-third of the fleet is deployed overseas. The rest of the Navy's ships are in or near their home ports in the United States for maintenance, training, or sustainment (a period in which a ship is in port but ready to deploy quickly). Most of the ships that contribute to the Navy's current forward presence of about 100 ships sail from ports in the United States; 31 others are now stationed permanently in foreign countries or at overseas U.S. mili-tary bases. In the future, the Navy expects to boost the proportion of ships that it bases abroad. The Congressional Budget Office estimates that, for the next 30 years, the Navy's 2015 shipbuilding plan (which aims to increase the fleet from 281 ships in 2014 to 306 ships by 2022) would cost about $21 billion annu-ally, on average, in constant 2014 dollars.1 The Navy's estimates set the figure somewhat lower-at about $19 billion per year.2 Both estimates are greater than the annual average of almost $16 billion that the Navy has spent for the past three decades, which suggests that the Navy may have difficulty affording its plans. The Chief of Naval Operations' emphasis on forward operations indicates that the Navy has committed to maintaining the largest possible forward presence under any given budget plan.

Book excerpt: Since the 'Revolt of the Admirals' in 1949, an interservice rivalry has persisted between the Navy and the Air Force. The current debate, similar to the one fifty years ago, has the Air Force promoting its bombers as a more cost effective weapon in comparison to the flexible and responsive aircraft carrier. In the post-Cold War world, the military has experienced a drawdown typical of past post war periods. With each new commission tasked to study the size and structure of the four services, white papers have been published justifying the existence of hardware. The Navy and Air Force, in particular, have produced a combined total of five papers to support their positions. The Air Force believes that its once dominating strategic nuclear bombers can be reconstituted as a force capable of providing forward presence through virtual means. The Navy offers no new visionary ideas; rather, it relies on history and past success to illustrate that forward presence continues to require forces that are forward deployed and visible. Over seas presence must be forward deployed and proactively engaged with friends and allies to demonstrate commitment in protecting the nation's vital interests. Virtual presence alone will not suffice, but strategic bombers and space based assets do have a part to play as a complementary force to those deployed overseas.

Book excerpt: Military intervention always has been and always will be an important part of foreign policy, a tool to further national interests and influence world events. Many scholars have tried to explain the intervention behavior of states in crises, conflicts, and wars. When and why do states intervene, and what are reasons for nonintervention? What conflicts and crises are more likely to call for intervention, and why? When is intervention successful? The explanations are manifold and include political, military, economic, social, environmental, domestic, and humanitarian factors. The theoretical literature covers a gamut of realist intentions, ranging from security, power, and national interests, as guides to state action; to emphasis on international trade and economics; and to domestic politics. Some argue for explanations based on idealistic aspirations, such as democracy and human rights. Many studies focus on a mix of different reasons. From this vast field, the author has selected international crises involving any form of U.S. activity in the years 1946-2006. Within these U.S. activities, the author distinguishes between crisis response with and without naval forces, as this study intends to advance the knowledge of the use of U.S. naval forces as a response to international crises and to contribute to a better understanding of when and how the U.S. Navy is deployed.
