The survey included: gamma scanning of all accessible areas; sampling of surface soil and gravel; sampling of subsurface soil from auger holes; gamma logging of auger holes; sampling of drain outfall and sewer sediments; and measuring of alpha and beta-gamma activity on wall, structural, and overhead surfaces. Radioactive contamination attributable to /sup 232/Th and /sup 238/U residuals was found in Bays 1, 3, 5, 51, 55, and 57 of Building 2083 and Bays 44, 50, and 56 of Building 2084. Remediation was conducted in several areas subsequent to identification of localized contamination associated with scrap or visible residues. Gamma exposure rates throughout the site following cleanup were 5 to 130 .mu.R/h with contamination remaining in Bays 1, 3, 51, 55, and 57. The maximum concentration of /sup 238/U, 3800 pCi/g, occurred in surface soil collected from Bay 55. This value exceeds the average background value for the Charles County area by a factor of approx. 4100. The maximum concentration of /sup 232/Th, 95 pCi/g, was found in a surface soil sample from Bay 1. This concentration exceeded the DOE guideline of 5 pCi/g by a factor of approx. 18. Analysis of drain outfall and sewer sediment samples revealed no evidence of the migration of significant levels of radionuclides. Structural surfaces were found to have no significant contamination by alpha and beta-gamma emitters. 1 ref., 12 figs., 10 tabs.

As part of the response, the US Army Corps of Engineers tasked the US Navy, as the lead service in Explosive Ordnance Disposal (EOD), to develop and demonstrate different systems each capable of detecting, locating, and partially identifying shallow buried, unexploded ordnance. The Naval Explosive Ordnance Disposal Technology Center (NAVEODTECHCEN), through the Naval Research Laboratory (NRL) and various contractors, reviewed current technology and identified three technological approaches offering high promise of success on a responsive time scale: (1) surface electromagnetics, (2) surface magnetometry, and (3) borehole electromagnetics/magnetometry. A demonstration prototype Ground Penetrating Radar (GPR) Ordnance Search System (RADAR), based on surface electromagnetics, was developed and delivered to the NAVEODTECHCEN under Contract Number N00014- 86-C-2266.

The Notional Concepts process was created to facilitate development of new requirements, information flow, management decisions, and transition of funding from investigative research to sustained programs of record. Currently, there is no single site for the JSEOD community to receive, process, and manage Notional Concepts. The Naval Innovation Laboratory (NaIL) has a virtual work environment-based management information system for managing the U.S. Marine Corp's Urgent Universal Need Statements (UUNS,) a program similar to the JSEOD's Notional Concept program. The purpose of this report is to analyze the NaIL's Management Information System to determine if there are aspects of it that the JSEOD community could use to better manage the life cycle of their Notional Concepts.

Book excerpt: A prototype computer-based training (CBT) system was developed to investigate the effectiveness of applying interactive, 3-D graphics techniques to teach Render Safe Procedures (RSPs) for Explosive Ordnance Disposal (EOD). The EOD Graphical Trainer (EOD-GT) prototype combines conventional multimedia computer based instruction with interactive manipulation of the ordnance in a 3-dimensional graphical environment to provide the student with opportunities to engage the ordnance and hands- on practice of RSP procedures. The prototype EOD-GT focuses on the SUU-25 airborne dispenser and was installed at the U.S. Navy Explosive Ordnance Disposal School for evaluation. Development of the system and future directions are discussed in this report.
