Book excerpt: Several sector-wide economic factors have continued to affect the economics of the Navajo Generating Station (NGS), the largest coal plant in the western United States. Like coal plants nationwide, NGS continues to face economic competition from combined-cycle natural gas (CCNG) generators. Had power generated by NGS been replaced with additional production from the area's lower-cost CCNG units, generation costs might have been $98 million lower from 2015 through 2018. Renewable energy trends appear to be independent of the economic competition between NGS and CCNG plants in the region. Integrating wind and solar resources would likely remain the same with or without NGS. If the Navajo and Hopi tribes aim to encourage renewable energy development on their reservations, they can reasonably anticipate a surge in renewable energy development until 2019 and a lull in new activity shortly after that. Demand for new renewables might be more price-sensitive, federal subsidies could be diminished, and competition among developers might be more rigorous. Access to major transmission could be a competitive advantage for the tribes, in the event that NGS retires.

Book excerpt: This study for the U.S. Bureau of Reclamation examines conditions in the electricity sector that are likely to affect federal decisions with respect to Navajo Generating Station (NGS), the largest coal-fired power plant operating in the western United States. The federal government owns 24.3% of the 2.25-gigawatt plant, which amounts to 547 megawatts (MW) of capacity. By focusing on the unique public interests that depend on the federal share of NGS, this baseline study can help the federal government develop a road map for meeting all of its goals with respect to water delivery, clean energy, emission reduction, and economic development. There is no recommendation for action in this report. Rather, its aim is to provide a credible, thorough description of baseline conditions that might affect federal decisions regarding NGS. It describes facts and trends embedded in current data, but there are no conclusions about how Reclamation or DOI should respond to the trends. The interdependencies among the many sectoral trends and federal goals are complex, and the aim of this study is to provide a foundation from which options can be tested in a deliberate manner.

EPA proposed the NGS FIP on September 12, 2006, to establish federally enforceable limitations for TSP, SO 2, and opacity, and control measures for dust. The limits had previously been established in the Arizona SIP. EPA promulgated the Tribal Authority Rule in 1998, clarifying that state air quality regulations generally did not apply to facilities on Indian reservations and that EPA should fill the regulatory gap as necessary or appropriate. The findings of the book are the result of a decade-long interdisciplinary experiment in conceiving, developing, and implementing an interdisciplinary graduate program on Water Diplomacy at Tufts University, USA. This has led to the development of the Water Diplomacy Framework, a shared framework for understanding, diagnosing, and communicating about complex water issues across disciplinary boundaries. This framework clarifies important distinctions between water systems - simple, complicated, or complex - and the attributes that these distinctions imply for how these problems can be addressed. In this book, the focus is on complex water issues and how they require a problem-driven rather than a theory-driven approach to interdisciplinary collaboration. Moreover, it is argued that conception of interdisciplinarity needs to go beyond collaboration among experts, because complex water problems demand inclusive stakeholder engagement, such as in fact-value deliberation, joint fact finding, collective decision making, and adaptive management. Water professionals working in such environments need to operate with both principles and pragmatism in order to achieve actionable, sustainable, and equitable outcomes. This book explores these ideas in more detail and demonstrates their efficacy through a diverse range of case studies. Reflections on the program are also included, from conceptualization through implementation and evaluation. This book offers critical lessons and case studies for researchers and practitioners working on complex water issues as well as important lessons for those looking to initiate, implement, or evaluate interdisciplinary programs to address other complex problems in any setting.
