Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on the evaluation, coordination, and effects of China’s natural resource utilization. By adopting both quantitative and qualitative analyses, this book objectively evaluates the spatial distribution characteristics and coupling relationship of China’s natural resource utilization based on the status quo and prominent problems during resource utilization. Moreover, the environmental, economic, and price fluctuation effects of China’s natural resource utilization are discussed. Finally, current policy systems for efficient utilization of natural resources in China and abroad are provided, which suggest a way for China to achieve efficient utilization of natural resources through an appropriate policy mechanism. This book aims to seek the balance the utilization of natural resources and sustainable development in China. It puts forward a new paradigm of natural resource utilization by incorporating the efficiency evaluation, coordination measures, and effect mechanisms of different kinds of natural resources. The evaluation system and related research methods for the efficient utilization of natural resources are very mature, laying a foundation for the development of this book’s content. As the conservation of natural resources is widely accepted, this book helps readers understand how to achieve efficient natural resource utilization in China. Meanwhile, the study of resource utilization in China can provide insights for other countries.

Book excerpt: This book examines China’s resource endowment and the country’s current exploitation and use of resources and analyzes the main challenges and potential opportunities facing the country. It then discusses how to improve the efficiency with which resources are used by taking a ‘full-life-cycle’ approach to resource use. After summing up the evolution of China’s policies and systems relating to resources and the environment, this book goes on to study how China’s participation in global resource allocation and global resource governance has progressed under its open-economy situation, as well as challenges facing that participation. Based on all these analysis, the report proposes two targets for managing the total quantities of two specific metrics. That is, it recommends aiming to reach peak consumption of resources and peak emission of pollutants by 2030. In addition, it makes a number of specific policy recommendations. The China Development Research Foundation (CDRF) is a public foundation initiated by the Development Research Center of the State Council (DRC). Its mission is to advance good governance and public policy to promote economic development and social progress. The Foundation has approached its mandate in a number of ways, including support for evidence-based policy research, leadership training, high-level forums and symposiums to promote economic cooperation and development, and the promotion of responsible public policy. As China continues to move steadily ahead with policy reforms and investments for more inclusive development, the demands for research, transparent and accountable processes, and citizenship engagement are expanding. The Foundation is striving to meet these challenges and to coordinate policy research work which supports the work of government, civil society and enterprises in furthering equitable development in China.

Available in PDF, EPUB and Kindle. Book excerpt: Following the presentation ofChina's Agenda XXIin 1994, the Fondazione Eni Enrico Mattei began a fruitful collaboration with the SSTC (State Science and Technology Commission) on Natural Resource Accounting of the People's Republic of China. Among other initiatives, the Fondazione organised a seminar held in Beijing in March 1996, entitled "Resources Accounting in China". This volume brings together 11 papers as the result ofthat seminar. Our main attempt was to compare approaches and knowledge of specific issues in this area. As far as the approach is concerned there appear to be some interesting comparisons to be drawn considering the authors' different fields of expenence. Seven papers are written by Chinese participants and four by visiting experts from the West. All the Chinese contributions point out the importance of the environment in economic development and a determination to measure the effects as a means to successful management of natural resources. They concentrate on rather specific issues within the constraints of the prevailing economic conditions where identification and pricing of assets tend to be specified by administrative norms. Although the general framework of the Chinese approach tends to be scientific and administrative, all papers contain interesting and useful statistical information. The papers by visiting experts also stress the importance of taking into account environmental aspects in deriving indicators relating to economic development. In contrast to the Chinese contributions, however, they tend to be more abstract and more clearly based on economic theory.

Book excerpt: As one of the eighteen field-specific reports comprising the comprehensive scope of the strategic general report of the Chinese Academy of Sciences, this sub-report addresses long-range planning for developing science and technology in the field of ecological and environmental science. They each craft a roadmap for their sphere of development to 2050. In their entirety, the general and sub-group reports analyze the evolution and laws governing the development of science and technology, describe the decisive impact of science and technology on the modernization process, predict that the world is on the eve of an impending S&T revolution, and call for China to be fully prepared for this new round of S&T advancement. Based on the detailed study of the demands on S&T innovation in China's modernization, the reports draw a framework for eight basic and strategic systems of socio-economic development with the support of science and technology, work out China's S&T roadmaps for the relevant eight basic and strategic systems in line with China's reality, further detail S&T initiatives of strategic importance to China's modernization, and provide S&T decision-makers with comprehensive consultations for the development of S&T innovation consistent with China's reality. Supported by illustrations and tables of data, the reports provide researchers, government officials and entrepreneurs with guidance concerning research directions, the planning process, and investment. Founded in 1949, the Chinese Academy of Sciences is the nation's highest academic institution in natural sciences. Its major responsibilities are to conduct research in basic and technological sciences, to undertake nationwide integrated surveys on natural resources and ecological environment, to provide the country with scientific data and consultations for government's decision-making, to undertake government-assigned projects with regard to key S&T problems in the process of socio-economic development, to initiate personnel training, and to promote China's high-tech enterprises through its active engagement in these areas.
