Book excerpt: This book presents the ability to bring together a single work of scientific articles from the best minds of the Institute of Environment and Energy of the University of São Paulo to analyze the legal, regulatory, and technical architecture of the natural gas exploration chain in Brazil. The theme is current and relevant, considering that global conflicts are relevant to the energy issue and access to means of energy generation. Also, with the change of the Brazilian regulatory framework for the gas market, to promote its deconcentration and facilitate the entry of new entrants, knowledge of the current rules is of paramount importance for scholars on the subject. The deconcentration of the market will result in increased competitiveness and investment by the private sector in the gas sector, resulting in a reduction in fuel prices. Hope the readers enjoy it!

Available in PDF, EPUB and Kindle. Book excerpt: Brazil holds great promise for natural gas development: a large population underpinning rising energy demand; sizeable reserves, and a market hungry for diversification of energy sources. While great progress has been achieved in the last 30 years in the development of natural gas production, infrastructure and demand, the Brazilian gas market remains in its infancy with respect to its potential. After six years of attempting comprehensive reform, in April of 2021, a new gas law was enacted (2021 Gas Law). The expectation is that this law and its implementing regulation will not only cement the reform providing legal security to investors but will help address obstacles that so far have prevented market expansion. It is expected that the new regulatory framework, and accompanying market design, will pave the way to a liquid and competitive market. In light of this, two important questions come to mind: can liberalization single-handedly effect the required market transformation and can liberalization be implemented within the constrained window afforded by energy transition? This paper examines the challenges and opportunities the Brazilian natural gas reform and liberalization process brings. It starts with an overview of the gas market; it then briefly chronicles the reform efforts, covering their rationale as well as the main features of the recently approved 2021 Gas Law -and its expected benefits; the third section focuses on critical aspects in future market development such as offshore reserve gas monetization, transport and import infrastructure development and new demand outlets; the fourth section details the proposed market design and the focus of regulatory developments in the short term and the last section of the paper offers some concluding thoughts and points to relevant topics for a future research agenda.

Available in PDF, EPUB and Kindle. Book excerpt: This book is open access under a CC BY 4.0 license. This book examines how China can increase the share of natural gas in its energy system. China’s energy strategy has global ramifications and impact, and central to this strategy is the country’s transition from coal to gas. The book presents the culmination of a two-year collaboration between the Development Research Center of the State Council (DRC) and Shell. With the Chinese government’s strategic aim to increase the share of gas in the energy mix from 5.8% in 2014 to 10% and 15% in 2020 and 2030 respectively, the book outlines how China can achieve its gas targets. Providing both quantifiable metrics and policy measures for the transition, it is a much needed addition to the literature on Chinese energy policy. The research and the resulting recommendations of this study have fed directly into the Chinese government’s 13th Five-Year Plan, and provide unique insights into the Chinese government and policy-making. Due to its global impact, the book is a valuable resource for policy makers in both China and the rest of the world.

This book was released on 2002 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The privatization policy for power generation system in Brazil needs that investments on new plants should be profitable. This depends on regulation rules: a) the cost of energy supplied on deficit situation; b) the normative value of energy that is the maximum value of energy for long-run contracts; and c) the uncertainty of price of natural gas (in Real). This paper connect parameters rules to the condition to private investment. To analyze this problem we admit that investors are rational, which means that it is represented by real option theory. The stochastic profit of the termogeneration plant that is the asset associated to the investment, depends on energy price on long-run contracts and on spot market price. This considering that energy dispatch is centralized due regulations rules.

Book excerpt: The oil and gas industry’s wide international exposure and constantly changing landscape leave it particularly vulnerable to disputes. As this practical book demonstrates, the risks associated with disputes can be mitigated by parties utilising governing law and dispute resolution clauses in contractual agreements within the sector. Examining a global range of jurisdictions, the book offers clear guidance on the most appropriate choice of law and choice of dispute resolution forum for oil and gas contracts, analysing the key issues and defining the legal contours involved.
