Book excerpt: Originally published in 1985, this book explores the nuclear confrontation between East and West in Europe: where we stand, how we got there and what the future may hold. Its concluding chapter outlines the prospects for nuclear arms control in Europe, and it frames the debate over NATO strategy and the role of nuclear weapons in the years ahead. Can NATO reduce its reliance on nuclear weapons? Can it cope with the issues at all? The chapters on NATO theatre nuclear forces and doctrine provide a rich background to current policy issues. The public debate over NATO’s 1979 decision to deploy new American cruise and Pershing nuclear missiles in Europe was hardly unprecedented in NATO’s history: similar controversy surrounded NATO deliberations in the late 1950s and early 1960s. That debate, however, subsided in the mid-1960s; the nuclear question in Europe was relegated to the ‘wilderness’, though efforts – largely unavailing – continued within official circles to define more clearly the role of nuclear weapons in NATO’s defense. Against this backdrop, the nuclear debate emerged again in the 1970s. This title unravels the military and political considerations at play in that debate and maps the European politics surrounding it. Today it can be read in its historical context.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the processes of nuclear policymaking in NATO and the interaction of alliance strategy with the docrines underlying it. Dr. Buteux focuses on the issue of theatre nuclear force modernisation to illustrate his thesis that NATO's strategic posture results from a political process in which other than purely strategic objectives are sought; agreements on alliance strategy may in fact be related only indirectly to the actual military posture of the alliance and the means available to support it. The book highlights the cumulative effect of strategic and technological change on the strategy and nuclear politics of NATO. Emphasizing that the present strategic environment has called into question many of the strategic and political premises on which NATO's nuclear posture has been based, Dr. Buteux gives special attention to recent proposals to deploy enhanced-radiation weapons (the "neutron bomb") and new intermediate-range nuclear weapons in Europe. He considers the impact of these proposals on NATO's nuclear policymaking process and on the ability of the alliance to continue to base its deterrent posture on the concept of flexible response

Underwriting this deterrence was NATO's strategy and the nuclear weapons and command and control systems intended to make the strategy an operational reality. This book examines NATO's attempts between 1952 and 1990 to achieve the political and military control of nuclear weapons operations in a multinational organisation. By using case-studies of US, British, French and NATO nuclear weapons operations and empirical evidence from Cold War crises it provides an analysis of NATO's experience and offers insights for the present day.

Book excerpt: With the passage of time, the role of nuclear weapons in NATO defense strategy has changed significantly. By the 1980s, the doctrine of massive retaliation has evolved into one of flexible response. Now that the Soviet Union has reached parity with the West in strategic forces, NATO's theater nuclear strategy has emerged as a critical issue. Although deterrence remains the goal of NATO defense policy, the current configuration of NATO's triad of conventional, theater nuclear, and strategic nuclear forces may not be adequate to maintain the peace. The author focuses on theater nuclear forces, recommending changes in their configuration to support changes in conventional and strategic forces. In calling for clarification of the conditions which would justify initial use of theater nuclear weapons, he proposes an explicit linking of conventional and theater forces with strategic forces. The adoption of these proposals would allow a restatement of flexible response and enhance deterrence.

Available in PDF, EPUB and Kindle. Book excerpt: After more than a decade of comparatively little public interest in matters of nuclear strategy, the last few years have seen a resurgence of concern about the policy of nuclear deterrence that the North Atlantic Alliance has followed since the early 1950s. In Europe in particular, this concern has centered on the role of theater nuclear weapons in NATO strategy. This report briefly examines the way in which that strategy evolved from the foundation of the Alliance in 1949 to the formal adoption of the current "flexible response" strategy in 1967, with particular reference to the role of theater nuclear weapons. It then traces the development within the NATO Nuclear Planning Group of the more detailed doctrine concerning the role of theater nuclear weapons within the overall strategy, which led inter alia to the decision taken by NATO in 1979 to modernize the long-term component of the theater nuclear forces. The report examines the main arguments that have been advanced against the current flexible response strategy, and considers the merits of various alternative strategies. The report finally considers ways in which the Alliance's theater nuclear stockpile might be adapted to meet the political and strategic needs of the 1980s.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers a comprehensive examination of the important security issue of tactical nuclear weapons in Europe. Nuclear nonproliferation and disarmament have returned to the top of the international political agenda. The issue assumes particular importance in regard to NATO, given that some 150–200 US tactical nuclear weapons (TNWs) are still present in five countries belonging to the Alliance (Belgium, Germany, Italy, the Netherlands and Turkey). The past few years have seen animated debate in the United States and Europe on the role of such weapons in the current scenario of international security, and whether they can be further reduced or completely removed from Europe. Bringing together leading scholars and analysts of TNW with country-specific competences, this volume improves our understanding of this debate by providing in-depth analysis of the presence, role, perceived value and destiny of TNWs in Europe. The book addresses the issue in a systematic manner, taking into account the perspectives of all main actors directly or indirectly involved in the debate. This approach provides new and important insights that can inform both theoretical and policy work on a very critical and timely international issue, especially during the ongoing review of NATO's deterrence and defence posture. This book will be of much interest to students of European politics, European security, nuclear proliferation, and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1970s tactical nuclear warfare was a topical issue. The introduction of the new generation of tactical nuclear weapons into Europe could have had disastrous consequences. These new weapons had already been developed by nuclear-weapon laboratories and pressures were growing for their deployment. On first sight, smaller and more accurate nuclear weapons may seem more humane and militarily preferable to the relatively high-yield tactical nuclear weapons currently deployed. But some of these new types of weapons would blur the distinction between nuclear and conventional weapons and their use would make escalation to strategic nuclear war extremely likely. Indeed, the argument for these new weapons is that their use in wartime is more credible (and therefore ‘acceptable’) than current types of tactical nuclear weapons. This perception could easily lead to the exceedingly dangerous idea that some types of tactical nuclear war were ‘winnable’. The fact has to be faced that any use of nuclear weapons is almost certain to escalate until all available weapons are used. To believe otherwise is to believe that one side will surrender before it has used all the weapons in its arsenal. History shows that this is most unlikely to happen. Because of its importance, SIPRI organized a meeting to discuss the whole question. Originally published in 1978, this book is the outcome of that meeting.

Book excerpt: "NATO has been a "nuclear" alliance since its inception. Nuclear weapons have served the dual purpose of being part of NATO military planning as well as being central to the Alliance's deterrence strategy. For over 4 decades, NATO allies sought to find conventional and nuclear forces, doctrines, and agreed strategies that linked the defense of Europe to that of the United States. Still, in light of the evolving security situation, the Alliance must now consider the role and future of tactical or non-strategic nuclear weapons (NSNWs). Two clear conclusions emerge from this analysis. First, in the more than 2 decades since the end of the Cold War, the problem itself -- that is, the question of what to do with weapons designed in a previous century for the possibility of a World War III against a military alliance that no longer exists -- is understudied, both inside and outside of government. Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012. The United States and its closest allies must define future threats and, in doing so, clarify NATO's identity, purpose, and corresponding force requirements. So far, NATO remains a "nuclear alliance," but it is increasingly hard to define what that means."--Publisher's website.
