Book excerpt: This report attempts to structure the broad range of issues affecting the potential development of anti-tactical ballistic missile (ATBM) systems by evaluating the relationship among NATO's potential needs for ATBMs, the technologies under development in the Strategic Defense Initiative (SDI) program, and the political constraints in the Federal Republic of Germany (FRG), where ATBMs would be deployed. The authors conclude that planners attempting to improve NATO's air defenses and those attempting to advance SDI research goals are faced with distinctly different problems. Since NATO's requirements have little connection to SDI, an ATBM system intended to advance SDI goals must be based almost entirely on SDI objectives and could cause controversy in the FRG. Conversely, the limited systems of most interest to NATO stand outside the political debate.

Available in PDF, EPUB and Kindle. Book excerpt: Missile Defenses and Western European Security is an important contribution to the current debate on how new weapons initiatives will affect prospects for world peace. Soofer generously sprinkles the book with relevant quotes from high-ranking NATO officials, respected academicians, and military policy experts, thus enhancing the readers understanding of the subject. Friday Review of Defense Literature The NATO alliance has come under increasing strain since President Reagan's announcement of plans for the strategic defense initiative (SDI) in March 1983. This study examines the logic underlying Western European reactions to SDI and assesses the validity of European anxieties about missile defenses. Systematically analyzing the positions of France, Britain, and West Germany on the full spectrum of NATO defense issues, the author attempts to determine whether strategic and tactical missile defenses can in fact contribute to U.S. and Western security. In his introduction, the author traces the history of NATO's doubts concerning the strategic nuclear guarantee, which were frequently expressed after the Soveits' first successful missile launches in the late 1950s. He next looks at Western European reactions to the SDI announcement and NATO's strategic thinking on deterrence and escalation. He discusses the relation between arms control considerations and the strategic defense initiative, focusing on NATO fears that SDI would lead to the abrogation of the 1972 ABM Treaty and with it the end of the arms control process. Turning to antitactical missile defense, Soofer argues that despite political opposition, there exists a substantial strategic rationale for missile defenses deployed in Western Europe. Offering clarification and new perspectives on many complex defense issues. Missile Defenses and Western European Security will be an important contribution to the current debate on how new weapons initiatives will affect prospects for world peace. This timely book is for specialists, students, and academics in the fields of strategic studies, peace studies,, arms control, diplomacy, and international relations.

Book excerpt: "NATO has been a "nuclear" alliance since its inception. Nuclear weapons have served the dual purpose of being part of NATO military planning as well as being central to the Alliance's deterrence strategy. For over 4 decades, NATO allies sought to find conventional and nuclear forces, doctrines, and agreed strategies that linked the defense of Europe to that of the United States. Still, in light of the evolving security situation, the Alliance must now consider the role and future of tactical or non-strategic nuclear weapons (NSNWs). Two clear conclusions emerge from this analysis. First, in the more than 2 decades since the end of the Cold War, the problem itself -- that is, the question of what to do with weapons designed in a previous century for the possibility of a World War III against a military alliance that no longer exists -- is understudied, both inside and outside of government. Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012. The United States and its closest allies must define future threats and, in doing so, clarify NATO's identity, purpose, and corresponding force requirements. So far, NATO remains a "nuclear alliance," but it is increasingly hard to define what that means."--Publisher's website.

Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Book excerpt: The Anti-Ballistic Missile (ABM) Treaty of 1972 is regarded as the most important arms control agreement currently in force between the United States and the Soviet Union. Lin identifies the key technical issues being encountered by the ABM Treaty and shows how new weapon technologies not widely anticipated in 1972 may erode the treaty regime. He focuses on emerging technologies such as lasers and particle beams, and dual-capable technologies that include antisatellite weapons, anti-tactical ballistic missiles, and surface-to-air missiles. He also suggests that both governments must address issues that can exploit weaknesses of the treaty, in order to keep it alive. ISBN 0-08-035964-7 (pbk.): $9.90.
