More and more non-state actors are entering the international arena and are influencing political outcomes in ways that were unthinkable a few years ago. Consequently the state has to cope with a rapid dissolution of its powers. The rules of state sovereignty, which went basically unchallenged from the 17thuntil the 20thcentury, are now put under great pressure. Traditional concepts of statehood and state sovereignty -that is, the final right of decision- are called into question. Telecommunication and media have long crossed borders, financial markets are globalized, and non-governmental organizations are influencing political agendas. Viewing states as the single most important actors in an anarchical international system today, as has been done in the field of International Relations by neorealists like Waltz in the 1970s and 1980s2, ignores the changes taking place all around us today. As state sovereignty in Europe is increasingly challenged it is perfectly legitimate to wonder about another phenomenon tightly connected to and almost as old as the nation state itself, that is nationalism. The end of nationalism has often been proclaimed alongside with the rise of globalization, transnational activities, multi-culturalism and cosmopolitan ways of life. In the years following the demise of the Nazi regime and then again after the breakup of the Soviet Union, nationalism was even considered a hazard to be avoided. Later, when the former Yugoslavia started to fall apart, this antinationalist discourse gained vehemence. Already in 1955 Erich Fromm said with regards to nationalism: This incestuous fixation not only poinsons the relationship of the individual to the stranger, but to the members of his own clan and to himself. The person who has not freed himself from the ties to blood and soil is not yet fully born as a human being...Nationalism is our form of incest [and] insanity...

The author of this book argues that such discourses are integrally connected and, what is more, embody the enduring relevance of nationalism in modern Ireland. As the most comprehensive study to date of official discourse in twentieth-century Ireland, this book traces the ways in which nationalism can be simultaneously redefined and revitalised through European integration. The text begins with an overview of the origins and development of Irish official nationalism. It then analyses the redefinition of this nationalism in meeting the challenges to Irish nation-statehood posed by the conflict in Northern Ireland and membership of the EU. New interpretations of the symbolic and practical importance of the island of Ireland have been central to this process. Indeed, the genius of the Irish was to employ innovative EU-inspired concepts in finding agreement with and within Northern Ireland on the one hand whilst, on the other, legitimising further European integration through the notion that it furthers traditional nationalist ideals such as Irish unity. Thus, Irish political leaders were remarkably successful in not only accommodating potent nationalist and pro-European discourses but in making them appear complementary. An over-reliance on this discourse, however, plus a critical failure to adjust it to the conditions it helped to fashion, contributed to the failure of the ‘Yes’ campaigns in the Irish referendums on the EU Treaties of Nice and Lisbon. The book concludes with an assessment of the reasons for these results and argues that the symbiotic relationship between Irish nationalism and European integration can be redeemed for a new era in EU–member-state relations. Book excerpt: The further evolution of the European Union is mainly dependent on how its citizens relate to their fellow Europeans speaking a score of languages and belonging to a variety of cultures. This book addresses the question of whether a new sense of collective self-identification, labeled “European identity,” a special form of socio-territorial identities, is emerging. Collective identities are works in progress, they entail a salient strategic—activist and future-oriented—dimension. Divergent strategic goals of the constituent groups induce a perpetual contestation and negotiation of the group identity, a process that in the case of the EU is intensified by the continuously changing boundaries and institutional structure of the super-polity. To confront these challenges, this book has a double focus. The first part weighs in on the feasibility of a European identity in light of what the two main paradigms in the field, primordialism and constructivism, can predict. The second part maps the social forces that are either favorable or inimical to the creation of a common social identity on the continent. Both parts develop hypotheses about the processes we witness, and test them with the available empirical data. Part II distinguishes between passive and active supporters of the integration project, besides the Euroskeptic segment of the public. Provision of public goods by regional integration is believed to explain passive permissiveness, while the main impetus for integration comes from those who may reap above-average benefits from it. This book contends that the groups of active supporters have historically been changing within the Union; namely, the political Left and Right are changing their roles in negotiating future developments. Yet the evolution of the EU is also shaped by the solutions adopted to accommodate ethnic and cultural diversity. The empirical tests involve opinion survey data taken from the Eurobarometer series, World Value and European Social Surveys, and the International Social Survey Programme, expert ratings, as well as party elite documents from the Manifesto Project Database.
