Book excerpt: This book examines the efforts of the French-speaking minority in Flanders, Belgium, to maintain a legal and social presence of the French language in Flemish public life. Chronologically, the study is bookended by two developments, almost exactly a century apart. In 1873, the first laws were passed which required the use of Dutch in some aspects of public administration in Flanders, challenging the de facto use of French among the Flemish ruling class. One hundred and one years later, the last French daily newspaper in Flanders collapsed, marking the end of a once-vibrant French-language public sphere in Flanders. The author contends that the methods and arguments by which French speakers defended the role of French in Flemish public life changed along with the social and political situation of this minority. As the Flemish movement grew over the course of the twentieth century, French speakers’ appeals to the “free choice” of language lost traction, and they put forward claims that they represented an ethnolinguistic minority who deserved protection for their mother tongue. Providing new insights for scholars of European history, and in conversation with the literature on liberalism, national identity, and Francophonie, this book demonstrates how the debate over the role of French in Flanders was at the center of Belgium’s ethnolinguistic conflict – the repercussions of which continue to be felt to this day.

Book excerpt: In this book, Christina Zuber outlines a theory of ideational policy stabilization to explain stable policy choices despite changing incentives. Historical legacies are frequently invoked in popular and academic accounts of the politics of migration, but the mechanisms of transmission are left underspecified. This work contributes to research on migration and to theories of public policy by arguing that the missing link between past events and present choices is ideational: initially a historical constellation of interests leads actors to defend policy ideas that match the historical environment, but over time, ideas can detach themselves from interests and stabilize into societal dispositions (shared values and identities). This occurs if elites build a discursive consensus around a policy idea, and if bureaucrats develop concomitant policy practices. The book's empirical section analyses ideational stabilization in Catalonia (Spain), which takes an inclusive approach to immigration, and in South Tyrol (Italy), where immigration is framed as a threat. The comparison shows that these differences can be explained by the political economy of historical industrialization and internal migration. Catalans were in the driving seat of industrialization, receiving unskilled migrant workers from the rest of Spain to boost their own economy. South Tyroleans, on the other hand, were in the passenger seat, perceiving incoming Italians as colonizers. Over time, socioeconomic conditions changed, and internal migration was replaced with international migration. Yet with historical ideas having stabilized into dispositions, political and administrative elites continued to understand immigration through the now-obsolete perspective of economic opportunity in Catalonia and ethnic competition in South Tyrol. It studies the theoretical debate over how best to reconcile multiculturalism, citizenship and the need for collective identity at the European Union (EU) level by comparing EU citizenship with cultural citizenship and multicultural studies in the United States. In addition to this, through the study of EU documents, the author contends that there exists such a thing as policies of multicultural citizenship at the European Union level. He then goes on to analyze their key aspects, such as the pursuit of symbolic forms of multiculturalism and the arguments to support affirmative action policies for women. The text also examines the steps taken by certain EU institutions towards creating European identity and improving awareness of citizenship and cultural heritage, while meeting the test of subsidiarity. The author concludes that there are competing discourses in EU institutions concerning the best model for EU citizenship. Among other concepts, they construe multiculturalism and transnationalism as contested and sometimes opposing interpretations of citizenship. The text goes on to reveal a lack of substantive connection between EU citizenship and identity in the European Union, as well as the artificiality of EU attempts to build it anew. It concludes that a plurality of cultural constructions of EU citizenship, within the wider framework of liberal culturalism, may be a viable model of EU citizenship.
