Against both those who argue that the radical tradition has ignored and underestimated nationalism and those who accuse it of economic reductionism, this careful analysis of the idea of the nation as it was developed in the work of the major thinkers of the international labor movement reveals evidence of how seriously they grappled with nationalism. Each of the main sections of the book focuses on the most influential theorists of the international labor movement as it became organized and grew: Bakunin, Marx, and Engels and the concern of the First International (1864&–1876) with class solidarity across political borders; Lenin, Luxemburg, and Bauer and the preoccupation of the Second International (1889-1914) with socialism in ethnically plural societies; Stalin and Gramsci in relation to the substitution by the Third International (1919&–1943) of nation-building and national liberation for the old class project. In the conclusion, the author examines the relationships among ethnic and civic nationality, national self-determination, republican institutions, and the process of globalization from the perspective of the post-Soviet era and in the light of social theory and Kant's ideas about cosmopolitan right.

Moving from the late nineteenth century, when foreign companies first set up factories on Chinese soil, to 1927, when the labor movement created by the Chinese Communist Party was crushed by Chiang Kai-shek, Smith uses a host of documents—journalistic accounts of strikes, memoirs by former activists, police records—to argue that a nationalist movement fueled by the effects of foreign imperialism had a far greater hold on working-class identity than did class consciousness. While the massive wave of labor protest in the 1920s was principally an expression of militant nationalism rather than of class consciousness, Smith argues, elements of a precarious class identity were in turn forged by the very discourse of nationalism. By linking work-related demands to the defense of the nation, anti-imperialist nationalism legitimized participation in strikes and sensitized workers to the fact that they were worthy of better treatment as Chinese citizens. Smith shows how the workers’ refusal to be treated “like cattle and horses” (a phrase frequently used by workers to describe their condition) came from a new but powerfully felt sense of dignity. In short, nationalism enabled workers to interpret the anger they felt at their unjust treatment in the workplace in political terms and to create a link between their position as workers and their position as members of an oppressed nation. By focusing on the role of the working class, Like Cattle and Horses is one of very few studies that examines nationalism “from below,” acknowledging the powerful agency of nonelite forces in promoting national identity. Like Cattle and Horses will interest historians of labor, modern China, and nationalism, as well as those engaged in the study of revolutions and revolt.

Acknowledging the unprecedented challenges facing trade unions and traditional labor movement, "Labor Internationalism," a special issue of "Social Science History," explores the new potential of one of the oldest tools in labor's repertoire: international labor solidarity. While drawing on the established social science explanations of labor solidarity, the contributors to this collection also modify and adapt these paradigms in new and innovative ways, presenting a stimulating example of how historical social scientists can respond to new problems. Focusing on labor solidarity case studies in the United States, Europe, and Latin America, these essays move beyond narrow immiserization/proletarianization-based explanations of solidarity that are increasingly inadequate in an era of globalization to consider labor solidarity as a by-product of interaction with other mechanisms and as part of a larger process that generates transnational collective action. One essay explores how workers capitalized on changes in production processes during the 1998 General Motors strike in Flint, Michigan, prompting an unconventional show of transnational labor solidarity that echoed throughout the global factory. Another essay examines present-day cross-border solidarity actions involving U.S. and Latin American workers to emphasize that labor identity and solidarity are themselves products of public negotiation among differing groups of workers. Another contributor investigates the ways in which free trade agreements such as NAFTA have been critical in promoting the growth of "transnational activist networks" that have united trade unionists across North America and across social movement organizations. Other essays utilize case studies to investigate the tactical differences and similarities between social movements, labor movements, and union activities, a complicated relationship that can either hinder or encourage transnational labor solidarity.

Book excerpt: Using a comprehensive analysis of the wave of organizing that swept the country starting in 2007, Labor in Israel investigates the changing political status of organized labor in the context of changes to Israel’s political economy, including liberalization, the rise of non-union labor organizations, the influx of migrant labor, and Israel’s complex relations with the Palestinians. Through his discussion of organized labor’s relationship to the political community and its nationalist political role, Preminger demonstrates that organized labor has lost the powerful status it enjoyed for much of Israel’s history. Despite the weakening of trade unions and the Histadrut, however, he shows the ways in which the fragmentation of labor representation has created opportunities for those previously excluded from the labor movement regime. Organized labor is now trying to renegotiate its place in contemporary Israel, a society that no longer accepts labor’s longstanding claim to be the representative of the people. As such, Preminger concludes that organized labor in Israel is in a transitional and unsettled phase in which new marginal initiatives, new organizations, and new alliances that have blurred the boundaries of the sphere of labor have not yet consolidated into clear structures of representation or accepted patterns of political interaction.
