Book excerpt: This book examines how the existence of overlapping regional institutions has presented a daunting challenge to the workings of various Regional Economic Communities (RECs) on the African continent. The majority of the African countries are members of overlapping and, sometimes, contradictory RECs. For instance, in East Africa, while Kenya and Uganda are both members of EAC and COMESA, Tanzania, which is also a member of the EAC, left COMESA in 2001 to join SADC. In West Africa, while all former French colonies belong to ECOWAS, they simultaneously keep membership of UEMOA, an organization which is not recognized by the African Union (AU). Such multiple and confusing memberships create unnecessary duplication and dims the light on what ought to be priority. Various chapters in this book have therefore sought to identify and proffer solutions to related challenges confronting the workings of the RECs in different sub-regions of the African continent. The discourses range from security to the stock exchange, identity integration, development framework, labour movement and cross-border relations. The pattern adopted in the book involves devolution of related discussions from the general to the specific; that is, from the continental level to sub-regional case studies.

It also shows the dynamism of African cultures to adapt to foreign imposition: even as colonial rule forced the adoption of foreign institutions and cultures, African cultures appropriated these elements. Traditions were reworked, symbols redefined, and the past situated in contemporary problems in order to accommodate the modern era. Toyin Falola is a Fellow of the Nigerian Academy of Letters and Fellow of the Historical Society of Nigeria. He is the recipient of the 2006 Cheikh Anta Diop Award for Exemplary Scholarship in AfricanStudies, and the 2008 Quintessence Award by the Africa Writers Endowment. He holds an honorary doctorate from Monmouth University and he is University Distinguished Teaching Professor at the University of Texas at Austin where heis also the Jacob and Frances Sanger Mossiker Chair in the Humanities. His books include Nationalism and African Intellectuals and Violence in Nigeria, both from the University of Rochester Press.

The effort to employ the notion of constraint as a conceptual tool in analyzing African politics reflects an attempt to move away from evaluative terms such as development and modernization or decay and breakdown. Development, which has an implicit suggestion of social progress and constitutional government, seems inappropriate for the study of the wide array of political phenomena found in African states. Terms such as breakdown and decay—with an equally broad suggestion of disruption, disunity, and instability—seem equally inappropriate. The vantage point of the authors in this volume is primarily political, but their understanding of African development encompasses the social and economic spheres as well. The constraints that impede achievement of African objectives are varied, and many, of course, are not political. Geographical factors, for example, are supremely relevant in accounting for the availability of natural resources. The principal justification for emphasizing political rather than other constraints is the extent to which political will and political action can stimulate development in spite of other obstacles.
