Book excerpt: Young adulthood - ages approximately 18 to 26 - is a critical period of development with long-lasting implications for a person's economic security, health and well-being. Young adults are key contributors to the nation's workforce and military services and, since many are parents, to the healthy development of the next generation. Although 'millennials' have received attention in the popular media in recent years, young adults are too rarely treated as a distinct population in policy, programs, and research. Instead, they are often grouped with adolescents or, more often, with all adults. Currently, the nation is experiencing economic restructuring, widening inequality, a rapidly rising ratio of older adults, and an increasingly diverse population. The possible transformative effects of these features make focus on young adults especially important. A systematic approach to understanding and responding to the unique circumstances and needs of today's young adults can help to pave the way to a more productive and equitable tomorrow for young adults in particular and our society at large. Investing in The Health and Well-Being of Young Adults describes what is meant by the term young adulthood, who young adults are, what they are doing, and what they need. This study recommends actions that nonprofit programs and federal, state, and local agencies can take to help young adults make a successful transition from adolescence to adulthood. According to this report, young adults should be considered as a separate group from adolescents and older adults. Investing in The Health and Well-Being of Young Adults makes the case that increased efforts to improve high school and college graduate rates and education and workforce development systems that are more closely tied to high-demand economic sectors will help this age group achieve greater opportunity and success. The report also discusses the health status of young adults and makes recommendations to develop evidence-based practices for young adults for medical and behavioral health, including preventions. What happens during the young adult years has profound implications for the rest of the life course, and the stability and progress of society at large depends on how any cohort of young adults fares as a whole. Investing in The Health and Well-Being of Young Adults will provide a roadmap to improving outcomes for this age group as they transition from adolescence to adulthood.

Book excerpt: Gives voice to the conscripts who are forced to serve indefinitely without remuneration under the ENS in a powerful critical survey of its effect from the Liberation Struggle to today. The Eritrean National Service (ENS) lies at the core of the post-independence state, not only supplying its military, but affecting every aspect of the country's economy, its social services, its public sector and its politics. Over half the workforce are forcibly enrolled into it by the government, driving the country's youth to escape national service by seeking employment and asylum elsewhere. Yet how did the ENS, which began during the 1961-91 liberation struggle as part of the idea of the "common good" - in which individual interests were sacrificed in pursuit of the grand scheme of independence and the country's development - degenerate into forced labour and a modern form ofslavery? And why, when Eritrea no longer faces existential threat, does the government continue to demand such service from its citizens? This book provides for the first time an in-depth and critical scrutiny of the ENS'sachievements and failures and its overarching impact on the social fabric of Eritrea. The author discusses the historical backdrop to the ENS and the rationales underlying it; its goals and objectives; its transformative effects, as well as its impact on the country's defence capability, national unity, national identity construction and nation-building. He also analyses the extent to which the national service functions as an effective mechanism of transmitting the core values of the liberation struggle to the conscripts and through them to the rest of country's population. Finally, the book assesses whether the core aims and objectives of the ENS proclaimed by various governmentshave been or are in the process of being accomplished and, drawing on the testimony of the hitherto voiceless conscripts themselves, its impact on their lives and livelihoods. GAIM KIBREAB is Professor of Research andDirector of Refugee Studies, School of Law and Social Science, London South Bank University. He is the author of Eritrea: A Dream Deferred (James Currey, 2009) and People on the Edge in the Horn (James Currey, 1996).

Book excerpt: More than 2 million men were conscripted to serve in Britain's armed forces during the period of National Service, which began after World War II and was phased out by 1963. Aged just 18, these individuals, many of whom had never left their hometowns before, were put in uniform to serve their nation and taken to some of the furthest reaches of Britain's crumbling empire. It was an experience that left a profound mark on the post-war generations. Using first-hand accounts and official documents, these remarkable times are described in this detailed, entertaining, and hugely informative account of the National Service years.

Book excerpt: The Office of the Under Secretary of Defense (Personnel & Readiness), referred to throughout this report as P&R, is responsible for the total force management of all Department of Defense (DoD) components including the recruitment, readiness, and retention of personnel. Its work and policies are supported by a number of organizations both within DoD, including the Defense Manpower Data Center (DMDC), and externally, including the federally funded research and development centers (FFRDCs) that work for DoD. P&R must be able to answer questions for the Secretary of Defense such as how to recruit people with an aptitude for and interest in various specialties and along particular career tracks and how to assess on an ongoing basis service members' career satisfaction and their ability to meet new challenges. P&R must also address larger-scale questions, such as how the current realignment of forces to the Asia-Pacific area and other regions will affect recruitment, readiness, and retention. While DoD makes use of large-scale data and mathematical analysis in intelligence, surveillance, reconnaissance, and elsewhereâ€"exploiting techniques such as complex network analysis, machine learning, streaming social media analysis, and anomaly detectionâ€"these skills and capabilities have not been applied as well to the personnel and readiness enterprise. Strengthening Data Science Methods for Department of Defense Personnel and Readiness Missions offers and roadmap and implementation plan for the integration of data analysis in support of decisions within the purview of P&R.

Available in PDF, EPUB and Kindle. Book excerpt: In 1933 President Franklin D. Roosevelt created America's first domestic national service program: the Civilian Conservation Corps (CCC). As part of this program—the largest and most highly esteemed of its kind—nearly three million unemployed men worked to rehabilitate, protect, and build the nation's natural resources. It demonstrated what citizens and government could accomplish together. Yet despite its success, the CCC was short lived. While more controversial programs such as President Johnson's Volunteers in Service to America (VISTA) and President Clinton's AmeriCorps survived, why did CCC die? And why—given the hard-won continuation and expansion of AmeriCorps—is national service an option for fewer Americans today than at its start nearly eighty years ago? In The Politics and Civics of National Service, Melissa Bass focuses on the history, current relevance, and impact of domestic civilian national service. She explains why such service has yet to be deeply institutionalized in the United States; while military and higher education have solidified their roles as American institutions, civilian national service is still not recognized as a long-term policy option. Bass argues that only by examining these programs over time can we understand national service's successes and limitations, both in terms of its political support and its civics lessons. The Politics and Civics of National Service furthers our understanding of American political development by comparing programs founded during three distinct political eras—the New Deal, theGreat Society, and the early Clinton years—and tracing them over time. To a remarkable extent, the CCC, VISTA, and AmeriCorps reflect the policymaking ethos and political controversies of their times, illuminating principles that hold well beyond the field of national service. By emphasizing these programs' effects on citizenship and civic engagement, The Politics and Civics of National Ser
