Book excerpt: The United Kingdom is the only major country in the world today which is simultaneously going to meet the NATO target of spending 2% of our GDP on defence and the UN target of spending 0.7% of our GNI on development, while also increasing investment in our security and intelligence agencies and in counter-terrorism. In ensuring our national security, we will also protect our economic security. As a trading nation with the world's fifth biggest economy, we depend on stability and order in the world. This document sets out our National Security Strategy for the coming five years, and how it will be implemented. Over the course of this Parliament priorities are to deter state-based threats, tackle terrorism, remain a world leader in cyber security and ensure the capability to respond rapidly to crises as they emerge. Firstly, by continuing to ensure that Britain's Armed Forces are able to deal with modern and evolving threats. Secondly, by ensuring our security and intelligence agencies have the resources and information they need to prevent and disrupt plots against this country at every stage. So an additional £2.5 billion will be invested, including employing over 1,900 additional staff and strengthening our network of counter-terrorism experts. Investment in counter-terrorism police will be increased and spending on aviation security around the world will be more than doubled. Thirdly, by using our outstanding Diplomatic Service to promote our interests and project our influence overseas. Fourthly, by working hand in glove with our allies

Book excerpt: The national security strategy of the United Kingdom is to use all national capabilities to build Britain's prosperity, extend the country's influence in the world and strengthen security. The National Security Council ensures a strategic and co-ordinated approach across the whole of Government to the risks and opportunities the country faces. Parts 1 and 2 of this document outline the Government's analysis of the strategic global context and give an assessment of the UK's place in the world. They also set out the core objectives of the strategy: (i) ensuring a secure and resilient UK by protecting the country from all major risks that can affect us directly, and (ii) shaping a stable world - actions beyond the UK to reduce specific risks to the country or our direct interests overseas. Part 3 identifies and analyses the key security risks the country is likely to face in the future. The National Security Council has prioritised the risks and the current highest priority are: international terrorism; cyber attack; international military crises; and major accidents or natural hazards. Part 4 describes the ways in which the strategy to prevent and mitigate the specific risks will be achieved. The detailed means to achieve these ends will be set out in the Strategic Defence and Security Review (Cm. 7948, ISBN 9780101794824), due to publish on 19 October 2010.

Book excerpt: The post-cold war era presented security challenges that at one level are a continuation of the cold war era; at another level, these phenomena manifested in new forms. Whether the issues of economics and trade, transfer of technologies, challenges of intervention, or humanitarian crisis, the countries of the South (previously pejoratively labelled “Third World” or “developing” countries) have continued to address these challenges within the framework of their capabilities and concerns. The volume explores defence diplomacies, national security challenges and strategies, dynamics of diplomatic manoeuvers and strategic resource management of Latin American, southern African and Asian countries.

Book excerpt: The British government periodically publishes a Strategic Defence and Security Review, an appraisal of the armed forces that seeks to understand and prepare for the defense challenges that lie ahead. This report is often controversial—the 2010 review, for example, made headlines for all the wrong reasons, as major defense projects such as the NIMROD aircraft were discontinued at huge cost, while other projects were maintained only because they were too expensive to abandon. In advance of the 2015 Strategic Defence and Security Review, Jonathan Shaw argues persuasively for the need to rethink how governments and Whitehall devise their strategies and reach crucial decisions. Beginning with the review’s often imprecise use of language, Shaw challenges the assumptions that underlie the British government’s current practices. Ultimately, he suggests how Whitehall can improve its approaches and, equally important, its credibility.

Book excerpt: Where are U.S. national security strategy, defense plans, and diplomacy headed in the coming years? One answer to this important question comes from seven official studies issued in 2010. These studies provide an impressive welter of goals and activities, and they announce major innovations in U.S. policies. But they are hard to absorb in a single setting, and their interrelationships can be hard to determine unless viewed together. To help readers better understand them, this book assembles them into a single exposition, thereby providing "one stop shopping." It describes them individually, shows how they blend together, and evaluates their strengths and limitations.

Book excerpt: The U.S. Government has recently issued seven major studies that together put forth a comprehensive blueprint for major global changes in U.S. national security strategy, defense plans, and diplomacy. These seven studies are brought together in this illuminating book, which portrays their individual contents and complex interrelationships and evaluates their strengths and shortfalls. It argues that while these studies are well-written, cogently argued, and articulate many valuable innovations for the Department of Defense, Department of State, and other government agencies, all of them leave lingering, controversial issues that require further thinking and analysis as future U.S. national security policy evolves in a changing and dangerous world. For all readers, this book offers a quick, readable way to grasp and critique the many changes now sweeping over the new U.S. approach to global security affairs.

Book excerpt: A Guide to National Security offers an analysis of the threats and policy responses facing the UK, presented within the framework of the Government's National Security Strategy and the Strategic Defence and Security Review. It explores the processes and developments which have shaped the transformation of national security over the last three decades, and critically examines the processes of politicisation and securitisation that have delivered the new strategic vision. Presented in three parts, the book has taken one of the key recommendations from the National Security Strategy - collaboration between police and national security agencies - and used this as both the viewpoint from which to assess the current state of play regarding the UK's national security, as well as the approach to identifying future threats and creating policies and tactics to deal with them. Part One: Threats sets the scene for the current status of national security in the UK and relates this to the rest of the world, before moving on to the myriad of possible threats facing governments and intelligence services, from organised crime and terrorism to cyber-threats and failed states. Part Two: Responses looks at the interaction between governments and other agencies in response to a threat, how that framework functions and is organized, as well as the action or response taken. Finally, Part Three: Strategies offers a range of considerations for the future, including making a case for military restructuring, discussing domestic policies regarding radicalisation and other internal security issues, and the building of partnerships with the EU and the rest of the world, as well as within current international organizations, such as the UN and NATO. Throughout, the book presents opinions from leading figures across the agencies, including the National Security Council and members of ACPO, as well as case studies and suggestions for further investigation. This book provides a number of fascinating and critical points for those interested in the UK's own national security organization, from those working in intelligence, counter-terrorism and organised crime within the police, staff within the national intelligence agencies, and policy advisers and officials. However, the contemporary era of globalisation means that it also has resonances for anyone involved in such issues across the Western world and beyond.

Book excerpt: In this report the Commission has reached four broad conclusions, all of which support the need for change and early action. Firstly our Reserve Forces are in decline - by our national historic standards and by comparison with other nations U.K. Reserves form too small a part of our overall national military capability. Secondly, the Proposition offered to reservists has declined, ceasing to attract a sustainable Reserve; and the demands of individual augmentation for operations have accelerated the institutional decline of Reserve Forces. Thirdly, the purpose for which we hold Reserves and the roles to which we attribute them have not been updated to match the demands of the new security environment. Fourthly, the potential of the Reserves is not being fully exploited; and the Reserves are not being used in the most cost-effective manner. In this context the Commission puts forward its recommendations.

Book excerpt: Humankind has always sought out innovative and new ways of waging war, establishing new forms of warfare. Set against a background of global strategic instability this process of innovation has, over the last two decades, produced a new and complex phenomenon, hybrid warfare. Distinct from other forms of modern warfare in several key aspects, it presents a unique challenge that appears to baffle policymakers and security experts, while giving the actors that employ it a new way of achieving their goals in the face of long-standing Western conventional, doctrinal, and strategic superiority. The Hybrid Age analyses the phenomenon of hybrid warfare through theoretical frameworks and a range global case studies from the 2006 Lebanon War to the Russian intervention in Ukraine in 2014. This book aims to establish a unified theory of hybrid warfare, which not only outlines what the term means, but also places it in its context, and provides the tools which enable an observer to identify and react to a future instance of hybrid warfare.

Book excerpt: The Army asked the RAND Arroyo Center in fall 2001 to look at the implications for the Army of the new national security strategy. This was exactly the right question, given the remarkable changes that are occurring in the world in terms of both advances in technologies and how the strategic environment is evolving. What we decided was to draw together a group of RAND researchers who have been working over the past few years on a variety of issues for the Army and use their research as a springboard for answering this question. The result is the chapters in this volume, which span the broad range of subjects that will be on the Army's future agenda-strategic, operational, programmatic, and budgetary. Each of the authors describes his or her view of the most critical issues facing the Army and then what the Army needs to do. The substantive analysis in this report was completed in February 2003, as the international community was still debating its future policies toward Iraq. what happens in Iraq will almost certainly add to the complexity of the strategic environment in which the U.S. Army will operate and could well bring more urgency to the changes that the authors of this report call on the Army to undertake. Taken as a whole, the report provides the Army with a perspective on its ongoing transformation and where it needs refinement. In this way, the report aims to engage the broader defense community in the debate over which forces and capabilities the Army needs to be able to serve the nation in the future as well as it has in the past. The report should be of interest to anyone concerned about the future of the U.S. military in general and the U.S. Army in particular.

Book excerpt: This is the first in-depth study of the foreign and defence policies of the Coalition, a government that saw the Conservatives restored to power for the first time since the Iraq War and the Liberal Democrats enter government for the first time. It explores the idea of Britain as a ‘Great Power’ since 1945 to show how the Coalition’s policies fitted into wider historical understandings of Britain’s role in the world. Drawing on a range of evidence from the time of the Coalition, it shows that this period was one of continued change in British foreign policy. The Coalition conducted the first strategic defence review since 1998, significantly reduced the funding allocations for defence and foreign affairs, raised overseas aid spending to record levels, engaged in overseas military action in two sovereign states (and were denied a chance to participate in another), as well as a wide array of other policies. This book argues that evaluating these events and the historical background of the Coalition is critical to understanding the current crises gripping British politics.

Available in PDF, EPUB and Kindle. Book excerpt: This volume explores the contemporary challenges to US national cybersecurity. Taking stock of the field, it features contributions by leading experts working at the intersection between academia and government and offers a unique overview of some of the latest debates about national cybersecurity. These contributions showcase the diversity of approaches and issues shaping contemporary understandings of cybersecurity in the West, such as deterrence and governance, cyber intelligence and big data, international cooperation, and public–private collaboration. The volume’s main contribution lies in its effort to settle the field around three main themes exploring the international politics, concepts, and organization of contemporary cybersecurity from a US perspective. Related to these themes, this volume pinpoints three pressing challenges US decision makers and their allies currently face as they attempt to govern cyberspace: maintaining international order, solving conceptual puzzles to harness the modern information environment, and coordinating the efforts of diverse partners. The volume will be of much interest to students of cybersecurity, defense studies, strategic studies, security studies, and IR in general.
