Book excerpt: Our legacy 1947/1989 national security system is unsuited for the dynamic and complex global security environment that has developed since the end of the Cold War. Over time, the National Security Council has evolved from the very limited advisory group initially imagined by President Truman to that of a vast network of interagency groups that were developed since 1989. These interagency groups view themselves as deeply involved in integrating policy development, crisis management, and staffing for the President. However, the National Security Staff (NSS) and the national security system are relics of the industrial age -- vertical stovepipes -- in an age that demands that the management of the national security system be conducted at the strategic level. What is required is a true national security strategy based on ends, ways, and means; the alignment of resources with integrated national security missions; and the assessment and accountability of management functions that should be performed by a properly resourced NSS unburdened from the urgency of the 24/7 news cycle. The President's National Security Strategy of May 2010 calls for reform in many of these areas. Section 1072 of the 2012 Defense Authorization Act calls upon the President to outline the changes and resources that are needed in both the executive branch and in Congress to implement his national security strategy. The President's response to this legislative mandate can and should be the first step in a strategic partnership for transforming our national security system, in both the executive branch and the Congress, to that of a system that can meet and anticipate the challenges and opportunities for ensuring our security and well-being.

This conference marked the fifth collaboration between the Bush School and SSI. The first, "The Future of Transatlantic Security Relations," was held in 2006. In 2007, a workshop was held in College Station, Texas, on "The Interagency and Counter-insurgency Warfare." The third conference, "Reform and the Next President's Agenda," was held in March 2008, also in College Station, Texas. That conference was also co-sponsored by the nonpartisan Project on National Security Reform (PNSR), which includes re-tired Lieutenant General Brent Scowcroft as a member of its Guiding Coalition. The PNSR guiding coalition also originally included several key members of the Obama administration. The fourth conference, "Leadership and Government Reform," took place in June 2009. Two major topics were discussed: leader development in professional schools and leadership and "whole of government" reforms. The theme of the 2010 colloquium continued the discussion of "whole of government" reforms, but added three new areas of emphasis. The first identified the critical need for congressional leadership in carrying out transformational national security re-forms. The second addressed improving methods of strategic planning and assessment to meet the current U.S. fiscal constraints. Book excerpt: On November 26, 2008, the Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, Presidentelect, and Congress. The study found that the national security system was at risk of failure and needed serious reform. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This testing revealed that each of the five major findings improved the performance of the current national security system. This volume documents the scenario-testing process used by the Vision Working Group. It includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. The work of the Vision Working Group has led to the formulation of another recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center. The Project on National Security Reform advocates establishment of such a foresight mechanism as part of the larger transformation of the national security system and is ready and willing to assist in its implementation.

This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.
