In his celebrated speech on Provincial Issues - The Religious Cry, at Hamilton, during the local campaign Of 1886, the Hon. Edward Blake pointed out that Principal Caven, the head Of the Knox Presbyterian Theological College, Provost Body, the head Of Trinity University, one Of the Theo logical Colleges Of the Church of England, Principal Nelles, the head Of Victoria, the Methodist University, and Prin cipal Castle, the head of the Baptist College, had agreed upon the form of undenominational religious exercises in the Ontario public schools, Of which the religious exercises in the public schools Of Manitoba are practically a copy. The churches said Mr. Blake, approached each other; they agreed to co - operate with each other, and I thanked God for it. I thanked God for it because I thought it was an indication that we were beginning to sink, in some degree, our sectarianism, and to realize our points of agreement; to recognize more and more how much there was that we all held together Of the fundamental common truths of Christianity. I thanked God for it because I thought it pointed to a broader, more generous, more Christian feeling, which boded great good for the church, and for the world. He further drew attention to the fact that the late Archbishop Lynch, the head Of the Roman Catholic Church in Ontario, did not Object to the introduction Of these undenominational religious exercises into the public schools Of Ontario, although it was at those schools that two-thirds of the Roman Catholic children of the Province received their education. Book excerpt: Excerpt from Consolidation of Rural Schools in Manitoba The Agricultural College of the University of Illinois collected and published data re consolidation in 1904 at the request of the Illinois Farmers' Institute; and E. Davenport, Dean of the College of Agriculture, writes as follows in the preface to the first edition of the bulletin: "Letters were sent to all the States of the Union asking what had been done, if anything, and how it had succeeded. Opinions were collected both from professional educators and from farmers who had experienced the workings of the system, all from sources the most diverse. Aside from this, a trusted agent of the institution visited the region in Ohio where the system had been longest in use, with instructions to note all the conditions found both favorable and unfavorable. "The investigation was begun and conducted without bias or previously formed impressions as to the merits or demerits, advantages or disadvantages, of this method of administering the school system. As the investigation proceeded, however, the conviction that is inevitable to anyone who really studies this question gradually forced itself upon the consciousness and, in spite of efforts to the contrary, the reader will detect its presence in the mind of the writer at the time of putting the data in final form. "It is therefore the more necessary to assure the reader that this conviction arose during and by virtue of this investigation, and that it did not exist in advance; indeed, there was no opportunity for preexisting opinions, because the writer had never before given the slightest attention to the details of the subject." In the preface to the second edition, he says: "In the further study of this subject in its application to Illinois, there has quite unexpectedly come to the surface the surprising fact that in spite of all the arguments as to the impossibility of transporting pupils over "bad roads," the facts are that they are being transported now in large numbers, and have been for years all over the State, often travelling as far as seven miles and back daily during a high school course. True, it is being done at private expense and often for several members of the same family. But it is done, and many vehicles follow each other daily at all seasons and in all kinds of weather over all the roads of the State leading to high schools, and it is well within the facts to state that without a doubt more horses are actually employed in Illinois today in transporting the older children to village high schools, and more miles are travelled than would be necessary to transport all the children to central schools if the horses were coupled together and hitched to proper vehicles. All those who have the least notion of the history of Canada, know that Bishop Plessis was a glory to the country by the force of his genius as well as by the splendor of his virtues. It is also well known that his authority over those who were under his jurisdiction, greatly contributed in keep ing Canada and the Northwest under the allegiance to Great Britain, at the time of the war with the United States. What every one does not know is that the first schools of the Red river are due to the instructions, given by him to his priests and followed by these mission aries, notwithstanding great difficulties. Another fact, not universally known, is that on account of the services that Mgr. Plessis had rendered to the crown, he had gained the confidence of the authorities, who had recourse to him, in the direction of public affairs, and who seconded his zeal, in the accomplishment of his own duties; one may be easily convinced of this by the following letter given by the governor-general to Mgr. Plessis, when the later decided to send priests and establish missions and schools in the Red river settlement. It is an advantage to the Catholic minority that all the arguments which can be urged against them should be brought together - that all the heads should be placed on one neck - for it facilitates the definition of the issues, and presents fine opportunity for reply. The pamphlet is all the more welcome that it is understood to have been written at, the request of the Manitoba Government, and by a gentleman well qualified by professional attainments, literary qualifications, and keen love of the work. It may therefore be taken as exhibiting not only Mr. Wade's views, but those of his clients; and as containing the reasons they desire to urge against the removal of the grievances under which the Catholics in Manitoba are laboring. It is to deal with those reasons - to show their absurdity and futility - that I make this reply. I do not pretend to include in it the arguments so often already advanced in support of the Catholic side of the case, further than may be necessary to answer the positions taken by Mr. Wade. For such arguments I must content myself with referring readers to the speeches of many able men in Parliament; to the debate before the Governor-General-in-Council in March last; to Mr. Fisher's excellent pamphlets; to the pages of my book upon "The Manitoba School Question;" and to other sources. I shall take up Mr. Wade's pamphlet chapter by chapter and endeavor to answer definitely and clearly ever statement in it which is not too apparently irrelevant. The validity of the repealing Act is not now is question, nor that it was effectual. Bearing in mind the circumstances which existed in 1870, it does not appear to their Lordships an extravagant notion that in creating a legislature for the province with limited powers it should have been thought expedient, in case either Catholics or Protestants became preponderant, and rights which had come into existence under different circumstances were interfered with, to give the Dominion Parliament power to legislate upon matters of education so far as was necessary to protect the Protestant or Catholic minority as the case might be.
