Book excerpt: Upper Pond Dam is an earth embankment dam with a maximum height of 17 feet and a length of 390 feet. The dam embankment left of the spillway is approximately 10 feet in width, with 2 horizontal to 1 vertical upstream and downstream embankment slopes. The centrally located spillway is 72 feet in length and is a stone masonry structure. Stone masonry training walls approximately 5 feet in height are located at each side of the spillway. The outlet works consist of a concrete gate structure and an outlet channel. Based on the visual inspection, the Upper Pond Dam appears to be in poor condition. There was no movement or settlement of the crest observed. The horizontal alignment is good. The top of the outlet gate structure, however, is lower than the embankment crest. Some erosion was noted at the abutments, adjacent to the spillway section and adjacent to the outlet works. Trespassing on the slopes was not significant. Erosion scarps on the upstream slope extending 1-2 feet above waterline were noted. Several areas of broad shallow erosion on the upstream slope and upstream side of abutments were observed. Brush and many large trees (up to 2.5-ft.-dia.) with extensive root systems were noted on the slopes and crest of the dam. Standing water was observed in an area 35 feet downstream of the toe on the right side of the dam. The capacity of the spillway is inadequate to pass the 1/2 PMF test flood outflow of 5,195 CFS and would overtop the dam by about 0.9 feet. The spillway can pass about 33 percent of the test flood.

Book excerpt: Upper Mill Pond Dam is a stone masonry dam approximately 100 feet long and 15 feet high. The spillway is 92 feet long, 9 feet wide and consists of a masonry broad crested weir. The water level is at the spillway crest and can be lowered by opening the low-level discharge gate which was recently made operable by the Middletown Water Department. In general, the overall condition of the dam is FAIR. The structural stability of the dam is good as evidenced by its vertical, horizontal and lateral alignment. The stone masonry is in good condition although moss and weeds are growing from the joints. The spillway weir and east abutment are in good condition. The west abutment is badly spalled at its base. The discharge gate inlet structure is badly spalled and the bar rack is cluttered with debris. There is some seepage at the east end of the dam where the stone masonry meets the abutment/ledge interface. Vegetation is growing around this area as well. The ledge continues along the downstream channel bank and there is minor seepage. A drainage pipe outlets above the west abutment. There is presently a scour hole at this location. This scour hole has caused the last section of the drainage pipe to collapse into the hole and is undermining the west spillway abutment. At the spillway elevation, the water surface area and storage capacity is 5 acres and 31 acre-feet respectively. The spillway capacity when the water level in the pond is at the top of the dam is 250 cfs. The test flood will overtop the dam by 1.8 feet.

Book excerpt: Bushy Hill Pond Dam is an earth embankment structure 265 feet in length with a maximum height of 29 feet. A stone spillway 20 feet in length is located at the right abutment of the dam. The upstream face of the dam is a vertical concrete wall. The dam crest and downstream embankment are grassed. The spillway is located at the right abutment and is 20 feet in length. A 12 inch blow-off pipe provides a low level outlet. Based on the visual inspection, Bushy Hill Pond Dam and its appurtenances are judged to be in poor condition. The crest of the dam appears to dip toward the upstream face. The vertical alignment is good. The face appears to bow slightly upstream and the concrete wall is cracked at many locations. The downstream slope is uneven and erosion has occurred along the toe. Large boulders were observed at the intersection of dam and spillway training wall on the left side of the spillway. Seepage was noted along the toe of the downstream slope. The stone masonry overflow spillway section has open joints; however, no movement or seepage was observed. The spillway discharge channel is in general good condition. Some sloughing of the channel embankment (right side) was noted about 20 feet below the spillway. A 12-inch diameter low level blow-off was operated during the site visit. The test flood would overtop the dam by 1.4 feet. The spillway capacity without overtopping is 140 CFS which is about 9 percent of the test flood outflow.

The earth embankment is 500 feet long, 8 feet wide at the top and 6.7 feet high, with a downstream slope of 2H:1V. The concrete spillway is located at the western end of the dam and is 40 feet long with 15 inch high permanently attached timber flashboards. Based on the visual inspection, and past operational performance, the dam is judged to be in POOR condition. There are large trees growing on the embankment. The concrete wall is severely cracked and spalled and has been exposed on the downstream side by erosion. Seepage is occurring through the wall and all along the downstream toe of the embankment. The test flood for this dam is the 100 year flood. The test flood has an inflow equal to 1810 cfs and an outflow discharge equal to 1800 cfs at a stillwater elevation of 233.1 which will overtop the dam by 1.0 foot. The maximum outflow capacity of the spillway with the water level at the top of the dam is 53 cfs, which is 3 percent of the test flood outflow.

The capacity of the spillway is inadequate to pass the 0.75 PMF spillway test flood outflow without overtopping the dam. The test flood would overtop the dam by about 0.7 feet. The spillway would pass only about 14 percent of the test flood outflow without overtopping the dam.

A low causeway located on the north side of the Lake separates the Lake from a smaller pond. Dam NO. 1 has a top width of 10 feet, a maximum height of 29 feet, and a length of 345 feet. The dam consists of two sections separated by a bedrock knob located near the center of the dam. Dam No. 2 consists of a stone masonry and concrete buttress wall with an upstream earth embankment. The dam has a maximum height of 14 feet and an overall length of 190 feet, including a 20 foot long overflow spillway located at the right end of the dam. The spillway consists of a concrete cap on a stone masonry weir with 2.7 feet of freeboard from spillway crest to the top of Dam No. 2; Dam No. 1 is another 0.3 feet higher. Based on the visual inspection, the dams are judged to be in poor condition. Features that could affect the future integrity of the dams are seepage downstream of Dam No. 1 and through the masonry wall of Dam No. 2; brush and trees present on the crests and slopes of both dams; continued erosion and slumping of the upstream slope of both dams; deterioration and movement of the masonry portions of Dam No. 2; and the unknown condition or existence of a low level outlet or blowoff line. The Test Flood inflow of 390 cfs results in a routed outflow of 240 cfs and a freeboard from water surface to the top of Dam No. 2 of 0.4 feet.

Book excerpt: Mill Pond Dam is 220 feet in length, with a maximum height of 18 feet. The upstream face of dam is a vertical mortared stone masonry wall partially replaced in areas with concrete. The downstream face of the dam is a concrete wall approximately 12 feet in height and 4 feet wide. The remains of a factory foundation occupy the irregular shaped dam crest, 30 to 60 feet wide. The composition of the fill material is unknown. The spillway is 68 feet in length extending from the left abutment. Based on the visual inspection, the Mill Pond Dam appears to be in fair condition. Some settlement and cracking of the floor slab at the crest of the dam has occurred. The downstream concrete face appears to be in good condition. Downstream from the concrete portion of the dam a nearly level grassed area was observed. The grassed area indicated no visible seepage and was in generally good condition. The visible face of the spillway is in fair condition. A portion of the right spillway training wall had collapsed for a distance of approximately 18 feet. Most of the stone masonry blocks have been removed in this section and the embankment has been eroded back for a distance of approximately 8 feet. A cast iron drainage pipe is located adjacent to the end of the concrete training wall in this collapsed section. Other portions of the existing wall have been undermined causing masonry blocks to be removed. The outlet structure service gates have recently been replaced and are in good condition. The capacity of the spillway is inadequate to pass the 1/2 PMF test flood outflow of 8,070 CFS and would overtop the dam by 4.9 feet. The spillway is adequate to pass 15 percent of the test flood.

Book excerpt: Mill Pond Dam is an earth-covered, irregular natural rock formation 600 ft. long, with a top width varying from 10 to 20 ft. and a maximum height of 19 ft. The outlet for the dam is a natural rock weir spillway approximately 35 ft. wide, which is overpassed by a footbridge. The crest of the spillway is about 3 ft. below the lowest point on the dam crest. Based on visual inspection, the Mill Pond Dam is judged to be in good condition; however, during the inspection, there was a light snow cover of approximately 2 inches which may have obscured problems, such as erosion or seepage. A test flood of a 100 year frequency was selected in accordance with the Corps of Engineers' Guidelines. The calculated test flood inflow of 1,000 cfs results in a routed outflow of 990 cfs. With the water level at the top of the dam the spillway capacity is 575 cfs which is 58% of the outflow flood. The storage capacity of the Mill Pond is 52 ac.-ft. at the top of the dam.

Book excerpt: The dam is a gravity stone wall-earth fill structure founded on rock with a near vertical partially arched granite block retaining wall on the downstream face, and a concrete retaining wall on the upstream face. The dam rises approximately 23 feet above the bed of the Moodus River and has a maximum top width of 35 feet and a length of 169 feet. The spillway is a 29 foot long, broad crested weir of trapezoidal cross-section with an inclined sand and gravel upstream approach and a natural rock exposure as a downstream discharge channel. The low level outlet, a stone culvert approximately 2.1 by 2.5 feet in size discharges at approximate elevation 364.7 to a naturally eroded rock channel. The size, type and invert elevation of the upstream inlet was not ascertained. The gate is operable, but not only with difficulty. Based upon the visual inspections at the site, the dam appears to be in fair condition. No instability of the dam was observed, however conditions were identified which could have a direct bearing on the future stability of the dam. One such condition was in the area of the spillway where significant flow was coming from between and below the granite blocks directly under the spillway crest. The other major concern is the insufficient capacity of the spillway itself. There are other areas requiring monitoring and minor maintenance, as well. The Test Flood will be equivalent to one-half the Probable Maximum Flood (PMF). Peak inflow to the lake is 2200 cfs; peak outflow (Test Flood) is 700 cfs with the dam overtopped 1.0 feet. Based upon our hydraulics computations, the spillway capacity is 165 cubic feet per second (cfs), which is equivalent to 24% of the Test Flood.

At top of a dam elevation, the dam impounds 90 acre-feet. Outlet works consist of a drawdown conduit of unknown size and twin 8-inch line for process water. Under normal conditions, the entire flow of the Hockanum River discharges over the spillway. This dam has a maximum height of 16.7 feet with the top of dam 5.5 feet above the spillway crest. The dam is in fair condition with some seepage from the face of dam and some deteriorated concrete. In addition to the operable outlet works, there is the 48-inch metal penstock that was originally used to supply water to the generator turbine. This outlet is plugged and the pipe partially filled and collapsed.

Book excerpt: Rogers Pond Dam is a 231 foot long earth and vertical stone masonry dam with a maximum height of 9 feet. There is a 50 foot long concrete spillway near the center of the dam. The width of the dam varies from a minimum of 6 feet at the right spillway edge to 21 feet at the left abutment. The purpose of this dam is primarily recreational. The visual inspection of Rogers Pond Dam indicated that the dam is in fair condition. The inspection revealed that portions of the upstream masonry wall have been displaced at several locations. Numerous trees are growing on the left upstream embankment. Seepage was noted along the stone wall on both sides of the spillway and the ground was wet and soggy 25 feet downstream of the left side of the dam, and a large depression was observed just downstream of the wall along the right side of the dam. The storage at top of dam is 60 acre-feet. The spillway will discharge 500 cfs or 42% of the test flood with the pool level at the top of the dam. The peak test flood inflow is 1195 cfs, with a peak test flood outflow of 1140 cfs, which will overtop the dam by 0.6 feet.

Book excerpt: The crest is generally grassy and the downstream slope is heavily overgrown with trees and shrubs. The upstream face is riprapped above water level and to a depth of about 3.0 feet below the normal water surface. The spillway is located in the center of the embankment and is roughly semicircular and contained between vertical masonry walls. The spillway is constructed of cut stone masonry and flows discharge onto a slab paved with stone blocks leading to a natural stream bed. This dam is considered to be in POOR condition. The visible signs of distress which indicate a potential hazard at this site are: large, wet, spongy areas generally along the entire right toe and lower slope of the dam embankment indicative of seepage; an extremely steep downstream slope; a dense large growth of trees and shrubs on the downstream slope; the small storage capacity of the reservoir relative to its drainage area; the close proximity of the populated area immediately downstream; seepage through the spillway masonry joints and a general lack of proper, regular maintenance. The maximum spillway discharge of 5710 cfs represents 48.5 percent of the test flood outflow.

Book excerpt: The dam consists of a 400 foot long concrete spillway across the Farmington River with an adjacent hydroelectric generating powerhouse, and a 100 foot long butressed concrete transition dam spanning from the 70 foot long powerhouse to a 1050 foot long earth dike running along the pond shoreline. There are two low level sluices through the spillway section which are operated by hydraulic lifts in a chamber above the sluices. The sluices have an inlet elevation approximately 44.5 feet below the crest of the spillway. The 4 inlets to the turbines are approximately 34.5 feet below the crest of the spillway; the discharge flows to a tailrace channel cut into bedrock to the left of the spillway discharge channel. A fish ladder with an inlet about 1.5 feet below the spillway crest also discharges into the tailrace channel. All inlet gates are well maintained and operable. Based upon the visual inspection and past performance, the dam is judged to be in fair condition. No evidence of instability was observed in the dam or its appurtenances. The condition of the earth dike is good, however there are areas requiring attention. Based upon our hydraulics computations, the spillway capacity is 101,000 (cfs), which is equivalent to 51% of the routed Test Flood outflow.
