Book excerpt: The impounding facility at McTaggarts Pond is a 458-foot long, 23 foot high stone-earthfill structure with upstream and downstream concrete retaining walls. The spillway which is a 158 foot long ungated broad crested weir has a crest at elevation (El) 636.0. The outlet structure, located adjacent to the spillway includes a discharge pipe to a mill downstream and a low level outlet. The following deficiencies were observed at the dam: Seepage at the toe of the downstream retaining wall; seepage through the joints in the concrete on the spillway side walls; bulging of a downstream retaining wall; displaced riprap and brush growing through the riprap; erosion on the top of the right (west) embankment section; and rubble, boulders and debris in the downstream channel. Hydraulic analyses indicate that the spillway can discharge 6,910 cfs at El 641.6 which is the low point on the top of the dam. The spillway cna discharge 86 percent of the test flood before the dam is overtopped.

Book excerpt: Coachlace Pond Dam is a 440-foot long, 13-foot high earthfill dam with a stone wall along the top of most of the upstream slope. The spillway is a 21.7 foot long, ungated weir with vertical I-beams forming four bays for flashboards. The outlet works at the dam include gate house A adjacent to the spillway, two outlet conduits, and gate house B downstream from the dam. The outlet conduits are 20 and 24 inches in diameter and lead to mill buildings. there is a bypass from the 24-inch outlet conduit to the channel downstream of the spillway. There is also an earth dike about 900 feet long and 1.4 feet high on the northeast shore of the pond. The crest of the dike is at E1 333.0 which is lower than the crest of the dam. The dam is considered to be in fair condition. The following are visible signs of distress which indicate a potential hazard at the site: deterioration of the brick service building over the spillway, seepage from the downstream face of the spillway and from both side walls, severe erosion of the mortar facing on the side walls of the spillway channel and approach channel to the gate house, growth of trees and brush in the floor of the spillway channel and on the upstream face of the dam, lack of access to gate house A, lack of suitable access to gate house B, possible leakage from gates in gate house B. An outflow test flood of 2,010 cfs will overtop the dike by a maximum of 3.0 feet, but will not overtop the dam. The spillway can discharge only about 19 percent of the test flood before overtopping the dike.

The emergency spillway is 48 feet long and occupies the center portion of the dam. As a result of the visual inspection and a review of available data, Simonds Pond Dam is considered to be in poor condition. Major concerns are: significant seepage at the toe of the dam; missing mortar and poor condition of the joints of the spillway; extensive spalling and cracking of the concrete cap on the top of the dam and spillway; deterioration of the spillway apron; extensive spalling of the concrete gatehouse foundation; and inadequate spillway capacity. The test flood inflow was estimated to be 2,500 cfs and resulted in an outflow discharge estimated to be 2,460 cfs, which would overtop the dam by approximately 1.3 feet. The maximum spillway capacity with the water level at the dam crest was estimated to be 700 cfs, which is approximately 28 percent of the test flood discharge.

The facility is used as a bridge across the Agawam River and to impound water for recreational purposes. The dam is about 285 ft. long and 16.5 ft. high. The dam has two spillways. The primary spillway is a concrete sluiceway located near the left abutment. A two bay stoplog structure located at the downstream end of the sluiceway controls flows through the facility. The secondary spillway is a 5 ft. dia. metal pipe culvert located on the right side of the dam. A stoplog structure having a weir length of 5.4 ft. is located on the upstream end of this spillway. An 18 in. dia. outlet passes through the dam near mid-point. Outflow is controlled at a 6 ft. by 8 ft. by 6 ft. upstream concrete intake structure. The dam and appurtenant works are judged to be in fair condition. There is no low level outlet for draining the pond. Seepage was noted at four locations. There was erosion of both the upstream and downstream embankments in the vicinity of the 18 in. dia. outlet pipe. Tree and brush growth is abundant. The test flood inflow is 3,420 cfs; the routed test flood outflow of 3,150 cfs would overtop the low point in the left abutment by about 2.0 ft. The spillways can pass about 7 percent of the routed test flood outflow without overtopping the low point in the left abutment.

Although some deficiencies were noted, there was no evidence of settlement, lateral movement or other signs of structural failure or other conditions which would warrant urgent remedial action. With the water level at the top of the dam, the ungated spillway capacity is 325 cfs. Hydraulic analyses indicate that the test flood outflow of 240 cfs (inflow 605 cfs or 2,600 csm) can be passed with a freeboard of 0.4 ft. and an unused surcharge-storage of 210 acre-ft. remaining.

Book excerpt: Chaffin Pond Dam is actually a section of roadway embankment approximately 135 ft. long, 11 ft. high and with a minimum width of 100 ft. Three submerged culvert outlets pass through the dam between upstream and downstream headwalls, allowing the water level to be the same on both sides of the dam. The control entrance to the assumed 30-in. diameter outlet on the left side has slots for stoplogs; however, none are in place. The control for a 4-ft. box culvert in the center is an open wood gate. The third outlet culvert is also gated but apparently blocked. Water from Chaffin Pond flows to outlet works at a second pond downstream from the dam where water is drawn for hydraulic research purposes. The dam is in poor condition, based on a visual examination of the structure. The headwalls have experienced major structural failures and the potential for a collapse of the upstream headwall with possible obstruction of flow to the outlet does exist. Hydraulic analyses indicate that the test flood would surcharge the pond by 680 acre-ft. and raise the pond level to about 4.2 ft. below the top of the dam. Therefore, no overtopping would be expected.

Book excerpt: Long Pond Dam is located on Long Pond Brook about two (2.0) miles above Green River, a tributary of the Housatonic River in Great Barrington, Massachusetts. The dam is an earth embankment about 240 feet long with a vertical concrete core wall and a height of 15.4 feet, and maximum storage capacity at top of dam of about 700 acre feet. A concrete spillway with a crest length of 9.6 feet and a road bridge overhead is located in the right abutment; an 8-inch cast iron pipe drain near the center of the dam; one 10-inch cast iron water supply intake left of the dam center, and a second 14-inch cast iron water supply intake passes the left abutment. Water treatment facilities are located downstream of the left end of the dam. The pipe outlets are controlled by gate valves. The dam is in FAIR condition. The embankment is stable with no visible leakage. The dam top is not a uniform elevation and a few protective stones on the upstream face have fallen into the reservoir. Trees and shrubs are growing in the downstream slope of the dam. The spillway is in fair condition, but a stop log has been used to raise reservoir level for water works purposes and the approach channel retaining wall is tilting into the channel. The spillway and dam are adequate for 100 year frequency (1% probability) storm runoff though there would be little freeboard protection against wave action. A storm runoff of half probable maximum flood would raise the reservoir to about 0.9 feet above the top of the dam, assuming that the dam remained.

Book excerpt: Ashfield Pond Dam is an earth embankment about 775 feet long with a maximum height of about 15 feet. A 30 foot long, 14.5 foot high stone masonry and concrete stepped spillway is located about 110 feet from the east abutment. A rectangular concrete low level outlet, 4 feet wide and 1.7 feet high is located at the east end of the spillway. Phase I inspection and evaluation of Ashfield Pond Dam does not indicate conditions which would constitute an immediate hazard to human life or property. Based on enginnering judgment and the performance of the earth embankment and the outlet works, the project is considered to be in fair condition. The project has a number of deficiencies which, if not remedied, have the potential for developing into hazardous conditions. Selection of 1/2 PMF as the test flood, yields an outflow of 1698 cfs (assuming the low level outlet is closed), which is greater than the maximum spillway discharge capacity of 965 cfs and would result in an overtopping of the dam by about 0.43 feet.
