Available in PDF, EPUB and Kindle. Book excerpt: In this volume, political insider Christopher Cross updates his critically acclaimed bestseller with new chapters and important new insights into future education policy. Cross draws on his own experience in Washington, along with research and interviews, to present a highly readable history of federal education policy from WWII to the Obama administration. The book highlights the key players who helped shape federal policy, because as Cross writes in his introduction "policy development is woven of personalities, events, and timing." This fascinating chronicle demonstrates, among other things, how federal policy has been a constant influence on what states and local districts do, especially with respect to students most at-risk.

Book excerpt: Yearbook of the Politics of Education Association A competent, caring, and qualified teacher for every student in the United States! This audacious goal is taken right from the opening pages of the report of the National Commission on Teaching and America's Future (NCTAF)-What Matters Most: Teaching for America's Future. The NCTAF findings are so powerful and unique that The Politics of Teacher Association (PTA) uses them as the basis for this 2000 Y=yearbook. Editors Gallagher and Bailey, along with leading educators, explore the controversies and ramifications of the Commission's major recommendations: Get serious about standards-for both students and teachers Reinvent teacher preparation and professional development Overhaul teacher recruitment and put qualified teachers in every classroom Encourage and reward teaching knowledge and skill Create schools that are organized for student and teacher success The contributors to this book speak to the underlying assumptions, research bases, and values found in the recommendations. Long-time and persistent issues about teaching, teacher education programs, and public policy making are examined under the new light of the latest research. Real-life successes of the recommendations in action are shown in two state-level stories and an urban school partnership. This PEA 2000 yearbook will prove a valuable resource for students, researchers, and all educators interested in teacher education reform in the 21st century.

Book excerpt: This is an important book for readers with a specific interest in special education policy and political scientists who are more generally interested in the broader questions of public policy making. Itkonen investigates what types of groups participate in special education somewhere on a continuum between interest group and social movement; the relationship between group types and how they frame policy interests; how groups negotiate differences among themselves and with policy makers; and the relationships between a group's organizational character, its choice of targets and strategies, how it frames its policy interest, its arenas of action, its effectiveness in the legislative and judicial arenas, and the kinds of issue positions it takes.

This book was released on 1984 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

Book excerpt: The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.
